I am the treasurer for a political candidate and was in a real catch-22 situation between the bank and the Secretary of State. The bank would not open the checking account without the FPPC Committee ID# but the Secretary of State would not issue the ID# without the bank account being listed on the application form. We are already working with a tight 14-week timeline for a Special Election, but our campaign fundraising was at a dead standstill without a bank account.
