When I asked her if there was some mistake, she kindly explained that chain drugstores are charge as much as possible, but here they personally work with customers on an individual basis in order to make sure medications are available at the most affordable price possible. I'd have assumed it was some farcical sales pitch if I hadn't already witnessed it first hand.
