Taxi drivers in St. Thomas are for the most part, extremely rude. Im not sure of why this is the case but there are only two drivers my husband and I use. For this reason alone if you need to get from town to the Frenchman's Reef area, take the water taxi instead. There is no rudeness, you get to experience an awesome scenic ride across the bay, and you'll never get stuck in traffic. I remember the day that a major accident in front of Havensight caused all traffic to stop for 5 hours in Estate Bakkeroe. The water taxis were the only ones that were able to ferry people back and forth.
The only downside is that if it's a choppy day in the bay (which I've experienced) you'll feel everything on that tiny boat. For people like me that are sensitive to motion sickness this may be ten minutes of being queasy.
It's $7 per person to get on and the ferries run very frequently (every half an hour), so you're not waiting long. The ferry goes from the extended dock in Charlotte Amalie and docks at the base of Frenchman's Reed Resort. This is a cash only thing and enjoy the ride!
