Zero stars. Atrocious communication and an indifferent attitude to customer service (and I use the words lightly). As a homeowner, I believe I have a right to 'peaceful enjoyment' of my property. And yet, I have had my life disrupted by 9 months plus of construction of a 2nd water line on my street. I am beginning to feel that there is no management, as there does not appear to be any sort of completion deadline. Finally fed up, I called GS water today, spoke to a customer service rep, who passed me up to some sort of manager, who had the nerve to tell me GS Water has a policy that prohibits sending the email of a supervisor to customers who are stressed out. What BS! I am not a fan of litigation, but with this level of poor communication, and lack of management, I may need to consult with an attorney. Or, I could just dig a well. read more

Honestly not surprised by all of these reviews. Within the past month, our water has been randomly shut off 2-3 times. Typically when I call in to see what's going on, they are able to let me know without a hassle and give me an ETA of when services will be back on. Once they said it was due to maintenance and that we should have received a flyer, never got a flyer on our door but was fine with it because at least they notified me of it. Today our water randomly shuts off again but this time around, I don't know what's happened to their call center or customer service. When I called in, they asked for my info and transferred me to the main line who was apparently the only department that could answer my questions, after staying on hold, the call would just go to voicemail or hang up. I even got an email ticket response saying my ticket was declined. I proceeded to call back 6-7 times to speak with a rep and repeat the same process again. The last time I called back they said they would transfer me over to a supervisor, I waited over 30 mins and did not get in contact with anyone. After this, I called in more and was not able to get in touch with a live person at all, it seems they were purposely ignoring my call or had my number blocked somehow. I can understand if there is an issue that needs to be fixed or if repairs are going on, that's fine but at least have the decency to make your customer aware instead of expecting them to go on hours with no running water. read more

Allows random strangers to turn off your water online but when you need to request to turn it on they make you go through hoops just to get the water turned back on. They are waiting for a lawsuit. Breach of contract. They also dont update their databases when youve already updated your address...making our water shut off when weve already updated our address twice. This place is terrible. There is only one person hiding behind a bandit barrier. However they charge you to pay online and their bills never arrive on time. The meter reads are sometimes accurate but as they have a liteal monopoly on your having water, I guess you have to deal with them. I hate having to interact with these folks as it is never a pleasant experience. Often times I long for going to the DMV instead of dealing with GSWC. Ahhhhhhhhhhhh... whether its on the phone or in person, nothing seems to go smoothly or easily with GSWC. :( read more

This company's online bill pay system is horrendous! First of all, they make you enter your bank account number and routing number each and every time you schedule a payment (they do not give you an option to save the last form of payment). I entered my bank account info 3 times and 3 times the charges never went through my bank. They sent me a letter saying my bank rejected my payment and charge me a $10 "returned item fee." I called my bank and they said they never saw a single charge go through for it. I called gswater and lady kept on accusing me of entering in my bank account info incorrectly which is insulting because I have my bank account and routing number memorized in my head. Not only that, before I even submit the payment, it tells me to make sure I have entered it correctly and pops up with the info I have entered so I can confirm that it is correct! I asked the rep on the phone if she can see the bank account info I entered since their site doesn't seem to show it so that I can confirm if I did enter it incorrectly (which I highly doubt), but she said they have no way of seeing that. I told her that on the gswater site, it showed my payment "succeeded" and I asked her why it is showing that if they rejected my payment. Her response was that it got rejected a couple of days later which clearly does not reflect on their site. I told her I shouldn't get charged for the $10 returned item fee, and her response was that because my payment did not go through, they got charged a fee so now they have to charge me a fee. So basically, she is telling me that I misentered my bank account info 3 times even after I have verified that I have entered it correctly before submission!!! She then says that if my payment gets rejected again, I would be put on a "cash only" payment. I had no choice but pay with a credit card over the phone on top of the 2 bank account payments I just made (bill amount and second one for the $10 returned fee) because I can't take the chance of my payments getting rejected again. I checked my bank account and I don't see a charge going through for it, but as soon as I entered my credit card info, I see the charge pending! And guess what?!!! I checked the gswater site again and now it's showing I have a $10 credit???!! This company's online payment system is the worst I have ever seen and they have the worst customer service! read more

How do I fire them and get a different water company? hmm Their inability to have a decent vendor interface for their customers and using mycheckfree etc. is the most screwed up system I have dealt with lately and being a network admin I have seen some messed up processes this one has no accuracy, built in delays and notices you haven't paid when you have, is just unacceptable they need to be like all other utilities and if they cant get lost. Golden State Water seems to be extremely cheap and greedy they charge high prices for poor quality water, I triple filter all of my water and then won't pay for a decent online vendor interface like every other utility has. read more

Golden state water company moved to a new billing system, and voided all the customers that were on autopay. Now they want you to resign back up with them on their website and give them a PDF of your check. They also did not make any of their customers aware as I just got off the phone with their customer service rep and she told me that she has been getting calls all week due to this. Customers are getting over due bills and being asked to pay the balance which I have no problem with, but to not make your customers aware of the situation is disappointing read more

Golden State Water Company has got to be crooked! They were forced to lay new pipe in the city where I live, because of the filthy brown water they were delivering into our homes. Even after replacing the pipes, however, I notice a disgusting clear film that forms on the water when it sits for awhile. This filmy substance remains even after the water has been run through a filter! So, they are delivering substandard water at ridiculously inflated prices! Since I have been in this house (18 years now), my water bill averaged between $30 and $40 per month until last year, when new pipes were laid to correct the brown water problem. I live alone and am deliberately very conservative with water usage. However, my first bill after the new pipes were laid was a whopping $700+!!! Since that bill, which I challenged through the PUC to no avail, my bills have averaged between $115 to over $200 per month -- for a single person living alone, who's always at work and seldom home!!!!! I'm filing complaints with the PUC over my most recent three bills, even though I know the PUC won't really do anything to help. They're pretty much useless, except to force the utility owner to go through some hassle. However, I'm also depositing my payments with the PUC until the complaint is resolved. I'm trying to at least give Golden State Water a bit of a headache and not just go on and pay them directly, making it easy for them to rip me off. I'm also asking my city to look into getting rid of Golden State Water and taking over water delivery in my area. If none of that works, it might be cheaper for me to just use bottled water for all of my household needs!!! read more

We often witness from our office window their water meter inspector looking for our water meter, not Finding it and leaving our property without reading it. Today we received a bill of over $500.00 reflecting a false usage. We checked our meter and we were overcharged by more than 80 points. What a shady company. read more

The people that answer the phone are quite nice, so my criticism is exclusively for their management. Their systems are quite primitive. Not to have online account systems is ridiculous in this day and age. Their autopay feature requires that you write your bank account information on a printed form and snail mail it with a voided check, like it was 1995. These people need to enter the 21st century. The addition of adding Western Union payment is appreciated, but you should be able to log into your account and set up auto payments without using a non-secure form. The $2 fee doesn't both me, like it does others. read more

I am looking for people to start a class action lawsuit against Golden State Water Company for unethical and illegal billing practices. Since Jan 2015 to current day today on July 2016, I have been unable to get GSW to let me view my bills online and pay on time. You cannot pay them directly. If you want to pay quickly, you have to use Western Union with a fee attached to every payment. They ask you to sign up to a 3rd party billing system called MyCheckFree which is supposed to coordinate with GSW for your bills, but fails on an epic level. You are now left with no bills, and water being turned off if it is late by one month behind. Charged a reconnect fee every time. If you do manage to get someone at MCF to speak with and manage to somehow pay your bill after 2 hrs of phone time, it takes a week to get a confirmation number for your payment! GSW will not turn on your water again without the confirmation #. So you are 10 days without water in hot Los Angeles summer periods! Bills that have been paid via Western Union are still showing up as unpaid on MCF site. This leads to overpayment. The reconnect fees and Western Union fees are unethical and GSW is collecting these deliberately through their confused billing. This is done on purpose. I urge everyone to take screen prints of MCF bill sites and save them as Word documents. We will need an attorney to see how they are confusing customers with their illegal billing practices. I am going to sue both GSW Co. and MCF for illegal billing and harassment. All my bills are paid up, yet they turn off water repeatedly. If you can avoid living in Inglewood, please do so. Inglewood has no rent control, ineffective policing, fireworks that are like a war zone all through July, barking dogs, loud mariachi parties, and now we have illegal water billing too! Worst place to live in Los Angeles. Please join me for a class action lawsuit against Golden State Water. Also, please complain to the Public Utilities Commission (PUC) which regulates utility companies. And complain to the Better Business Bureau, leave a review on Yelp and Facebook, and complain to the Dept of Consumer Fraud in the CA Attorney Generals Office for illegal billing practice. These people are the most ridiculous idiots I've dealt with in a long time - and I deal in the customer service industry. Apparently they don't have the ability to accept electronic funds. I pay all of my bills via online banking. I check my online banking the day after I send out my bills to make sure they go out. So here's the scenario. August bill comes out. I pay it on 7/28 and confirm it goes out 7/29. I get another bill in September and see that it has the previous bill for August on it. I check my online banking and see that the money went out and figure their mail went out before the payment was received (it happens all the time) so I just pay the September bill. October comes along and they're threatening to turn off my water so I pay the August and October bill. Well because these morons don't accept electronic payments, it has to go through mail apparently. Unfortunately Columbus Day is in there so the postal service is delayed. So these half wits turn off my water randomly one day. I call them and they say the payment just arrived today (same day that their technician turned off my water) but their person was already dispatched and they shut it off for a missed August payment. Check my online banking and my bank confirms with a confirmation number that the payment was sent in July and they never got it. On top of that, the October payment was sent out a week prior!! Now in order for them to turn the water on someone has to be at the residence (funny you were able to turn it off with no one home) so now I have to take time off work to have these morons come turn it back on. If these idiots accepted electronic payments (like everyone else does in 2016) this would have never occurred. Oh and they give me a four hour window so I essentially have to take a half day off work to sit around in a house where I can't use the bathroom to wait for them to show up. What I want is a credit on my bill for four hours of my pay for what these fools cost me. Apparently these dumbasses don't understand that electronic transfers of money is better because you don't miss payments and you're not waiting on the mail. And it's a completely normal thing in 2016. Get with the times! Most people don't write and mail in checks for their bills anymore!!! read more

Golden state water bills me every 10 days for 200 or more dollars. I pay it because I don't want my water shut off. Then 10 days later I get another bill. I pay it too. August 2017 I sent them 690$ just for my son and I in the household. We've lived here for 8 years. We have a yard but it's desert plants, half are dead, and the rest only get water once a week. The girls on the phone at golden state are rude and think I'm stupid. They say it's a credit but it says amount due, so I pay it because I don't want my water shut off. We work and go to school. We need water without paying 690$ a month. Why do they send an amount due every 10 days? Last year a gopher covered the meter. One month they said my bill was 42$.the next month was 900$. They obviously skipped the meter readings because of the gopher then moved me to tier 4 adding it all up together when I didn't use it in the same cycle. When I called, she said, why didn't you call us when you saw that the gopher had covered it? I have a life! They are responsible for maintaining their own meters, but she had the nerve to blame me and charge me for tier 4. The manager told me to take it up with the water board. Which isn't where complaints go! Complaints go to the public utilities commission, which is where mine are going after I get copies of my checks back from the bank. read more

They just updated their web portal to "improve" customer experience. The improvement includes having to reset your password before you can even log on. If that was all that was necessary then fine, I'm ok with that. Got an email bill yesterday which I attempted to pay today. When I logged on it again asked me for my account number along with the telephone number which I used my cell phone. Denied! After several attempts it appears that they had used our home phone on the account. Once I got through that hurdle the amount showing was 0.00 due Feb. 27 which was yesterday. When I attempted to pay the 60.10 bill described in the email by manually entering it, it now wanted all of my banking info again. This new "system" is now through a third party. I called today to find out what is going on. I was told that I needed to wait 48 hours after the email before the website shows the correct amount. What! I suggested that they should perhaps wait to send out the email until it correctly shows on the website to eliminate confusing the customer like it did me. But it gets better. Now I'm being told that I will be required to input my banking info EVERY TIME I go online to pay my bill. I was told this was for my "protection". Really.....It's a water company. My own bank doesn't put me through a process like this. Plus it's a third party that they have contracted out which means they don't have any direct control of the information in the first place. It's called Kubra EZ pay. No jokes please. It's too easy. This feels like a typical utility response which basically tells the customer to go pound sand. The system kept asking for my phone number after being required to enter the eleven digit account number each friggin time!!! It wouldn't accept ANY of my phone numbers, land line nor cell phone!!!! It is infuriating to know that Golden State Water Company seems to not care about their customers, if I had a 0 stars option, that is what I would rate it. They Use CheckFree, an online service for their bill pay. I spent close to one hour on the phone going back and forth between CheckFree and Golden State Water Company trying to PAY A BILL and you would think I was trying to get money from them. Neither company was able to help CheckFree was completely incompetent and useless and the receptionist at Golden State Water Company only transferred me back to CheckFree WTF!! Golden State Water Company is a government agency that needs to improve the way they conduct business with the public, GSWC needs to step into this century. read more
