That would have been fine. But what really annoyed me was the application process. The management is not familiar with more modern ways to verify employment and income (such as third party service) and insisted on unredacted pay stubs - which is much less secure. The interaction as we went back and forth was rude and reminded me of scammers trying to get one to divulge information urgently (because so many people are interested in the apartment!) at the cost of better judgement. In trying to get more information from me they cited their "policies" but being unable to articulate why their policy insists on having the information I didn't want to share (like my pre-tax deductions) This conversation was not with some mid-level employee but what seemed to be the owner. I should hope he could articulate the reasoning behind his own policy! To me, this company clearly orients themselves to customer service of property owners, not renters. Which fair enough, but it doesn't mean I have to like it. To the reader/renter: Don't let these people bully you!

Prompt responses to emails, quick answers to phone calls, transparent updates throughout the process, and even reassurances to call you back if they are tied up at the moment (and they actually call back as soon as they can!) Since my roommates and I are all out of town at the moment, and unable to tour the property in person prior to signing the lease agreement, Hanna assured me that her assistant Johnny would send me a video tour the following day. And sure enough, the next day - Johnny had a detailed video tour of the home in my inbox. Any question I had about the property, Johnny was able to answer. We so look forward to working with Hanna and her team during the duration of our lease agreement. If the last week is any indication of how our experiences will be as Rent the District tenants, I very much look forward to staying at this property. Hanna and Johnny were both very friendly, and professional. I will recommend Rent the District to any of my friends who look to rent or have property management services in DC. Thank you again!

    Update after Johns lovely response:…read more Your invoice does not reflect the lies you just said in your response. I was charged: $119 for Sewer $139.16 for water $558 in "Miscellaneous" charges such as apparently mowing the grass lol. And $550 in carpet, not $800. Oh and also, I spoke with the apparent carpet guy, who does not own a business for carpet install. He does not recall installing carpet? He had no idea what I was even talking about and denied owning a company called "Julio Perez Carpet Sale"(that was the invoice you sent me) Also, your other invoices from your "Miscellaneous" charges that you had your "Contractor" perform(installing flooring and apparently unclogging drains) does not have an active license from the MHIC, I checked multiple Times and even searched him by name. Don't worry, I will be reporting him for you. The incident on 7/13 is not the incident about the air I am speaking of, but nice try. You failed to speak on the roach problem? Anything to add?     I'm an investor with just about 20 years of experience and about 2 million in commercial and…read moreresidential assets. I used Boomtown to manage 1 Townhouse to see if i'd give them any others. John is is a good salesman but that's the extent of the praise he'll get. The townhouse I had them manage was a new reno that by Johns own words, "reminds him of one of his own reno's". He even asked my advice on different contractors I use. During initial talks I was clear about what I was looking for in the rental agreement, the renters and the contract with him. I signed up for his "Premiere" price plan & requested renters with at least a 600 credit score, information about their current living conditions and agreed to a 1 yr contract (along with a few other requests). I signed the docusign contract he sent which was for 2 years (my mistake for not reading the contract more thoroughly). He told me we could get $1400-$1450 for rent, which he failed to do. I agreed to drop the price and ended up paying about 10.5% of the monthly rent + the first months rent (which is 2-3% higher than most PMs around Frederick) I waited approx. 2 months & questioned him about marketing then realized he wasn't marketing on MLS & only used free sites. I guess he doesn't want to split the commission or pay to list. In my opinion his choices cost me income. My realtor friends offered to list for free, he stated that he didn't want to & went to sell me on how things were picking up; I gave him 30 days. He just happened to find renters with a lower credit but were willing to pay a few months up front. He swore they were great; This should have been a red flag, but like I said, he's a good salesman. We cleaned the TH a few days before moved in (new carpets, washed and waxed floors, new granite, new paint etc). A few days later, he found some dirt in the corner of a drawer in a closet, some dust on a shower shelf, leftover trim pieces in the shed that I wanted to keep in case the renters damaged what was installed and some random small pieces of trash that probably came from the new neighbor moving in next door. Instead of telling me, he went ahead without approval and hired a cleaner for $200 -I had found on the invoice the following month. Had I been the PM, I'd probably have just grabbed a paper towel and handled it myself. I also found an additional charges for landscaping that wasn't done and had to be reimbursed. Over a month after move in a few other issues popped up: dryer not drying clothes from a short in machine, leaking brand new dishwasher, ants etc. John and I verbally discussed items such as these that the renters would be responsible for, all of which were supposed to be included in their contract but weren't. From that point forward I told them that any discussion between us had to be through email because I don't trust him at his word and his failures were costing me money. I want everything documented. He informed me that I wasn't allowed to work on the property and would only give access to his contractors - I found out later are actually just certified handymen who upcharge: Under $10 = $5 upcharge, $10-$100= $10 upcharge, $101-300 = $20, $301+ = $50 upcharge etc. & they don't supply receipts I received emails from 7 emails/people (Carrie, John, Annie, Katie, Julianne, Repairs and "donotreply"). I'd CC John on the reply. He asked me not to include him on future emails and to direct them to one of the women. The communication leading up to this was bad. The various women who responded to my emails were cordial but never informative unless I asked specific questions John completely failed to do the 3rd month inspection and I didn't get notification for the 6th mo. inspection on time. When questioned about it, they continued to try and call me rather than own up to their mistake and document it. Their excuse was that they canceled inspections and the need to hire someone to help out.They should have been upfront about it and not let me find out months later that they missed their contractually agreed upon deadlines. I told them I wanted out of the contract since they'd breached it. Instead of owning his mistake, John said he had to talk to their lawyer and said something along the lines of , why should he let me out of the 2 yr contract, and what would he get out of it. Again, this show the character of a man I don't want to do business with. More issues lead up to move out. He found no issues an withheld no money from the renters. He gave the renters approval to go in after their contract ended when I happened to be there. The siding had black stain from a smoldering bird nest in the vent, the TH had to be repainted, plugs were overloaded and had burn marks from being shorted out. They partially painted one wall to cover up the dirt with the wrong paint color, they took down a fan and replaced it with a light then put up a broken fan. I'm not sure Victor ever really knew who we were and I can't be sure he ever visited the apartment before things really went to crap. He completely missed a major toilet leak--even after the tenant moved out--which left us with a cumulative $5,773.14 water bill. Then Scout didn't handle the tenant's voucher renewal properly, with no warning to us, which made the tenant move out early and cost us rental income. Even worse, we've now been stuck for several months without a tenant and have had to cover all the turnover costs ourselves. Despite that, Scout still charged their full management fees while barely responding to us. All of a sudden, Scout dropped us as clients (including our neighbors who were clients also), kept the fees, and stopped returning calls. Our next‑door neighbors had the same experience -- and told us their tenant was even offered an apartment at another property managed by Scout. Everything started fine but turned into one expensive, stressful mess. Don't hire Scout Properties unless you want poor communication, big bills, and months of lost rent.

I thought I…read morescored a deal when I recently moved into a unit on Bunker Hill Rd (early June) managed by this team, however, I have had a mixed experience. While some communication has been responsive, the overall condition of the apartment and follow-through on certain issues have been disappointing. Upon move-in, the unit was not thoroughly cleaned. There were hardened food splatters in the microwave, a dirty stovetop, stained cabinets, filthy outlet covers and light switches, and windows that looked like they had never been cleaned. One of the bedroom windows didn't open at all. The living room and bedroom floors were also worn and splintered--rough enough to tear pieces off my mop while I was cleaning. I submitted an inspection report with photos and received a response from the property manager acknowledging the concerns. A bathroom wall hole was patched (though the repair was done without any coordination or notice), and I was told the chipped toilet tank issue was being reviewed with the landlord. As of now, I haven't received a follow-up. I was also told the technician would be reminded to be more mindful of cleanliness, as the workspace left behind wasn't ideal. The most concerning issue, however, was finding a roach inside the microwave--before I had even used it. That was the final factor that led me to submit an early lease termination notice 22 days after receiving the keys. I'm giving 3 stars because rent payment through the portal was convenient, and Victor did respond to some of my concerns (however, it felt like he never responds to an email in its entirety). But the move-in experience, unresolved maintenance issues, and poor communication has bothered me entirely. I hope more attention is given to preparing units for future tenants and being more efficient in communication.

    We rented a unit in Parkfairfax managed by this property management company and their "property…read moremanagement" was a disaster. I experienced constant flooding and sewage leaking from the kitchen sinks (yep, 2 sinks), giant sized insects invading our space, decaying floor boards from water damage, 3 years of uninterrupted mold and mildew, the need for a dehumidifier requiring 4 buckets of water to be dumped daily, and the last stray was a bathroom ceiling leaks flooding the unit requiring a 1 month stay in the hotel paid for by my insurance and I still had to pay the rent for my unit. During those 3 years, I suffered terribly from respiratory problems for the first time in my life. No empathy shown by the leasing agent or landlord for the major and myriad inconveniences. Upon returning to the unit in addition to the floor repairs they used substandard contractors to paint the walls. During my stay at the hotel (on my insurance's dime, mind you despite paying the full month's rent DURING it's renovation) I was not notified that the walls would be painted until AFTER the work was done, nor was my artwork removed from the walls prior to painting. The substandard painters merely painted around my artwork. Essentially their substandard painting contractors sealed the damage free adhesive to the walls with the paint making the artwork impossible to remove without damaging the wall. Moreover, the substandard contractors also painted over the back door sealing it shut. Upon move-out, the property management company wanted to penalize me for the damage caused by their own substandard painters shoddy work, since there're still holding on to my security deposit. Avoid renting through this "property management" company at all costs
