All of 2023 was spent playing games with my mother, Pressured her for the money, barely touched the house and ultimately stopped answering her calls. I sure wish I wo have checked this site before I hired Doug. He was in my park in Upland and gave me his business card; it wasn't even his name on the card. I asked if he did shower remodeling and he said yes. First mistake was allowing him to come into my home while I was alone, my daughter was furious. He gave me a good quote so I gave him a deposit. It started out fine with the demo, but ended up with a month long nightmare. Three different subs and lots of mess. I actually put a stop on the final payment. SCAM: RUN: DON'T USE THIS COMPANY!! This company ripped off an 85 year old woman on Social Security. She paid him up front for roofing job. Yes, we know you don't do that but she didn't. An update, Doug has abandoned the job, leaving us to hire and pay a new contractor for the work Doug quit showing up for. So, we've paid for the same job twice. We were contacted by another person that Doug has done this to, while we're out approximately $20k, the other person approximately $10k. I saw Doug in our park a couple of weeks ago, he was quoting another lady for a job while he still hasn't finished ours. Doug openly admitted that he had been using our money to complete other jobs. Unfortunately I took am a victim of deluxe home improvement and Doug Phelps. After a year of his promises to start any one of the several projects he was paid 10k to do only two were started and both were left incomplete. I tried every way possible to get something done. I went so far as to tell him I would take care of his labor which I had already paid $5k He could keep it and just buy the materials which were already paid for another $5k. Going even further I said we could do these projects over time, to make it easier for him. I thought it was more than fair. He took agreed and would come that week and begin the work. Two months later "NOTHING" I'm finally giving up. He has never intended on following through with any of his jobs. So I'll go file in court, which is a waste of time. I'd be on a long list of customers waiting for ?? He has no assets to put a lien on. Several people have tried unsuccessfully. He's a professional con and makes a good living from it. If you add only the people that have posted there comments here on yelp. He made off with well over $70,000. While he vacations we're sitting with worthless contracts! The DA will be willing to prosecute if the see this is a win able case. Filing in numbers can put him behind bars. He's committing fraud, embezzlement. It's against the law to knowingly take money with false intent. If anyone is interested or has ideas. Let's do it. read more

Don't Hire Doug Phelps! He prey's on seniors. In December 2023, Doug contacted me ( Palm Desert CA) claiming he was checking upon a prior repair job he had done, before the warranty expired. The SCAM was to report that while his work was fine, a sewage leak was spotted. He texted some fake pics showing water spots on sand under a manufactured home, and offered to fix them and also make other repairs on the support pillars which were split, and the pads and piers were week, according to him they needed fixing. He offered to do all the repairs at the same time to save us money. A day later he claimed all the issues were fixed and was paid $4,650. None of the repairs he claimed were needed were true, and upon later inspection there was no work done on the sewage pipes nor was there any evidence of a leak. He did nothing. His second SCAM, is creating an urgency to receive payments for immediate purchase and delivery of supplies at a 30% discount. This was for a carport and sunroom that Doug promised to start immediately. He pressured me for $8,250 in deposits. No materials were ever delivered, nor did he make any attempts to contact me and the job was never got started. I contacted Doug who refused to return the deposits, regardless of the fact that NO materials were delivered, nor any attempts made to start work and no further communication made by him. He scammed me for 13K. Doug has negative reviews on Yelp and the Better Business Bureau from his various company's such as Triple C Construction, and Deluxe Home Improvements. DO NOT GIVE THIS MAN A DIME. Wish I could give a negative rating number. I have used him for 3 other projects in the past with no issues. Called him in July to look at fencing we wanted done at our MH. Beat other bids we had. Started talking other things on our wish list and he told me the more projects the cheaper everything would be (stupid me). Quoted on complete bathroom remodel, which we decided to do a couple days later. He showed up the next day, had rewritten the contract so a lot of money was due (the only time you see Doug is when he wants money). Signed up to do the fence, installing/changing ceiling fans/lights, pier pads, concrete slab, changing carpet on both porches, changing out the aluminum railings and the bathroom remodel. Gave him a total of $22k. Told me he was 30 days out. Had some lights changed after a couple weeks then the all the troubles started, excuse after excuse (4 different cars issues with his guys, in the hospital, mom in the hospital). He did finally finish the lighting, pier pads and the concrete slab (even though he never paid the concrete company or the guy that pumped the concrete paid him with a check on a closed account, so both are coming after us and putting lien on our house. They made a total of 11 trips to put up 3 fence panels of the nine that were to be installed. The poles were not straight and had to be removed and junked (cheap Home Depot fencing). Told us he was licensed but lawyer we hired couldn't find. Sent him a demand letter which he refused. Can't find any assets so not sure what is next but not finished yet. Filed a complaint form with contractors state license board (cslb.ca.gov) which I would hope everyone with issues will do. Do not deal with Deluxe Home Improvements!!! I am saying this from experience. I had contracted with Doug 1 1/2 Years ago to replace my roof on my manufactured home in Palm Desert and then to replace my sliding glass door on my patio. To make a long story short: It was a nightmare!! They finally replaced the roof 3 times before it stopped leaking. It does still leak along the side of my home between the carport and home when it rains. He is very "CHARISMATIC"!!!! It finally took me getting my brother and his attorney involved to get the job completed enough so I was reasonably happy. By the way, we were headed to court for a lawsuit before it was done. I reported him and the company to my HOA and hopefully there will be no more adds here. He is a "SHISTER", "UNTRUST WORTHY" and not worth your time to call or talk to him. By the way, it took almost 1 1/2 years to finally get everything completed!!!!!! read more

Proceed with caution! I'm assuming that "Deluxe Home Improvements" is now doing business as "Deluxe Construction." Doug [same contact person (also with address on Championship Dr) who's mentioned in Teresa V's Yelp review #1 from June 2018] came to our mobile home mid-Sept 2020 via an ad in our park's monthly newspaper. We agreed that Deluxe would replace an existing older shower/tub unit with a new shower-only unit. Nice enough guy, asked for our deposit (60% to order materials -- cash/check only -- a bit steep but, well, OK), and said they'd start the 3-day job in about 30 days. Five weeks later (after several calls and text messages from me), Doug still hadn't communicated/confirmed with us which shower unit model we'd be getting. He hadn't ordered it yet -- five weeks after he'd been paid. He came back to our house the following week, we discussed & confirmed the unit style/model, and we gave Doug another check (all checks were to be made out to him personally), and a sub-contractor began the shower demo. We found out later that the sub-contractor put in the wrong manufacturer's pan, cut the walls' depth for a 34" unit (rather than 32"), and that he'd not finished securing the drain under the pan -- all this work had to be redone (by a different sub-contractor) when the shower unit finally arrived (a month later). We had a walls-open, unfinished bathroom for five weeks; had a terrible time getting info from Doug; and found the final product's workmanship to be (barely) acceptable. At that point, we just wanted this relatively simple project to be DONE before Thanksgiving -- which it was (the afternoon before). Doug never contacted us to say "thanks" for our business nor to see if we were happy with the final product; he did however promptly cash our final check. Teresa V's review #2 could not be found, so I wonder if her experience ended up being frustrating, too. Would I hire them again or recommend this company to others? NO way. read more

So this the beginning of what will be 2 reviews. We are relatively new home owners of a mobile home. After 1 year we decided we needed to have someone address some concerns we thought were below the home, so we found Deluxe Home Improvements via an ad in our neighborhood monthly newspaper. I talked to Doug who explained their process which is No Charge to come out & evaluate our concerns. Mike showed up on time on the day promised & listened to our issues & explained his next step which included going underneath our home. He took photos & went over his findings & suggestions. We never felt pressured that anything had to be done immediately but we had the all the information before us & we decided to proceed with his recommendations. So far so good, he took a deposit of about 30% & they will be back to do the work in about 3 or 4 days. I will give my next review once the work is completed. But so far I can say I feel Deluxe is a professional business & Mike was honest with his findings. read more
