Manitowoc cops would come to the store with hassle in mind. They would confiscate random items. The city council passed a law just to go after this store. Yeah, some of the products could be misused; but if you mention you are going to do so, you will find yourself standing on the sidewalk. There are gas stations all over town that sell papers and wraps for blunts; but does the city hassle them? Of course not! The owner took the city to court and won the case.
