    I took my mower in and told him pretty much exactly what was wrong with it and what he could do to…read moretest it to be sure, and then after waiting in line for three weeks he decided to complain that the carburetor was after market and that it wasn't assembled, even though it was specifically disassembled to make it possible to test and see what I had said initially. He ended up charging me $99 to take parts off that where unrelated to the problem, and suggested several times that the problem wasn't the governor. My mower was over revving uncontrolled and the throttle did nothing. This started randomly during my last mow of the year while I was unloading the grass bags. In the spring I took it all apart and tested everything out again. By removing the linkages in the throttle assembly and testing each individually I found that the governor linkage had absolutely no resistance even when the mower was running way to fast. It should be pushing back against the throttle to slow the engine down. Manually manipulating the carburetor could speed up and slow down the mower but still there was no feedback on the governor arm. When I looked online this was a commonly reported problem with the B&S V-twin. I took this in to JP and told him all of the above because I didn't have time to open up the block to debug and fix. When he called back he told me that the carburetor wasn't assembled right, the seals were leaking, and that he would need to reassemble all of it and replace the brand new carburetor with a OEM part in order to test the mower. He clearly had never turned it on or even tried troubleshooting. I refused further service and took the mower home. He insisted that the governor felt like it was working fine at several points in this process. After disassembling the motor I found all the bits and pieces of the governor in the oil sump pan. Just as I had said, the governor had exploded in the case and wasn't even attached to the motor any more. There was also a crack in the crank case directly behind the starter mower that wasn't visible until the motor was opened that likely makes the motor not even worth fixing. In the end had I followed his advice I would have been hundreds of dollars in the hole before he even tried troubleshooting the issue and found the underlying critical problem that he likely wouldn't have been able to repair anyway.
