When I reached out to Tom's Auto several times to resolve the issue and showed up in person I was given the runaround and even laughed at for being concerned that I had paid off a vehicle and had no title for it. I was told by the loan provider that this is a common occurrence with Tom's Auto, though I've read reviews about them from different platforms and have not seen anything pertaining to this particular issue. After spending time making phone calls to Tom's and the loan provider and being told to go to the DOT and then to go to the county treasurer I did have the issue resolved at the treasurers office.
