But to see a young man who could be helped or a woman who is sleeping rough in one of the wealthiest countries in the world, is sad! Anyway I called the HOT team and next day they were talking to her and hopefully she has been helped! I think it's a great service and thanks to the team that does this!! You are appreciated! " To assist the City and County provide better service to this "at risk" population, the SDPD has created the Homeless Outreach Team (HOT). The website states that "the team consists of police officers, County Health and Human Services specialists, and psychiatric clinicians from the Psychiatric Emergency Response Team (PERT), a private non-profit organization. " The issues that HOT most often deal with are the standard ones like: public intoxication, loitering, prowling, fighting, trespassing, aggressive panhandling, soliciting, urinating and defecating, consuming alcoholic beverages in certain public places, camping or sleeping in parks, littering, obstructing sidewalks, living in a vehicle parked on a public street, disturbing the peace by loud and unreasonable noises, using offensive words, behaving in a threatening manner. I have seen the HOT team walking along the Ocean Beach Bike Path looking for some of the homeless who camp there on a regular basis. I was also very happy to see HOT in front of the Walgreen's on Midway Drive the other day. That place is a hotbed of homeless who congregate and intimidate the customers. The empty lot that used to be next door was the hang-out and then they would end up at Walgreen's but it has improved substantially lately. I did deduct 1 YELP STAR from HOT because I have overheard several homeless people denigrating them. They even put the word out when the HOT team is in the area to lay low I guess many of the shelter-challenged do not care for the outreach groups trying to help them. By them scattering when HOT shows up, it defeats the entire purpose of the HOT. Otherwise, I think the intentions are good here and Yay! I'm a fan.

With patience, she emailed me the steps which I needed to take to fill out a subpoena for the recordings. This is for Alexa Jesser out of East County…read more I was a little worried because Ms. Jesser is young, but hey, besides my Drug Court Public defender all of my prior public defenders were older and never secured a great deal for me. The DA was not budging on their offer. I wanted no time + Drug Court again or just probation. Ms Jesser got me an even better deal than Drug Court which was probation for 2 years, and an outpatient program. Those are 3 months only vs. 18 months of Drug Court. She kept me up to date with everything. I was expecting to have to do a little bit of time because the DA was standing firm on their offer, but somehow she surprised me with my deal! I am extremely grateful for her. I was depressed deep into my addiction and jail itself is depressing, don't dug me deeper into a never ending hole, but I managed to detox out in the real world, get into an outpatient, and I get to spend time with my father who's got dementia and go to church willingly for the first time in my life. I can not express the amount of gratitude I have for this woman. Truly a blessing to me and I know she will continue to bless others. Get her if you can! You will not be disappointed ! Wow! I filed a case last November and no one has returned any information to me whatsoever! And today the receptionist was so rude to me yelling at me on the phone about how each attorney has 1200-1400 cases! And then when I was talking she rudely transferred me to my attorney without letting me finish what I was saying! These people are supposed to help the public, not be nasty to them! I did not deserve that! I just want to speak to someone about what is going on with my case???

Half of Ocean Beach (mostly businesses) loves this Police Dept. trailer that has been parked in the…read moremiddle of the OB Pier parking lot at the foot of Newport Ave. for what seems like forever. Officially, it is there because the OB Police storefront was closed a few years back & this is a way of keeping some kind of "police presence" in the beach area. But many others think it is bogus and needs to move. According to a story in a recent Peninsula Beacon newspaper, this Police trailer was put in place in 1999 and supposed to have been only temporarily situated there. But the years dragged on, and the Police Trailer is said to house just a cop bathroom and a break area for police to kick back and write reports. Many in the Ocean Beach community begrudge the cops their blue trailer for taking up precious parking spaces in the always crowded lot and feel the cops should move it over to Robb Field--where there is more room and just as much crime. The big news is a citizen has filed a complaint against the trailer and now the Police Dept. is having to get a permit to park it in the lot from the California Coastal Commission! So because the Police Trailer does provide some kind of "police presence" in the parking lot area where druggies and penniless vagrants roam free, I gave it 3 YELP STARS. But I also deducted 2 YELP STARS due to the trailer being a view-blocking, parking space-clogging eyesore that rubs it into the faces of OBceans that THE MAN is always watching them. Maybe the Coastal Commission will deny them a permit and they can haul the trailer somewhere else. I'm keeping my fingers crossed.

I was calling to speak to a Police Department Dispatcher. This is regarding a very serious incident that happened to me on Saturday, August 30, 2026 at my residence. Anyway. I had to wait on hold for 20 minutes later , then a police dispatcher answered my phone call. I explained this serious incident that happened to me last Saturday on August 30, 2026 at 12:20 AM in this residence I am currently living at right now. I asked the police dispatcher to send out 3 San Diego Police Officers last night so I can file a Police Report on one of these tenants who tried to physically assault me. It's called Elder Abuse. This Police Dispatcher said she will dispatch out 3 San Diego Police Officers from the Southeastern District when they become available to drive over to my home. About one hour and 30 minutes later approximately at 7:30 PM , I got my jacket on and these 3 San Diego Police Officers arrived from the Southeastern Department. They were waiting outside the front of my house to talk to me. There were one person of each nationality. The first San Diego Cop was African American and a younger police officer, the second cop was a women of Mexican descent , her name is Arianna and the third cop was White, tall and he has blonde hair and blue eyes. His name is Officer John M. Officer John and Arianna I recognized both of these San Diego Police Officers who has come over to this Independent Living House last year for this other incident that happened with a former tenant who used to live there on a temporary basis. Both of these 2 San Diego Police Officers plus the Black man Officer treated me with respect, kindness, and were good listeners in me explaining my concerns and my situation with this younger man who was trying to physically assault me on last Saturday, on August 30, 2026 . The time on this incident that occurred at my home was at 12:20 PM that evening. I explained to the San Diego Officer Arianna that I didn't have a weapon to defend myself when this incident occurred that day. My only weapon was my loud voice. I told Officer Arianna and Officer John that I had to keep yelling at Jame his name is (James) which was several times to make him stop walking up to my face and to stop him from trying to physically assault my face. James was punching the end of the couch really hard to exert his power onto me . James was trying to intimidate me and to scare me. I saw the anger and the rage in his eyes. That was scary to me because James has never acted this way towards me. James thought I was another woman who Lives in this house called Emily. James kept calling me Emily not Frances. I told James I am not EMILY. James dislikes Emily very much. James was having Delusions and he also had hallucinations with his serious medical condition. I was very upset with him that day for trying to hurt my face with his fist. I kept yelling at him to stop his bad. Behavior towards me in committing Elder Abuse on me in my home. That's the reason I called the San Diego Police Station to file a (police report) on this resident James for this incident that occurred last Saturday night on August 30, 2026 at 12:20 PM. Then Officer Arianna told me that I should get a Temporary Restraining Order against James as soon as possible. Officer Arianna said I will need to drive down to the San Diego County Courthouse sometime next week. Officer Arianna issued me an Event Number with her full name and her Badge Number last night. Then Officer Arianna said that I will need to fill out a Temporary Restraining Order that will be several pages long that I will need to request from their Civil Service Office that is on the first floor . I will need to speak to the civil service clerk who is working inside this office. After I am given this Temporary Restraining Order and I am able to all of fill these documents completely. Then I will have to stand in line again at the Civil Service Office to have this court clerk stamp the San Diego County Courthouse Address on every page on my Temporary Restraining Order. Then I will have to wait about 4 to 6 hours for this San Diego Courthouse Judge to approve my Temporary Restraining Order against James who is a resident living in this house for a (30 days period). This Restraining Order will be effective unto a Hearing for me to appear in the San Diego County Courthouse Hearing will be assigned by this judge. It's unfortunate for me because of James's bad behavior towards me will cause me to have to go through a lot of stress and paperwork . Officer Arianna this San Diego Police Officer also advised me to talk to the owner whose name is Juanita who owns this Independent Living House property in San Diego, CA and ask Juanita to serve James with an Eviction Notice.

I requested that Amy the Emergency Services Dispatcher please send out these San Diego Police Officers to my home ASAP. The reason was because there was this guy who's a tenant living in this Independent Living House that all of a sudden had a violent confrontation towards me. I saw that he was using these drugs. But his violent outbursts is his regular behavior that he has shown in this house. This guy tried to strangle my neck with one of his hands and he was yelling at me at the same time. He also pushed my body into the wall twice. This is a Domestic Violence Incident that unfortunately has happened to me. I didn't have no time to defend myself against this violent crime . It was a terrible experience for me. Afterwards, when this younger guy stopped choking me . I walked very fast to my bedroom and locked the door behind me. This guy I saw his shoes walk towards my door and he started yelling at me again. I told him to get away from my bedroom door. Then I said I am calling the San Diego Police Department on him now. There were 12 San Diego Police Officers that showed me at my house. Six came inside the house and the other 6 cops were standing outside the house in getting ready to interview the suspect this younger guy who's a renter here living for 2 months in this house. After Officer Colvin wrote up the police report . Officer Colvin asked me if, I want to press charges on him? I said YES because he should not be allowed to try to kill me without being punished for his crime. There was 2 senior citizens watching television in the living room while this guy was hurting me on a specific part on my upper body. Then I had to call the 911 Emergency Services Dispatcher myself to ask for HELP! Officer Colvin also gave me this San Diego Police Department Victim's Bill of Rights, MARSY'S Law Handout Sheet for my information. This other San Diego Police Officer has interviewed these 2 elderly women about this guy who was hurting me and thus younger guy put his hands on me in this house. Afterwards, these other 6 Police Officers were talking to that younger guy outside in front of the house who had committed attempted physical assault a crime. Then I saw these San Diego Police Officers place handcuffs on his wrists then he was arrested and taken away by their police car. I will be pressing serious charges against this person . Then I text messaged the owner of this house. The owner said this man tenant has been evicted immediately from this house and he will not be allowed back on her property ever again. The owner said she will call his mother to come by and pick up his clothes and other things to move his stuff out of his bedroom next week. These SD Cops knocked on the front door and I answered the door. They told me they were there to talk to me about a serious crime that was committed by this younger renter guy to me. Officer Colvin asked me to tell him What Happened from the beginning until the end of this Civil HARRASSMENT incident that was happening to me by this younger tenant who lives in this house. I explained everything to Officer Colvin. I received Excellent customer service from Office Colvin. And these 11 other SD Police Officers were here when I needed them for my safety reasons. This is an Assault and Battery incident that is a very serious crime. This younger man resident should have never been allowed to rent the it another room in this house because of his Violent Angry Behavior towards me and other people who live here in this place. Thus is the second time this guy has shown his bad attitude. Last year he punched holes in the wall , yelled at me last month and then he played his drums very loudly in the garage. I told this guy to stop disturbing the neighbors then he said (Fuck You Frances), and then he gave me the finger. I called the San Diego Police Station on his really bad behavior towards me. This guy who was a resident living here has gotten into a physical fight with another male tenant last year . These incidents are all Red Flags and Warning Signs this guy is has violent behavior. L Take my advice don't ever live in an Aging & Independent Living Household. Every place have mentally ill people, Alcoholics and some people who have been in prison. It's a very scary and d really dangerous place to live at.
