My elderly mother is a patient of this practice, and I have been extremely disappointed with the level of communication and follow-through. Over the past week, I called multiple times, on different days and at different times, regarding a refill of her daily blood pressure medication. I left voicemails and messages and received no response. When I finally reached someone, I was told the prescription would not be refilled until she was seen in the office. I explained that my mother recently suffered a femur fracture and is currently unable to come into the office. She has been taking this medication regularly for years, and it was continued throughout her recent hospitalization. Despite explaining that she was completely out of medication, I was told the request would need to be approved by the doctor. Unfortunately, no one followed up, and subsequent calls again went unanswered. My concern is not simply the refill itself, but the lack of communication and inability to reach anyone when an elderly patient has an urgent medication issue. Patients and caregivers should be able to receive timely responses regarding essential medications. Because of this experience, I am now looking for a new primary care physician for my mother. read more

Only for the San Diego location: This was by far one of the worst medical office experiences I've ever had. The issue is not the doctor, it's the team running the office. I had an appointment scheduled for 8:30 AM and was not seen until around 11:00-11:30 AM. That's nearly a three-hour wait in the waiting room, followed by additional waiting time inside the exam room for the doctor. Completely unacceptable, especially for a primary care office where scheduling should be managed properly. It was very clear this is a systemic issue. While I was waiting, multiple patients were complaining about the same thing. This is not a one-time situation, this is how the office operates. The lack of organization didn't stop there. After my visit around June or July, it took about a month just for the referral to be sent to my insurance, which didn't receive it until August. Because of that delay, my authorization eventually expired. Now months later, as of March 31, I called to request a new authorization. They took my information and said they would call me back, but they never did. I understand systems can go down, but there is no follow-up, no accountability, and no sense of urgency. The front desk and administrative staff are extremely inefficient, unresponsive, and disorganized. For a team this small, there is no excuse for this level of poor service. Again, the doctor herself was not the problem, but the team completely undermines the entire experience and patient care process. I would strongly advise others to avoid this office unless they are prepared to deal with excessive wait times, delayed referrals, and no follow-up. I've never experienced a dr office like this. This is the first time I went to a primary care Dr that wasn't through medi-cal so I had high hopes. While making my appointment the lady over the phone was extremely rude but I let it go cuz maybe she was having a bad day. I get to my appointment and I waited like an hour and a half before even getting called back which is fine whatever your busy I get it. Then I see the RN I think her last name was Yu she was the only pleasant thing about this whole experience. She said she was being trained by dr toulouie. She brought me in did my vitals and asked numerous questions which is to be expected on my first visit. Then dr toulouie comes in and interrupts and asks me all the same questions I was just asked. She was more concerned about getting my blood work done than the reason I was even there in the first place. FINALLY we get down to the reason I was there she said she would prescribe me the 2 prescriptions I needed and then said she wanted me to do blood work. Come to find out they don't even do blood work in office. I've never experienced that before so that was annoying. The lady at the front desk told me dr toulouie was on the phone sending over my prescriptions as we speak. Then I left to go get my prescription and there's no prescription sent over. It was already too late in the day to call back. So I call the very bitchy and unpleasant lady the next day told her I'm missing the prescriptions she said it would take most of the day to get the prescriptions sent over. They weren't sent over till the next day and only 1 was sent over ! I call the very bitchy unpleasant lady AGAIN told her I need the other prescription she said she would talk to the dr about it and then hung up on me. I wasn't even done talking none of my questions were even answered. So I tried calling back and they forwarded my call to voicemail twice! I will not be returning to this office ever again read more

I will be filing a formal complaint with both the Medical Board and our insurance provider. A physician who demonstrates this level of carelessness and disregard for patient health has no business practicing medicine. Dr. Toulouie's behavior was not only unprofessional but dangerously negligent. I strongly urge others to avoid this doctor. Dr Toulouie has been good but her support staff completely let her down. I have called on numerous occasions and left voicemails to follow up on referrals and x-rays etc. and nobody ever picks up the phone or responds to my messages. It is disgraceful! I will be finding a new GP and moving on after months of zero responses. Sadly I am done and just want a GP who will see me when needed and follow up on prescribed actions/plans. read more

Usually I don't write reviews but this office was a complete GODSEND. Dr Toulouie is INCREDIBLE and I will always give props where it's due. 10/10 great experience and I will continue to give this place my business. She has an NP named DeCourcy and WOW. I was really going through it with my health this year and had been having bad luck when it comes to finding good staff. DeCourcy was easily the best NP I've ever seen. Went to see Dr. Toulouie because I had been in a lot pain. I had been trying to research what it could possibly be and every thing pointed me to get checked for cancer. My mother had died from cancer she had a Mastectomy and a hysterectomy and then had it in her spine and rib cage and past when I was only 15. Anyway I Sick and couldn't do anything. I had reached my limit when I had gone to visit my grand children and I couldn't do anything but sleep the whole week. My husband's doctor was Dr. Toulouie and because it was my husband's doctor I felt like I had a little report going with her. This point it really took all of my strength to get me in there. Dr. Toulouie does the exam and as she is removing her gloves, she says to me " you don't have cancer your uterus is falling out come back after it falls out. I was in total shock I did not have any idea that a uterus could fall out. Anyway because she told me there was no cancer, I figured I just work on my uterus falling out. Pilates, yoga whatever. I had found quite a few people that had a prolapsed uterus. And exercise was how they fixed their's. After some time the pain was out of control and everybody was telling me that if it was my uterus falling out it shouldn't hurt. After a while I ended up going into the ER and being diagnosed with stage 4 uterine cancer. At that point I was in so much pain I was ready to die. Dr Lin from Scripps MD Anderson clinic, & Dr. Wallick my chemo doctor literally pulled me from death. They told me they could get rid of my cancer not let it go into remission but get rid of it. My grandkids we're worth it. Thank the Lord for Scripps because Elahe Toulouie almost let me die. In my opinion I would not recommend going to Dr. Toulouie because I believe she is jaded. I think maybe she was on a burn out and this was right before Covid. I pray for anybody who sees Dr. Toulouie. read more

This doctor is not a caring doctor at all. I would give her zero stars. She is not friendly. She does not make you feel like she cares at all. Very rude. I told her I need to see a grieving counselor because my father was killed 10 months ago. And her response was "well that was almost a year ago". She did not care that I have chronic migraines that leave me in bed and I have more bad days than good. She just wanted to prescribe me pain medication. Instead helping me find a way to prevent the migraines. Also I have few lumps in my breast and many bad symptoms and she would not take a look. I will not be going back. If I could give zero stars I would. This office is unprofessional and usually a waste of time. Nurses never call back or dawdle around with fulfilling a prescription. Last year I had severe back pain, and when I went in and was seen by "Dr." Toulouie, she did not seem to regard any of my history or even simply ask anything. She prescribed me a book for stretches off Amazon and sent me on my way thinking she did something. Turns out I had an ovarian cyst that then shortly after that visit- ruptured. Not worth it. I've had 2 appointments. Both have been rescheduled. Both times I requested to see Dr. Toulouie. Both times I was set up with a different nurse practitioner. The second time Dr. Toulouie had a convenient "emergency" (lunch time) come up before our telemed appointment, even though I called ahead and they said I was next. I am not able to get my medication refilled, because Dr. Toulouie hasnt seen me for 1 year. This is because she was in IRAN for half the year. She did not have a replacement. This doctor was a mess for me on a lot of counts: NEVER any appointments available when I was sick or needed something checked out; front desk staff NEVER got me the results for an abdominal ultrasound; she had the bedside manner of nothing. I needed MANY referrals for post-COVID problems--I never got them from her office. I filed a grievance against her in July of 2021, and FINALLY got another very good doctor. I've struggled with my last review and needed to comment further. Even though a lot of what was said needed to be said I feel it was said out of anger and frustration so I must redo this. First off I will say again It was very irresponsible, inappropriate, unethical and cruel for Dr. Toulouie to just leave without a replacement doctor for her patients and everybody I've talked to (ER doctors etc) have agreed and some have stated even illegal. I never received a phone call even preparing us for this departure and I'm sure others as well were neglected to be called. I hope in the future Dr. Toulouie finds a replacement for her patients that need care on an ongoing basis. I have grown to love some of the employees of this establishment, I wish I knew their names. I do know Ashleigh is one of them and a guy that works the front has always been so kind and helpful. The one employee that was rude to us I will say that when you work for a health care facility I think it's better to show compassion and care and even if you are having a bad day or hate your job or the wages are too low, etc to not let it show to the patient. I would never do that in my place of work. The comments really hurt me when she insinuated I was a bad caregiver. I'm not a bad caregiver. I've dedicated 11 years to this person, sacrificed my own health, sleep and have worked tireless hours, saved his life dozens of times, picked him up when he's fallen on the floor and as a result I have a hernia. He's a handful and very stubborn, my job here is one of the most stressful there is. This whole week has been hard to cope with. Not knowing where to turn or what to do to find a replacement doctor to fill his pain medications. Countless hours of research. I've had nightmares at night and I've mulled over the same conversation with the woman who was rude to me. We ended up having to spend 8 hours in the ER yesterday just to get a few pain pills for him to last hopefully till he sees another doctor and that isn't even a guarantee that he will get it. He needs this medication to cope with his debilitating pain. He's 77 years old and needs a full shoulder replacement but he can't have the surgery since it's too risky with his heart disease, leukemia, and other health issues. Not only this but he has so many other painful issues on top of this. I hope he can get the medications he needs. **NOTE** on his bottle of pain medication it does state on there he can take a third one if he's in a lot of pain and that's what we did so I don't know why this office got on our case so badly insinuating that I'm a bad caregiver for not reading the prescription for which I did. read more

I have never seen or experienced a more unorganized, inexperienced staff in my whole life. I've been going to the office in La Mesa for about 3 years & it's only because it's down the street from my house. Until I've had enough of the stupidity of the staff there, that I finally had the time to change doctor. It seems like every time I am trying to get something done...they do not understand. Also, when you go for your appointment time, you end up waiting about 2 hours to get a room, then you wait another 20 minutes to finally see your doctor. My last communication with them was when I made an appointment to see Dr. Toulouie to get a mammogram order because I've been feeling pain in my breast area. Talked to Katya (who I think is the dumbest one), spent 20 minutes with her trying to update my insurance coverage in their system. Finally was able to give me an appointment scheduled a month later. I asked why so late, she explained about the COVID & so I said fine. About a week before my appointment, Olivia calls & leaves a message telling me that they have to reschedule my appointment due to COVID, I then called them back saying that that was the reason why my appointment is so later. She then tells me that she made a mistake of calling & telling me about rescheduling when in fact, she said MY NAME when she left the message. The day before my appointment, Olivia calls me again to tell me that they've made several attempts getting a hold of me to let me know that my appointment needs to be rescheduled due to COVID & why I'm not returning their call. ARE YOU FREAKING KIDDING ME? And also, that my insurance with Medi-Cal is not active. So she had to cancel my appointment because of it when in fact I spent 20 minutes with Katya on the phone updating my insurance from Medi-Cal to Blue Shield. Unbelievable staff!!!! The ten minutes or so I spent with Dr. Toulouie were enough to convince me that she should not be practicing patient-facing medicine. Dr. Toulouie did not care to answer questions about my health care, spoke to me with general disdain, and treated me like I was wasting her time. She, in fact, so blatantly ignored my request for clarification regarding some of my concerns, that the "Student" nurse observing the interaction felt compelled to interject to help clarify what the doctor wouldn't. My entire interaction with Dr. Toulouie, as a first-time patient, consisted of her asking a few questions, again, in a really unfriendly, unhelpful, disdainful tone, her answering none of my questions, her placing her stethoscope on my back and chest for a split second, and then her hurrying out of the room with no goodbye and zero pleasantries. I would, under no circumstances, trust Dr. Toulouie with my healthcare. All Medi-Care patients deserve better than this. I wish I reviewed this doctor before I chose to schedule an appointment with her! I haven't had a physical in over a year and was expecting a more thorough job, but the time I waited in the waiting room was longer than her actual examination. I spent most of my time with the nurse who was fine, but once Dr. Toulouie came she literally saw me for less than 2 minutes. She used the stethoscope to check my breathing, asked me if I had any abdominal pain or anything else bothering me, and I answered no. Then she said alright then you're done. I was shocked and asked her if that was really all, and she said yep. The nurse responded, "you're young and seem healthy, you should be fine." I'm pretty sure a physical entails more than just a couple questions and checking someones breathing. I understand all doctors are different but she did not seem to care at all! Especially since I was her last patient of the day as well as a student. I am completely unhappy with her service and I hope that she isn't like this will all of her patients. I went to see Dr Toulouie to get a referral to a dermatologist for a mole that I felt looked abnormal. She basically told me I was being a hypochondriac and went off on this rant about how I could die from anything and was I going to worry about all of that too, and I should just sit back and enjoy life. Can I just state that out of the 2 years I was a patient of hers that this was only my 2nd time seeing her, so how did she assume I was hypochondriac. I never saw here again, she acted as if she hated her job... I don't get doctors. Much later when I switched insurances and doctors, I finally got the referral and found out that the mole that she assumed I was being paranoid about, was in fact melanoma. Worst female "doctor" ever. I was refused treatment on an injury after going to the Hospital ER and ordered by another "qualified" doctor to see my Primary care doctor(Toulouie) within 3 days and the staff and "Dr. Toulouie" REFUSED so I had to file a complaint with the State Medical Board as it is supposed to be. Doctor's can not refuse to treat a patient and I had all the necessary medical insurance. They made other mistakes and the Staff Lies. I got a certified letter from the "doctor" dropping me AFTER I already made a complaint with the State Medical Board. I was also refused medical treatment (shots) on a pre-authorized medical treatment I had been getting for over 5 years and I had to pass ALL the protocols. I talked to the office manager and figured we may have resolved the problems, but that was just a "stall tactic". It is against the law to "Retaliate" or to "abandon" patients and this "doctor" will have to answer to the State Medical Board and my Attorney. I have internal bleeding do to a recent car accident on 3-22-18 where I was rear ended by a girl who was "texting". I got whip lash and lower back injuries. My eyes were hemorrhaging 3 days later when "Dr. Toulouie" refused to see me. This "doctor" Toulouie is a dangerous person and can get someone killed by refusing treatment. I guess they don't take a "Hippocratic Oath" in German or Iran where she is allegedly from. Her English is very poor and she is arrogant and never did a proper exam or on follow ups. She has the "Nurses" or Staff do all the contact work when they are NOT "Trained" properly to use certain equipment. Toulouie refuses to see patients as she knows she can "hide" behind her Staff. She uses them like a "buffer" and never talked to me directly. She also ordered tests which was NEVER discussed or had anything to do with my conditions and I already had a Heart Doctor. So due to an insurance change I was referred to Dr Taloui. I haven't met her yet. I have seen her physicians assistant Ashzra Pedersen. I loved her. She was caring and attentive. When I left I was so happy to have found someone I feel I can trust and that will listen. 2nd part is was tales two stars off. I am new to The medical group and when I went to the front desk to ask what Urgent Care I use I was told "I don't know " in a curt manner. Then I had a question about a referral and was treated the same way. The office staff must be too busy to show customer service skills or compassion. I called my healthcare provider and found that I can be transferred. I will give it one more try because I loved Ashzra and the nurse the started all my paperwork. I wish I could Remember her name. So that's my review. Would have been 5 stars if it wasn't for the ride curt staff I went to Dr Taloui office today and I had to change from 3 stars to 5. Had to leave Dr E Toulouie, sadly she is no longer accepting my Insurance provider I can't blame her there. She abruptly informed me with a two week notice (in the middle of the health year term) to find another Doctor. But to tell the truth, Dr Toulouie"s health care has been slipping for awhile now. She is over worked, always in a hurry, never following through with treatments and lab work, only wanting to treat the "acute" not the "chronic". Also she has to take on Med School Students in her Practice which weigh her and you down too. Really I'm NOT going to miss her. read more

Only getting one star because I can't give fewer stars. Tolouie's bedside manner is an insult to her patients. If a caretaker is in the room she'll talk around the patient instead of to them (instead addressing the caretaker only) . She drops bombshells without thinking of how it'll impact the patient or caretaker (specifically declaring "It's cancer." to a patient that turned out to have a benign growth). Her nursing staff in her El Cajon office seems OK. Particularly the head nurse and (to a degree) the nurse that interfaces with pharmacies. Her receptionist, however, will blame you for not knowing what the patient's name was to fill out paperwork, lose the same paperwork, deny she lost the paperwork, then admit it but be unable to resolve the issue or offer compensation out even a freaking apology. Most of her work is also handled by students doing there training tours. Occasionally she'll sit in to review them, but that's only been in a couple of cases. More often they go report to her and she comes in to haphazardly summarize what ever you were just told and see you out in a 1 minute debrief. I get that San Diego is short on doctors. But honestly, look elsewhere for medical help. read more

Can't give 0 stars, my wife went in back in October for a checkup, was refers for blood work and went to the lab and did it, never heard back anything until a week before a scheduled appt. When the receptionist told her that the doctor would not be in on her scheduled appt. Day, my wife cancelled the appointment and was rescheduling, less then a week later we received a bill for not only the first appointment, but the second( that she cancelled ) and testing that supposedly happened on that second appt. I called the billing department and was told that they had records of sending out samples from the cancelled appt. ( that never happened) and a phone call in which they say they spoke to my wife about the results of the bloodwork, (never happened) Currently waiting for the office manager to contact regarding the fraudulent charges to our insurance and us. Tldr: fraudulent charges for services that never happened, appts that were cancelled and still charged even though it was cancelled by patient, do not trust this office to be honest with your insurance, or you read more

Warning: only visit this office if you have patience to wait over 1 hr to be seen by the dr. It was inconsiderate of the staff not to mention the length of the wait. I would have preferred to have taken my elderly mother out of the office, and return when the dr was actually available. Very insincere apologies from staff. I was shocked to learn that Dr Toulouie wasn't even going to be seeing my mother, but instead another dr was covering for her. It would also have been nice to have had that information. read more

One of the worst experiences I've ever had with a doctor. I went with a uti for over a year and had just recently lost my grandmother to an untreated uti. She told me "oh that doesn't matter, that's not your health history." As kidney problems are in the common health history though out my family. Never got proper treatment for it and it magically went away by itself according to her tests. As I had three tests done prior and they all came back positive. They NEVER return my calls. I asked for all the referrals I needed as I switched insurances and was sent to her to be my new primary. I only got two referrals. My neurologist and a psychologist. OF WHICH WAS A SELF REFERRAL. ALL SHE GAVE WAS A PHONE NUMBER. THE WRONG PHONE NUMBER AT THAT. They refuse to help until I threaten to bring these problems to the medical health board. They ignore the urgency in what I need to get help for. My first appointment they made me sit in the office for 45 minutes while they "celebrated the doctors birthday". I recently had an ultrasound on my thyroids, and it took them three days of arguing for them to get me results. After the ultrasound place gave me the exact date and time of my ultrasound being sent over to the office, they continued to fight with me and say they never received it. Which they DID receive the first time, they just seemed too lazy to really look for it. Probably celebrating another "office birthday"... I now have lost 150 pounds in the last year and a cyst was found on my left thyroid. My appetite has become nonexistent and they refuse to follow up on it. They have not put me on thyroid meds. They said to check back in a year and we'll see if it's any worse. They also referred me to an ENT, ear nose and throat doctor, for something that has been found to be a cardiovascular problem. This was over a month ago these issues were found. No follow ups requested and every time I call I get that same old pathetic excuse of "we'll call you back". read more
