Like many new builds nowadays, it was slapped together quickly and the work was shoddy. Our front door was crooked and light was showing through. The work for our WiFi was never completed until 6 months later after weeks and weeks of complaining. Our countertops were never sealed so water was soaking into the stone until they finally sent someone out to seal them. Our electrical was acting strange where breakers were shutting off on their own and they had to send someone out 3 times including an electrician, who even said they didn't know what was wrong with it. It has been a bumpy road. There was supposed to be a pool and gym built the March after we moved in but it was delayed so long, we never got to take advantage of the pool. The staff claims they do daily walks of the property but that is clearly false as issues don't get addressed until months later when they finally notice it. The neighborhood clearly doesn't care about cleaning up after their pets as there is dog poop everywhere despite the many emails and newsletters asking people to clean up after their pet. They offer pest control, which is nice and needed because there are so many bugs that love to cling to the white doors in the summer, but the pest control only sprays the door frame inside and maybe the kitchen window if you press them. Another pain point was when they changed over to Valet Living trash collection. Now there are the small valet trash cans outside almost every day and trash everywhere because sometimes Valet trash just doesn't show up. Also, I want everyone who moves here to know that even though it's not stated anywhere in their generic lease, they will be taking money out of your security deposit to clean the carpets when you move even though the literal LAW says they can only take money out of your security deposit if you have damage beyond normal wear and tear (Landlord Tennant Act of 1951). This was met with "its Burkentine procedure". If it's procedure it should be disclosed in the lease upon move in not some laundry list of move out tasks at the end. ($265 by the way!) Any pet fees just go straight to their pocket they aren't charging you those to help upkeep apartments. They also surprised us by taking $300 out of our security deposit for "touch up paint". We pressed them about the reasoning for the charge as everywhere else we have lived has never charged us to do touch up paint (again, normal wear and tear!!!) they tried to say it needed extra work and when asked for proof they ignored us. We didn't have a great experience with them and we are happy we moved out. I hope they do better for people in the future though I doubt they will. They are a shady company overall, BEWARE.

If you need an example, just drive through The Commons of Avalon, in Frederick, MD to witness it first hand. They make promise after promise with regard to maintaining their properties with absolutely no follow-through. They charge an outlandish HOA fee providing the legal minimum in return, and will charge huge assessment fees whenever they need to collect more money--I can only assume--because they failed to manage their business expenses appropriately in the recent past. If you reading this review in consideration of living on one of their properties, be warned, you will NOT be happy.

Their maintenance team could not fix the issue and refused help from the water company. Management told us this was just an inconvenience and that we should fill cooking pots with water from the utility sink in the laundry room for our toilet tank each time we needed to use it and we'd be fine... We ended up in a hotel and had to fight to get them to cover that bill. They finally did, but found a way to take $202 off of our security deposit for dust when we moved out -- conveniently matching the $202 they covered for the hotel. It's not surprising there were moving trucks at our building every other month with the way they treat their tenants. Avoid this management group, they will nickel and dime you.

They do not answer phone calls, text messages or return calls because they know they are in the wrong. First Capitol doesn't provide you with any prices for repairs and randomly makes up prices to bill you. The garage remote was misplaced on 12/26/21 and I asked them to replace it and they told me it would cost around $50 but 4 weeks later, there is an invoice on my account for $258.26. I called and texted Nicole and Kristine multiple times requesting that they provide me with copies of receipts and proof that it takes 4 hours to purchase and reprogram a garage remote - it doesn't and they know it doesn't which is why none of them have responded and they continue to ignore my calls and texts. I work hard everyday for my money and First Capitol works hard everyday to lie and screw people over! This is one of the most low down, dirty, scheming and trifling companies I have ever come across. I WOULD NEVER RECOMMEND THEIR SERVICES TO ANYONE!!! They are corrupt, thieves and liars!
