If I could put zero stars I would. NEVER rent from these lying scumbags. They will take months to fix AC at the start of summer and never respond to communication unless it's good for them. Even after moving out and confirming other tenants have taken over the lease these Slumlords try to make us pay them because they were too shit at their jobs. If you like having no reliability, unprofessional resident managers who don't give a shit about anyone but themselves, and getting the rent raised every single year Redwood Glen apartments and most of their properties will be perfect. Also they don't enforce the parking they make you pay $150 for, so expect strange vehicles permanently taking all the spaces. Honestly, I don't know how these assholes stay in business with the endless one star reviews but we should all steer clear of them hoping they will go bankrupt. THIS MANAGEMENT IS A JOKE. Penny pinching college students for everything they can squeeze out of us. The units at Midtown are 3 bedroom but we are only allowed to have two parking passes for this tiny ass parking lot. So if you're planning on living with more than 2 people who own a car, you better be good at sharing because otherwise someone is always going to be screwed. On top of that, they cost $150 now. Yeah buddy you read that right. $150 ON TOP OF RENT. PER PASS. When I moved in 2 years ago each unit got the two passes for free. It's absolutely ridiculous and they are taking advantage of you any chance they can. In addition, we just got a text saying that if we don't return the old parking passes from last semester, we will be charged an additional $50 :))))) FOR A LITERAL PIECE OF PLASTIC. They want to make sure we aren't using them when they're expired, but what's the difference if they're just going to tow you (a paying tenant) anyway? Maintenance requests also take forever. If you need something fixed you better just do it yourself. Also, you better hope you never have to do any form of communicating with this company's horrifying customer service. Which, if you're interested in the units, you will. They are unresponsive and they treat tenants like they're stupid just because it's majority college students. Anytime you need to do paperwork, get ready to do it multiple times because the first time for damn sure isn't going to be correct. I just moved out of Eastwood Court apartments, a unit I resided in for just shy of 8 years. When I moved in, the complex was managed by a different company that was pretty hands off but still accessible if you had a concern. This new management company came in and changed a lot of things. Some good (better upkeep of the property grounds) but most bad. The washers and dryers were always out of order, more than one at a time most of the time. At one point my car window was broken, clearly by the landscapers, but the manager would not admit it or even pursue any action with them. I had to pay for it out of pocket. My bathtub drain kept clogging, so they sent someone to come and unclog it. That didn't work so he came back, but had I known they were going to charge me for that second visit I would've said hell no! I had to pay over $100 for a drain that still wasn't unclogged and ended up unclogging it myself. Lorraine is a nice person but she avoids you if she knows there's a problem. She and I scheduled a pre-move out inspection but not surprising at all, she couldn't do it at that time and ended up doing it without me. And I won't even bore you with the move-out costs; I ended up having to PAY them for things that I don't feel were my fault. The blinds were old and dirty when I moved in, lots of things were dirty and broken when I moved in, but many of these things I had to pay for when I moved out. Wasn't worth fighting over with them, it would be a waste of time and energy and I just want it to be over with. I hope you read these reviews before you rent from them. Do not recommend. Zero stars if possible. Property management was originally Sheraton, they were amazing. CY came in and took over and everything went bad. No on-site property management. There is an option for PTE (permission to enter) on each maintenance request and that is a "luxury they do not offer" as stated by the manager of their staff. Had to miss work 3 times to allow maintenance workers to come in to fix things/ assess but not fix things within the couple months CY had taken over when I was living there. However Debbie would allow Ginnos appliance into my home when I was not there with ZERO NOTICE. My dad was there helping me move and when he came downstairs, the workers we in my apartment. Debbie admitted via phone call she knew they were going over there. Which is illegal to allow them in after I refused service, after they said they do not grant the PTE's and after giving zero notice. I did not schedule an appointment. My lease was ready to renew and I was ineligible to renew due to the policies they had in place. This apartment has been my home for almost 2 years. I had to pay an application fee to be told I would have to vacate my HOME and find somewhere else in just a little over 3 weeks during the winter. Turns out, they just wanted us out so they could raise the rent of the apartment $635 for the next tenant to make some extra money. Upon move out, Debbie was a real piece of work. She is extremely rude. The entire staff is rude and are highly unresponsive when it comes to legal issues. She suspected we had never lived on our own before and quoted us 50% off painting charges, which I have never been charged for painting before, and we were only give 44%. Debbie also via phone call told us we had left the apartment in great shape, and not much of our deposit would be taken.. Just for us to get a check for $0 back but a bill for $31.29 with multiple charges for things broken upon move in. We will be providing picture proof and fighting them on it! Never move into any apartment complex owned by CY Property Management. You will not get your security deposit back, no matter how well you kept your apartment. I deep cleaned my whole apartment upon move out, as well as maintained a clean apartment while living there. My security deposit for Burnap Gardens (1051 E. Lassen Ave) was $600. They only gave me $289.60. They stated in my account that they took $180 out for cleaning. If I knew they would have taken that much out for cleaning, I wouldn't have wasted my time deep cleaning upon move out. Upon my move in, there was something on my bathroom floor I could not get out, and a light bulb was already burned out. Best believe, they will be taken to small claims court because they are a scam. DO NOT RENT ANY OF THEIR PROPERTIES! Update: 7/24/2017 Today, I got what was left of my security deposit and a detailed list of my cleaning charges. They tried to claim on there that I declined a move out inspection. That is definitely not true. I scheduled it for 6/31, but no one ever showed. And I have paperwork from my move out packet to prove that. Then they charged me for 6 hours of cleaning for that tiny 1 bedroom. I called the cleaning company to get more details for why it took 6 hours. Also, they charged me for things that per the move out paperwork that I received, was marked clean. I would say you get what you pay for. I'd say if you own the building you'd care about the insides and what kind of management you'd like to work with. Sadly I would not hire this company. Big turn over, rude, unprofessional, unresponsive, does not do their do diligence. I've been had to report them to the department of real estate in Order to get a mailbox for all tenants replaced after months of not taking care of it. DO NOT RENT FROM CY. They seem to be in business to make money on your deposit. We had 4 people clean our 3 bd apartment for 8 hours when we moved out. It was spotless and way cleaner than when we moved in. CY then charged us for 6 hours of cleaning service, including for items in the kitchen that the apartment did not have (breadboard) and items that were already cleaned. They also charged us 495.00 to paint the apartment. And the apartment was NOT newly painted when we moved in and had no damage from us. Another reason not to rent from CY? Every agent/manager I spoke with during the 9 months I lived there was rude and condescending. Whether it was the on site manager or the girls at the office, it was very apparent that they believed that they were better than their tenants. I would never have chosen this property management company if I had a choice. However, we lived in Paradise, lost our home, and had no other option. Hello, I live in the apartments on Eaton Road. Eastwood Court Apartments. Since CY Property Management has taken over I have had nothing but problems. Their apartment manager is constantly putting up new and strange rules. If I don't get a message every week stating what we are all doing wrong and what we need to change, I'm surprised. And I'm not talking about Covid restrictions or anything reasonable. Also, most people that move out of these apartments (no matter how clean that they leave them) don't get their deposits back. Or if they do, then it's a fraction of what they originally put down. I literally feel like I'm living in an Orwellian atmosphere of judgement and shame. My neighbors are some of the best people I've ever known in my life. Understanding, kind and tight with each other...24/7. I am not normally a person that complains. The repair was called and refused to come out and do the repair because CY properties does not have a payment source on file. We have been calling CY for over two weeks about the payment issue. They are generally unresponsive. They will take way more of your deposit than they should. They are difficult to work with.

This company is actual trash and the apartment we rented was also trash. They kept almost 100% of our deposit upon moving out. Apparently it took 12 hours to clean our apartment (after we cleaned it) and we got charged for new paint AFTER they told us not to bother because they were painting anyway. They charged us for the dishwasher leaking(?) which never happened while we lived there, and for the kitchen lightbulb not being replaced, even after we submitted a maintenance review and requested for them to fix it and they never showed. Wish I have saved myself the effort of cleaning since they were going to charge $400 anyway, it wasn't worth the $96 check made out to three people I got in the mail. The dishwasher was from 1980 and didn't clean anyway, I don't see how it being faulty mechanically is on us. Property manager was completely unresponsive most of the time (except to our upstairs male only neighbors, sexist much?), one of the bedrooms in our "3 bedroom" had no window (no second exit) and is illegal in the state of California to rent as a bedroom. Actually one of my worst experiences living somewhere. I'd never recommend. They also lie about what you're getting in their ads and on their website, and post fake pictures of the apartments pretending that they are way nicer than they are. The whole company is bad, the apartment at 346 Oak street are a lie, and I would never recommend this place to anyone ever. I know housing in Chico is desperate after the Camp Fire, but I would not rent from CY Property Management unless you're desperate, particularly Redwood Park Apts. The second bedroom in our 2-bed, 1-bath apartment was unusable for several weeks due to water damage to the outside wall. After the repair was completed, we asked for the carpet to be replaced as it had mold damage. Our request was denied, and were never offered an apology or an adjustment to our rent for loss of use. Poor drainage meant that there were constant pools of water outside our front door, and the path to the parking lot was a flood zone. To make matters worse, they withheld over 1/3 of our $1000 deposit for cleaning/paint after we were there for just over 3 months, and were told at our move-out appointment that we would only be charged to clean the bathroom and kitchen floors. They claim we declined a pre-move out inspection that we were never verbally offered, although I don't think it would have mattered, we were going to lose a large part of our deposit regardless. I complained to management and received an "I don't care" response. Shocker. Renters beware! read more

This company is a nightmare to rent from. I lived there a year. Upon move in there were many things broken and dirty. Stains and bleach on carpet, hole in wall, greasy, dirty oven and windowsills, holes in screen, broken lock on sliding glass door, filthy, unusable dishwasher, the list goes on. Only a couple of things were ever fixed or cleaned as promised. I had neighbors who lived in filth, using their outside area as a trash can and allowing their puppy to deficate and urinate on their patio to the point where I could not use my outside area due to nauseating fumes. My rent was raised one month after I moved in, and three times total during the one year I lived there. None of my concerns were ever addressed. I left many email and voice messages for Claudia (owner) and she never called me back. Upon move out I meticulously cleaned the apartment with a fine tooth comb, leaving it exponentially cleaner than it was when I moved in. Upon walk through I was promised my full deposit back. I didn't receive my money for more than 1.5 months and they kept more than half of my deposit. They are crooks and I am considering small claims court for the stress they put me through, and the money they stole from me. Worst management company I've had to deal with in Chico. Move-out charges invoiced within hours of me dropping my key (on a Sunday) but that day was somehow too inconvenient to do a walk through. When questioned about that and why I was being charged for cleaning a non existent window in my kitchen and for the many items marked 'clean' from the walk through, it's acknowledged its strange and will be looked into, but have yet to be able to reach the manager again, or get a return call, her awesome secretary is very good at filtering calls. Needless to say, they will be hearing from someone they can't ignore. Update: After submitting this review I was contacted within a couple hours to negotiate a fix for the damage done (on my side as well as this review) I explained my frustration once again and voiced my absolute loathing of lack of follow through by those in charge. It was admitted that she dropped the ball and apologies were given. My questions were answered on the spot, which confused me because if the actions in question were so common, why wasn't that explained when we first spoke? Unfortunately, it took the original review for them to act (although I had tried to contact them numerous times prior to writing it), but after a proposition was made and an ok given by higher up manager (whom I was told previously didn't exist) an agreement was reached and I feel my questions were finally addressed appropriately. COLLEGE STUDENTS BEWARE!! My daughter and two other Chico State athletes rented an apartment via CY Property Managment. At the end of the lease one of the roommates signed a new lease and the other two roommates moved out. Our lease ended 10 days prior to the end of the month and per our lease agreement we would be responsbile for prorated rent. We were billed for the full month because one of the roommates signed a new lease. CY conveniently did not communicate to our girls (first time renters) that they should work out prorated rent with the remaining tenant. When I contacted Anna at CY she stated "I apologize that the previous manager Balyn did not inform you of this, but we have to collect the full rent" I reminded her tha we did not sign a new lease, and leagally we are only responsible for 20 days of July, she became frustrated with requests for CY to refund us per our lease and refused to give me the name of the owner of company so I could further discuss the issue. A lease agreement is with a tenant and the property managment company. A tenant who has completed their lease should not be required to arrange to collect prorated rent from tenants who renew a lease nor should they be required to collect their deposit from new roommates moving in. CY protects themselves by taking advantage of college students who are new to lease practices and then they tell the parents who are cosigners on the lease that they "need to speak to the lease holders"... I will be filing a complaint with the BBB, notifiying the university of their practices, and contacting the State of CA Real Estate Board. Warning to anyone looking g to rent from this company. They literally do not care about you. And they will keep as much of your deposit, I mean why wouldn't they?! It's free money essentially! We lost half of our deposit because they literally listed 80% of our apartment as partially cleaned. We spent 8 hours cleaning our 2 bedroom 1 bath apartment using cleaning supplies, scrubbing and washing all the spots that not only were marked on the pre Inspection but that we knew needed to be cleaned. If we had known that This company would be using a cleaning company that charged $30 an hour and cleaned for supposedly 6 hours (btw you're getting ripped off CY) then we wouldn't have spent 8 more hours of our life cleaning with a baby on our back. Definitely not the kind of quality time i want to be spending with my family. When our "property manager" Lorraine came and did our final walk through, instead of talking to us she had a smirk on her face the whole time-now I know what she was thinking "we can get this place even cleaner, and use their money!!" They supposedly had a cleaning company clean for 6 damn hours, but only got charged for 4, seems to make zero sense to me, and since I'm a SAHM I had seen when the cleaners came to other vacant apartments in the past; They probably stayed for about a 1/2 hour. Wonder what that tenant was billed. At any rate, they marked things that got cleaned that on our inspection list were marked clean and wouldn't need to be touched. Interesting. We have lots and lots of pictures and videos, and recorded our final walk through as well upon final move out too. My fave is that I called CYPM and asked to have a call back twice, and never got one back-again super unprofessional, but at this point I am not surprised. Our "property manager" was late to our initial walk through, and then tried to walk out of our final inspection when we had some clap backs about why things are considered "partially cleaned." If you can't take some heat while dealing with other people's money, then you shouldn't be in property management. Word to the unfortunate souls that need to rent from a less expensive place, take lots of pictures, write down every problem, issue, crack, speck of dirt, cobweb upon move in, because they WILL charge you for it later. I lived at 1051 E. Lassen for over 20 years. During this time I experience in the last 5 years: 1. had to endure cockroach infestation that lasted from February 2016 till I moved in Oct. 2016. every thing I owned has been boxed up from march till I left. 2. Management removed all the cable and phone lines so only basic phone by land line was only option. 3. the last 2 years living there I was attacked and beaten in my apartment 4 times. Broken ankle, knee, and femur, the last attack I nearly lost my leg. To live in any property of cy property management and or Brownfield family trust and or moria is a hazard to your health and their failure to honor the contracts is criminal. The reason I stayed till they nearly killed me is simple I am very poor and relied on section 8. After living there for over 20 years they want to take the security deposit and force me to pay for over 20 years of their neglect to the property. read more

The staff was friendly and our maintenance requests were taken care of promptly. The current property management company I'm renting from is awful compared to them.
