Rustic old hotel. Originally attracted because the price seemed fair. Surprised to find an inn…read morecompletely charming and full of character. Great common room/breakfast room. Staff is friendly as you don't always see in France, hospitable, hotel is well situated in town. Must love historic/rugged charm! Bathrooms are plenty modern!

It is a few blocks from the train station, just yards from the Joan of Arc Tower, and a 10-minute walk to the city center. Upon checking in, we met Gregory, perhaps the friendliest and most helpful front desk clerk I have ever encountered. He even offered us discounts at a restaurant and a nearby parking garage. The latter was most appreciated, cutting our overnight parking rate from 20 Euros to 7 Euros. Thanks, Gregory! Given the low room rates, we expected the hotel to have dated furnishings. That was true, but it is also quite shabby. The three of us stayed in two rooms: Room # 2 and Room # 6, the latter being the hotel's twin bed room. While our traveling companion had no complaints about Room # 2, I had a big problem with Room # 6. Just approaching the room, I could already smell mold. The bottom edge of the shower stall and shower curtain were covered in black mold. That really bothered me and left me with an uneasy feeling about staying there. Less important than the mold, but also worth mentioning, is the layout of Room # 6. It's actually quite huge, but the space is poorly used. A big, empty armoire dominates the most usable wall. Meanwhile, the small desk is cluttered and jammed close to the bed; and there is no place to sit comfortably. They would do well to remove the armoire and replace it with a nice desk and chair. Guests would get more use from that setup. Of course, ridding the bathroom of mold should be their first priority! The Hotel Morand has its good points: location, price, very friendly staff, and discounts at a nearby parking garage. But overall it's shabby, and Room # 6 should be avoided due to mold issues.

Cozy decor with old pictures of Rouen 100 years ago, and a fireplace inside. I think that most rooms are rather small but they are all nice (except the one on the ground floor, to be avoided because their kitchen fridge is on the other side of the wall, so the noise is ridiculous). The continental breakfast has suffered from the subpar bakery across the street which supplies them. The bread used to be nice but now it's very mediocre. The tea, freshly squeezed OJ and the farmer yogurt are still excellent, though. They also do a brisk lunch service (most savory dishes are just OK, but the Normand chicken is nice), and they have great home-made desserts which they serve all afternoon long, with tea or coffee. Service is a little rough around the edges but still bearable. I have only one issue with them: they play the same Diana Kroll CD non-stop, from morning to evening, every day. I don't know how the staff cannot go nuts. As a hotel and tea room, I give them 4 stars (too bad their Wifi only works on ground floor, and they have very few TV channels); as a restaurant, I give them 3 stars (it's still a good option for a lunch in town, particularly on a Monday, when most places are closed).

Inside, the room is artfuly curated with what seems to be flea market finds: aged furniture, black and white photographs of a distant past and vintage posters on the walls, an old piano, warm up the space. So do Diana Krall and the like whose songs are played on heavy rotation in the background. Despite the occasionally patchy service (the owner is a bit stiff), it's still an excellent place to have lunch (their savory tarts are good), or relax in the afternoon, cosying up in one of the coveted armchairs, while drinking a cup of tea and eating a piece of cake.
