The COO of the company was informed of my issue in May of 2022, and it took until March of 2023 to have it fixed. Even with pictures of my meter showing you all kept overcharging me, you all didn't even fix it. My apartment complex had to hire another company to replace the battery in my meter. Not to mention it's about an hour on hold each time you call, just to be told a supervisor will call you back in 48 hours, and you email the bills out one day before they are due. Our HVAC bill has been wrong for 8 months. We've been charged at least $1,000 for a HVAC 2 charge, that doesn't line up with their own data. Their "customer service" won't escalate to a manager and when they put in a ticket: they say to wait 2-3 days. A call or email never comes. We have had a terrible experience with this company. My water bill went up over 150 dollars one month and when asked about it they told me that for 7 months the water was not working properly (not my fault) and now they are billing me all at once to tact on lost months. I was never aware of this situation and they gave no flexibility with paying after the increase. I also get bills inconsistently and can't even see what I am supposed to pay. When speaking to a representative Gabrielle C. he refused to give me a supervisor's name, email, or phone number....zero contact information. My apartment complex switched to this company after years of having our electricity in our own names. The company has been a nightmare. They are purposively a month behind (so you would pay for January at the beginning of march even though they had the electrical readings given to them early in February). They don't actually bill you the actual amount from the electric meter for your final bill in the lease, but instead, they estimate it off your previous month electrical bill (not the whole lease term, just the previous bill). They also compile it with the month before so it's much harder to distinguish the true amount for the final month (my lease ended on July 31, but paid for May on July 1, then was billed on July 10 for June 9-July 31 in one bill). When you call to dispute the amount or try to find out what the actual amount should have been based on the meter reading, not the estimated amount, they are incredibly rude and snarky with you and tell you that you can't dispute it cause that's just how they do it. I had no choice with my apartment with using them, but my dog could run a less sketchy and more honest company. She'd give much better customer service too. Edited to add: I had to call twice to speak to someone as the first person that I talked to hung up on me (and no the line didn't drop on my end, I was sitting in the same parking spot the whole time and didn't move or get on or off wifi) read more

Literally the worst utility supplier ive ever have had. They charge more per month and the actual water and sewer rates for where i live. Charge a 3.36 a month fee to make my bill and then a 4.50 fee to pay my bill early. No way around ethier fee, im sure they will respond with if you did automatic payments you could avoid the second. But unlike every other utility in existance you cant use a checking account for no fee. The customer service is absolutely horrible they pass the buck off to the apartment complex when i signed my lease i was told it would be water watch handling my bill, we have no property manager anymore because the leasing agent is full on crazy. There is literally no one at the apartment complex that can help with the trashy way you do business and apparently the utility provider was decided at a corporate office a hundred miles away. They started back billing the water for 45 day intervals, i called in to ask what the full amount i owed was and was told by a conservice representative that they have no idea what that amount would be. So i asked is 45 day bills normal for me and the representative told me yes id be billed for 45 day intervals, now here we are 3 months later and its every 30 days. Im starting to believe they make things up, like theres golden books in a hill in new york and wear special pajamas. These people do not belong in business, if i could pay my water directly to the water company i would. This 7.86 charge every month is insane. I was randomly billed $100 dollars worth of vacant electric charges. Mind you, I had already lived in this apartment for two years and paid my electric bill in a timely manner. I reached out twice via email and didn't hear back from anyone. Then I called and was placed on hold, was told to dial 1 to receive a call back. No one ever called me back. I called again the next day and finally got ahold of someone. He told me that it was put on my account in error and that I would be receiving a credit on next month, but that I should go ahead and pay the 100 dollars I did not owe. I was never notified of anything. I should not have to pay 100 dollars I do not owe for a mistake that Conservice made. Who is to say that I have 100 extra dollars ? And I'm supposed to just trust that I'm going to get my money back? No one communicated with me, I had to spend a lot of my time trying to contact someone, and I was not offered any kind of apology for YOUR mistake. read more

I have already informed my leasing office that I will not be renewing my lease because of the horrible service when it comes to utility bills. We have called Conservice multiple times for an explanation, and every single freaking time their stories have been inconsistent. From a "gas leak" to a "communal gas fee" to even " that is what you have used," this is beyond ridiculous; furthermore, a supervisor never seems to be available or around when necessary. I rented an apartment in May for $1185. The management told me that the utilities for a one bedroom would range from $20-$30. Not true. Yesterday I received the ConService portion of my rent for $115.27 for water, trash and sewage. I contacted the apartment manager and received this email. "As far as the utilities go, everything is divided equally between each apartment in the building. The sewer is provided by Sacramento County and is divided equally by the number of units on the property so everyone pays the same for sewer. The water is divided between each building and is calculated by how many occupants are in each unit. Unfortunately the utilities are not included in the rent and will differ each month. If you would like to know more you can call Conservice at 1-866-947-7379." Therefore, if my neighbors flush their toilets more or take two showers a day, I am ultimately responsible for their excessive utility use. While the management says that the Sewer charges are initiated by Sacramento County - that isn't true either. The management company FPI contracts a commercial rate with Sac County. ConService takes this rate and adds in their own "fees" then delivers a bill to the tenant that is twice what an individual would pay for utilities if he owned a 2000 sq. ft. house. Water, which is also contracted, has a $16.24 base charge (?), which I assume is for turning on the water every single month. Then ConService adds on the water charges of $31.14. I can never be sure what the utilities are going to cost - and this business of sharing the costs with my neighbors is pure and simple fraud. There's no meters for individual apartments which I wasn't aware of when I leased the apartment. I even asked where the meters were. Had I known what the utilities were going to cost, I could have rented a better apartment in a safer area for the same cost with utilities included. I will not renew the lease. AND I will make sure that every website I can place a review - especially on apartment rentals - I will warn future tenants about the complete utility fraud ConService bills me for every month. read more

Why should I, a single dwelling unit, have to pay for water for a unit that is a single dwelling yet has 6 people staying there for a week? Morally and professionally wrong on so many levels. Every unit should have a set monthly cost, and if the building amount of water used is over those individual unit settings, then it should be on the property to pay for the extra water. It is not my responsibility as a resident to monitor how many people are living in a unit, that responsibility is on the property. Conservice is a company that exists solely to exploit renters and extract money from them without providing any actual value. Moreover, Conservice has only survived because of anti-competitive (i.e., illegal) market practices: Namely, that property managers can force their tenants to use Conservice. Conservice charges a monthly usage fee for doing essentially nothing...by their own admission! Scrolling through the hundreds of complaints lodged against them with the Better Business Bureau, Conservice representative repeatedly deny responsibility or financial liability by stating that "we merely pass along bills from utilities companies". This is a service that can be provided free of charge by the US Postal Service. Moreover, most of these utilities provide online bill management. Conservice claims to provide a useful service by organizing bills and assisting with conservation. Yet, bills are delayed by a minimum of one month, meaning that any leaks or excess usage cannot be diagnosed for at least one month. They also provide no notifications of spikes in usage, unlike most utility companies, including many of the companies whose far more useful services are hidden by Conservice. It takes months to figure out that anything is wrong. Moreover, not all utilities are routed through Conservice, and if you forget to transfer a utility to your name, even though it's routed through Conservice, Conservice charges YOU money. Because of the delay in billing, I was charge three months of "vacancy" fees before I even knew anything was wrong. This is the opposite of a service. This is a complete scam...there is no added cost to Conservice for the bill not being in my name. This is simple, old-fashioned theft. Finally, I'm 95% sure that I--along with many members of my apartment community--are being charged far more than we owe by Conservice. There is no correlation whatsoever between, e.g., my water usage and the amount I'm charged. Additionally, Conservice claims my water usage has increased by 5,000 gallons a month (for a single person apartment) despite no change in my lifestyle. As usual, it took months to realize what was happening. Even if the amount of water they claim I use is correct (I can't access my meter and my bill says that my usage of all utilities is "estimated," whatever that means), they still charged me more than double what the city Water Utility charges for that usage. My monthly water bill went from between $4 and $9 to between $60 and $80 over a year. This company exists for the sole purpose of perpetrating fraud and stealing money from people who can't afford homes. They do it by violating the Sherman anti-trust act, and with the help of lazy or corrupt property managers who engage in the same practices. This is evident by their valuation of $2.5 billion, despite being a utility transaction company. The only reason they are worth this is BECAUSE they exist to steal money. Calculating Water/Sewer/Trash expenses in a given month should not cost tenants anything as we are already paying the utility. This service was mandatory from my apartment unit, Settler's Landing in Maryland. Not only they make you a one-time account setup fee, they make you pay for their "service fee" of $3 monthly. Ok, fair enough. Even when I was living in midtown Atlanta, I never had to pay for all these "account setup fees" and "monthly service fees," but it's fine. I will happily pay them as long as they bill me right. The real plot twist starts here. I moved to this complex in September. The first month I moved in, it said I used 1940 gallons of water, charging me $13.12 and sewer of $18.06. The next month, it said I used 12580 gallons of water, which is about how much a household of 4 normally uses monthly. In November, the new bill came and it now said I used "16160" gallons of water, which is a lot more than a household of 4 uses monthly. I am working from 8 to 5 at work, out most times. Checked with the management, no leaking from the toilet, sink, or the washing machine, yet I managed to use 4000 EXTRA gallons of water than what a family of 4 would use. And the funny part is, they charged me $123.14 and $165.06 for water and sewage, which adds up to be $ 314.85 with my gas and service Fee. As others said, it is in their name: "CON"service. You know you have to absolutely avoid this company by all means if it has been involved in a class action lawsuit. They like to overcharge you and won't give you a good explanation how and why these outrageous bills are possible, and would always blame the leak. AVOID THIS COMPANY AT ALL COST.
