I'm a current Resident here at Harborview for the last 2 plus years. The homes are very nicely secured, clean, and very well maintained by the maintenance crew. Despite being in old Downtown near the water, I have yet to see a single roach on the premises, which is a major shocker for me. More importantly, I recently had to be temporarily relocated due to an accident in my unit. Which was offered to be paid for by Harborview. While going through the relocation process, the biggest show of quality service that stood out to me was the staff who made the process much more painless than I expected. Specifically, Lydia, the apartment manager, which, through her constant upbeat, friendly attitude, and frequent follow-ups, made my situation seem effortless. I can tell she is actively pursuing long-term success with the company, and that type of work ethic is hard to find nowadays, so I hope she gets what she deserves. Great location if you're looking to be close to the water and 10 minute walks to Little Italy and Gaslamp. Not as busy as those areas and the better part of downtown. Decent amenities, however, elevator is constantly out of service and water is constantly turned off for leaks and repairs. Elevator is out for weeks at a time. Guaranteed no water and/or hot water at least once a week. Would expect more with the Irvine Company name. read more

Update: The $200 bad check they wrote me has been resolved so I'm restoring my review from 1* to 2**. The check bounced, but it turns out that's because they voided the check without telling me and had returned the refund electronically instead. Still unhappy about it because they ignored my emails for a full week, and only responded when I mentioned that I might seek legal counsel if they didn't reply. They told me that felt threatening, which is kind of ridiculous. Of course there are potential consequences to ignoring inquiries about a bad check. That was a simple, politely stated fact, not a threat. In their initial reply to my last review, please note they stated they've addressed complaints immediately upon becoming aware of them. This is not true. Some of the time they respond promptly, but when I was facing about a pack a day of second hand smoke coming through the walls into my unit, they ignored my many attempts to contact them for a full business week, and the problem did not start to improve for 6 weeks. Didn't improve enough until 2 months, and by then I had decided to transfer units when my lease was up. My lungs still have not felt normal since then, and again, my cat developed asthma after this, which may be part of what killed him. And as evidenced above, they ignored me for a full week after 3 separate emails on this matter. read more

I love the neighbors and the views,... but you have to be aware of management attitude , inabilities and the culture. before you move in .... for example there is small bar when you enter the garage after the main arm goes up.. ,majority of times you can not see .... during the day sometimes or completely not at night because because it is dark and black and not marked at all ...and very often people hit and they have the pay few hundred dollars- Las Vegas roulette to make more money - bingo... A lot of tenants complained and it went nowhere.... and in addition if they do not like you because you bring so many issues to be corrected they will allow to release that recorded accident to go directly to local licensing agencies California, medical board for example...why not... ,,,videos of you entering the garage and hitting the bar even if you gracefully pay voluntarily the fee next day or so.. no sanity ...no privacy policy. They will allow anybody to park car in your spot with not action for days so you have to pay for parking on the the street and advice you to tawaway company they will not allow to enter the garage structure,,, insanity and beyond..... during the construction people could use your bathroom as potty place with no reaction and nice note after clean you set for your convenience or so .......yout can sit down again on your toilet? They will not communicate with you for any related electricity safety etc even if city gets involved for unlicensed work and safety ....I have no idea how this poor management can serve this beautiful and respected project...something has to change ....beautiful architectural piece and nice community at large I could load a lot of pictures but you do not want to distress people... read more

WARNING: DO NOT DO IT! The Harborview Apartments looked glamorous at first. The nice leasing office staff and polished marketing lured us in, but once we became residents, everything went downhill. The way we were treated by management was unacceptable -- we felt completely ignored once the lease was signed. One of the worst parts of living here was our neighbor. He would scream curse words for hours at a time, yell about "knowing gas," and even play SOS sounds late into the night. It was unbearable -- I never had the privilege of opening my windows because of the constant chaos. The fire department and police were called multiple times. Yet, every time we raised the issue with management, all we got was, "This will be handled soon." That promise started the day we moved in and never ended. This toxic environment took a serious toll on my pregnant wife, who could hardly sleep because of the nonstop noise and stress. On multiple occasions, she had to seek shelter elsewhere just to get some rest -- something no expecting mother should ever have to do in her own home. Then came the move-out. After only a year of living here -- while we traveled often and were barely in the apartment -- they tried to charge us for "normal wear and tear," including a full bathroom reglaze and complete carpet replacement. These charges were unreasonable and insulting given how little we were actually in the unit. For the high rent that Irvine Company demands, Harborview should have been a premium experience. Instead, it was a nightmare: lured in by glamour, stuck with unbearable living conditions, and then nickel-and-dimed on the way out. If you're considering Harborview, think twice. The reality behind the glossy brochures and friendly leasing office is a complete letdown. read more

I specifically toured this apartment because it's an Irvine Co property so I expected good customer service and quality. They sent me on a self- guided tour and none of the locks would open so I went to the Resident Services office and was met with a very flustered lady who said she did not know how those tours worked but she could make me a key for a vacant. Didn't ask my name, never asked me to sit down. The leasing agent from a central location Im assuming called me and when I told him what happened he asked to talk to her and told her to have a maintenance guy show me around. While I was waiting, the woman started talking to me apologizing, and saying the whole set up was just wrong. The parking, the way tours are set up, etc. She then said she is not sure she could make it better but would try. Really unnecessary information to tell me since I just wanted to see a unit. The only saving grace was the very nice maintenance guy who gave me the tour. To top of off the leasing agent said he would email me info about other buildings over the weekend but I never heard from him. read more

Neighbors are still smoking in their bathroom that is connected to mine (REMINDER: This is a 'Non-smoking apartment complex' via advertisement and from staff here and clearly they don't care because they KEEP DOING IT)! Ironically the neighbors have patios/balcony yet whomever it is chooses to smoke inside...a bathroom, where the vent leads up to where else...my unit (bathroom is connected to my bedroom which I haven't been able to sleep in). This has been the 7th complaint. Be mindful its not maintenance teams fault (the team is AMAZING!!!) but MANAGEMENT of not addressing these matters as it is getting me physically sick having to inhale second hand smoke from someone else's unit (make it make sense for the amount of rent I pay). Additionally they continue to shut off the water without informing tenants (currently staring at my toilet in disbelief that I can't even flush). The staff here are wonderful and helpful. Overall it's been an ok experience but unfortunately between there constantly being dog urine in the stairwells, yucky smells in the elevators, frequent water outages due to repairs, loud residents, music blasting, and the fact that there is no in-unit washer dryer and ZERO guest parking or Tesla chargers - meanwhile I am paying more in rent than my friends who have these and live downtown, it can be unsettling. I also wish there was a real pool, not a 3 feet deep wading pool. And I hate that I have carpeting and not hard floors. The section 8 residents make it uncomfortable for me. One of my section 8 neighbors is loud and ruthless. I've had many sleepless nights and NOTHING is done about it. They linger around outside and chain smoke cigarettes. (Even though it is supposed to be a smoke-free area). Two of the guys stand outside or nearby the building all day smoking and talking to people. I've tried to be nice but I don't want them coming up to me and my dog. How can they afford cigarettes, yet mooch off the government, is beyond me. There will at times be residents blasting music at all hours. Security here is a joke. The location is great but there is LOUD CONSTRUCTION EVERYWHERE / taking up our whole street. and it's also affected parking spots available. If you get an apartment facing the Main Street, be prepared to get smoke in your apartment from the outside and have to wear earplugs Overall, as much as there are definitely pros to the complex, the lack of parking has made it difficult to even have friends over. Nobody wants to visit me anymore or pay for parking in Seaport village. I have been living here for almost 2 months so far. My unit came with a dirty carpet. They do not provide tenants with brand new carpets. My unit also had several rusted construction nails scattered throughout the corners of the apartment. All of the countertops have several blemishes. The balcony screen door is broken. I reached out to resident services and maintenance to get a replacement and on the day that I had moved in regarding it and they still have not provided me with a new one. It has been almost 2 months and they can't even get a replacement sliding balcony screen door. I keep asking for an update and maintenance will not call me back. The office has very little answers. Staff does not seem motivated to assist. The building is loaded with roaches and other insects. Elevators are always dirty and dog feces is everywhere. Tenants do not pick up after their pets. Recently moved-in to Harborview Apartments. Truly enjoying the location and beautiful community. Saw a few doggy accidents in the elevator, but truly appreciate how staff quickly took care of it. A few things in apartment could have been taken care before I moved in, and I am looking forward for it to be addressed soon. 5 stars and special shout-out to Lydia Jimenez from the leasing office, who made my move-in experience seamless. I had a couple of maintenance issues this morning with fire alarm beeping, slow draining bathroom sink and invasion of the termites (which I found out is normal for San Diego at this time of year). Austin, in maintenance came to my apt and addressed all of my concerns, explained tenant options to use peppermint oil to address termite issue; cleared the bathroom sink drain and said the fire alarms were being checked which occurs annually (also replaced one of my older fire alarms). Austin was extremely helpful, gracious and kind, very personable and I felt like he "heard me" about my concerns and willingly and competently handle them. I've lived here for 6 months now & I absolutely LOVE it here! The location itself is perfect for me b/c the trolley stops right there which makes commuting so easy! It's located in great part of downtown where almost anything you need or want to do is within walking distance. The building is beautiful & I feel so safe here. This is my second time writing a 5-star review for Harbor View, and here's why: When I moved in, there was a small problem with the dish washer in my unit which I didn't realize until after I loaded the entire thing. Austin from the maintenance team came up to fix the issue while I was gone and when I came back, I was blown away by the extra effort he put in. Austin realized I didn't just need a new part, but I needed an entirely new dishwasher. so, he unloaded all of my dishes one by one, removed the old washer, installed the new one out of the box, AND reloaded my dishwasher and even popped in a tablet and ran the cycle. This example of customer service and extra effort made me so happy and Austin deserves to be recognized for going above and beyond for me. I've been a resident at Harborview Apartments for 3 years now, and I am generally very happy with the leasing team, maintenance, and amenities that there is here. This review is specifically for Lydia, who has helped me through a recent move to a studio/1bd/ba. She is AMAZING! Her energy is unmatched and upbeat, a professional at all times, she can switch from being a professional to having an amazing conversationalist in between getting the work done. She is highly transparent and goes the extra mile with followups. She will offer whatever she can to help you get to the best outcome. Lydia is a gem! I moved in knowing what I wanted after looking, and it helped a lot having had lived here in a similar unit and being able to view other units, which Lydia helped with. I've been a resident for almost 3 years. I happened upon the yelp reviews here and don't think the current overall rating really is a good representation of the property. Let me tell you about my experience: so I moved in 2020- high of COVID. Everything done through email seamlessly. I've had random service requests, all have been completed within a more than timely manner. Most super surprised how quickly they respond! I love all the maintenance team, Polo, Rafael, Jose, and Eric. When I moved in Christina was the community manager, she was wonderful and helped with all my anxiety moving in, then Jimmy was the community manager and helped with so many things like my parking questions and was so patient with all my resident things during COVID like the pool reservations. Jennie was an absolute delight. She was on every question and renewal. Now Alphonso is the Assistant manager and he has been very responsive with my recent renewal questions. The office is on top of it with questions, and they do what they can in a big way. The Construction out front is not great and I hate that it has limited my view, but the roof still has that great view. It's not enough for me to leave this spot that is walking distance from so many things and beautiful views. How many people can say they hear the sea lions as they go to sleep? It's pretty cool. The initial reason why I moved in was location, it is perfect. But the reason that I have STAYED is due to the staff. Every person there is friendly, from the cleaning crew, to the maintenance team, to the leasing office staff. In particular, Lidia is the best. Any time there has been an issue (even small ones), she is on top of it. She is always smiling when you see her, and she will even call you out by name in the hallway - like she actually cares. This is not a small building, so the fact that she knows who you are, shows how much she truly cares about the residents. It's rare to find such a nice and helpful employee in ANY industry. read more

I was forced to move out due to noise issues from a neighboring tenant that management would not manage. I was literally unable to sleep for months, and due to health reasons had to leave which cost me not only 2 months rent (as I had to break my lease since property manage would not help me) but also thousands of dollars in moving fees plus the increase in cost at my new residence. They tried to deduct a ton of bogus charges that I pushed back on, I would not recommend. There was also fire alarms that went off CONSTANTLY. read more

Looks pretty to live in, but if you look under the hood you'll see how shitty it is. The constant noise level from unnecessary maintenance and landscapeing starting from 8am till 3 or so every day is absolutely unbearable. There is no piece and quiet especially now during the pandemic when people are working from home and can't take a zoom call because of the noise level. The water gets shut off twice a week almost every week with no warning... If you ask them they say they have posted an announcement about it on the website... How are residents supposed to be aware of this happening If we are not notified vie email or text? Who actually looks on the website every day? The apartments get flooded at random due to clogges from other units, and they can't really do anything about it "it's just old pipes" they say. I've lived here for quite a few years. The location is excellent and parking is included. Don't expect too much from the company. Management changes often and so do the silly things they decide to take issue with. The water is shut off often, whether it's fully shut off or hot water being down due to "emergency repairs" that we have been told it'll always be "fixed after this solution" is In place... water and utility bills go through "conservice" but the complex takes no accountability in vouching for rates on behalf of the tenants. Their review of applicants has become extremely lenient and we have had multiple issues with new residents. Most of the tenant complaints get brushed off more often than not. There are times where it's well maintained, and other times where it isn't. Plenty of disrespectful people that don't pick up after their animals (outside or inside)--- I often feel bad for the contracted custodians of the building. The maintenance crew is pretty good and responsive. The washers/dryers are often out of service, but then since many of the tenants are nasty they don't clean them after they wash/dry (hairballs, debris; etc.) and many people leave trash/ clothes on top of the machines for days If you move in and pay the inflated pricing... it should be to really take advantage of the location. Easy to walk to all of the places downtown that are happenin'. This place could be a gold mine for Irvine but they just are so out of touch most of the time... read more

Highly would not reccomend living here. We signed a lease, paid deposit and paid first months rent for them to tell us 2 weeks before moving that our home was no longer available. They had one other unit available but wouldn't match what we signed a lease to pay so completely screwed us. read more

The maintenance repair team is great! My girlfriend and I have been residents here for the last year and just like any place you may have to call maintenance for a plumbing issue or something of the sort. What's surprising is how fast, attentive, and such a good job the maintenance team does when it comes to getting the job done. Apolinar, Austin, and Juan specifically have all been really helpful and always come in with my smile which helps me feel even better since I know they'll already do a good job with their work! read more

Don't live here. That's the best advice I can give. The management of this building and Irvine Company are at best indifferent, at worst hostile, when it comes to their tenants. I know that this place is the cheapest place around for the "privilege" of living downtown. It's not worth it. Pick a better place near a trolley stop if getting to and from downtown is that important to you. The place has been under near constant construction and "upgrades" for the better part of the time I've lived here. There's no real end in sight, because every time you think it's over, you'll get a note in your door telling you that contractors will be entering your apartment on X day at Y time to do Z work. Management doesn't care about your time or comfort at all during any of this. I've taken time off work to be at home during the dates and times they told me they'd be entering my apartment only to have nobody show up. No explanation given, nothing. Then they'll try and come in some other time (with no notice or knocking) to get work done. I don't trust the security or integrity of the magnetic lock on my door at all. Several times after workers have been in my apartment I've come home to find the door unlocked and dirt tracked everywhere. It's ridiculous. Maybe if the work they were doing was actually an improvement I could live with this level of inconvenience. It is not. They're installing windows that don't open, and flimsy crappy balcony partitions (replacing what was previously a solid stucco partition). When you complain? All you'll get is some crap about non-opening windows being done for my safety and they don't have to install windows that open in loft spaces. Forget my comfort, forget the fact that I got the apartment based on being able to have cross-breeze, forget the fact that my electric bill has more than QUADRUPLED because now to keep my apartment livable I have to run their crappy second-rate A/C unit. As far as Irvine is concerned, I'm the sucker who just pays rent. Maintenance to things like elevators and garage door gates are always done at super convenient times like right in the morning when you're trying to go to work, or right in the afternoon, about the time you're trying to get home. More than once I've had my access to and from my parking garage blocked with no notice due to construction cranes, gate maintenance, or other construction vehicles parked in front of it. Do I call the office to report this? I do. Do they actually care enough to keep me informed or prevent this from happening? They do not. As far as physical security I would estimate that at any given time damn near 1/4 of the people you see are staying at an illegal AirBnB on the property. I report this, I am told that management cares, they're working on it, but the problem persists and nothing is actually being done. The place is treated like a hotel to include the spilled beer, vomit, and god knows what else that ends up in our hallways, elevators, and common areas that are supposed to be for residents. The security guards that are on duty can usually be found asleep in the laundry room and not actually out patrolling. This review is being written as a last resort. It's too late for me, I made the mistake of signing the lease, but it's not too late for you. All they care about is getting more marks in here to bilk for their money. If you already live here they don't care about you. At all. read more
