This is their second year managing here and the state of disrepair and negligence is closely nearing next level. The staff who handles phone calls are rude to many and the guys who inspect the apartments once a year are especially wordy about people below their economic class line while gloating about the land they own in Florida. It is truly unfortunate that tenants living in Wisconsin don't have more protections and safety nets. The people at Murphy Development only know one god. And that god would be money.

One bedrooms don't get a storage locker so garage became storage. Two bedrooms get a storage locker across the hall from apartment. There is no basement. Location is very nice. Quiet, albeit your backyard is Hwy 172 @ I-41. They built a noise barrier wall which helps but now the view isn't fantastic. Neighborhood includes a retirement community, church and nearby high school. Blocks from Oneida Street, banks, restaurants, and the mall. No dishwasher in unit, on-site laundry consisted of 1 washer and 1 dryer and the dryer took two cycles to dry cottons. A/C in the living room instead of bedroom. Maintenance takes A LONG TIME to fix stuff. Averages 1-2 weeks after request put in. Examples: my air conditioner was broken. Dials fell off and front plastic cover wouldn't stay on. Submitted a work order. They replaced the dials and that was it. Garage door wouldn't lock. Maintenance took 4 weeks to fix. I was lied to upon application regarding power to the garage. Was told it would be put in in the future by one of the landlords - Gary. The lady at the office who answers phone calls has ZERO customer service skills - treats you like garbage. Summary - If you're looking for a quiet, safe neighborhood and keep to yourself, this is a great place. Just pray nothing breaks cuz you'll be waiting a while before anything is taken care of.

The 1st time was when temps dipped lower than -20. Yes NEGATIVE 20. The property provided a space heater which was very insufficient to adequately heat the apartment. Heat is included in my lease. Because I was without heat I asked for a credit on my rent payment. The property denied the request. After the 3rd time of the heat not working the property offered me a $20 credit on my rent. I've been without heat for 7 full days in 2019 and felt $20 did not properly account for the lack of heat- especially since heat is part of my lease agreement.

Bigelow Rentals are unprofessional, unorganized, and untrustworthy. I rented from this company for…read more2 1/2 years, and have had terrible experiences. Other tenants have described them as "slum lords." Bigelow has a deserved reputation of not caring about tenants. They are passive and will avoid doing any professional work, especially when it comes to contacting/working with other companies. One of the other tenants had an issue with the apartment complex next to us. Kids were throwing rocks over the fence, damaging cars. She reported it to Bigelow multiple times, and even went to go over to talk to the other complex, a position she should not have been put in. She only solved the problem by moving away. I have video proof of kids throwing rocks over the fence. Another time, after heavy snowfall, I came outside to find the parking lot fence between the two complexes propped up by 2X4's. It was evident that the snow plow had pushed too much snow against the fence, causing it to buckle and hit my car. Their solution was to prop up the fence inches from my car, as if it had not fallen (even though the scratches on my car proved otherwise). After contacting Bigelow, I was told to fill out an insurance claim and mention the other company. They would not do anything else. People would also park in the Bigelow parking lot, taking tenant spots, and walk over to the apartment complex next door (most likely to do drug deals). Bigelow would do nothing about it. In my final year, there were multiple bed bug problems. Bigelow came through and did bed bug sweeps twice with two different companies in the span of ¾ months. The second time, Bigelow put lists on our doors only a couple days in advance with the things expected from the tenants. These expectations included: washing all items of clothing, stripping the bedding, vacuuming, moving all furniture away from the walls, and leaving the apartment unlocked. This is a lot to ask of people who have real lives and work long hours. This list was also clearly meant for a house, and not apartment tenants. I came home to find my furniture moved and my place torn apart. It appeared they started doing the inspection, and then gave up. I received a non-renewal lease notice a couple days later. There was no other communication from them. I called them about the bed bug cleaning, because I was still living there, and they told me they would do it after I left. As I was leaving for work another day, I witnessed a Bigelow employee standing on her phone as people worked in the apartment. I asked her if it was normal to not watch an outside company inside of their apartments, and she told me to mind my own business. I have stayed in contact with tenants currently there. I am under the impression no bed bug cleaning services have walked in the room. The front door had a bullet hole in it for about 6 months of my tenancy. For the first year there was no exterior door lock. Homeless people would sleep inside. There was a week in the middle of 0° weather where the heat was broken. They gave the tenants a small heater that could barely heat a single room. Maintenance is a joke. My closet door fell off, and instead of replacing the hardware, they replaced it with a different closet door that had a different stain and varnish. It looked terrible. My partner had property stolen from their car. The website is completely inaccurate: my location did not have a carport, and the photographs were not representative of every unit. They almost never plowed. I once missed work because of it. When I called, they said "it's snowed everywhere". The communication of Bigelow is non-existent, they put misspelled forms on your door, and have repeatedly hung up on me in the middle of conversations. Kim has also lied multiple times, and Sarah will say whatever it takes for you to leave her alone. One time I had a billing problem, and when I called/spoke to Kim she did not help/told me the business was closed when I said I was going to come in and talk to her. I drove to the building and walked in to talk to her face to face. Her attitude made it clear that lying to avoid people is a common thing. The emergency number cannot be used as an emergency number. I once had an after hour lockout when the key provided by Bigelow broke, and it went to voicemail multiple times. I got a text saying "I am in a meeting, I will call you after". I had to call the Green Bay Police to get in contact with Bigelow. When the maintenance guy finally showed up, I showed him the broken end of the key. They would not bring me a replacement. They will also nickel and dime you for every little bit on the security deposit. They charged me 100$ for room cleaning, and a tenant who still lives there told me they have not cleaned at all, and have just repainted. There was also rust on the radiator, and a window in the shower with wood frames. DON"T RENT FROM THIS COMPANY!!

I have lived in Waterford Heights for a year and a half. When I moved in I noticed that the closet…read moredoor/mirror was cracked and notified the building managers four times through out my stay here. Management also came to my apartment twice for their annual inspection. To this day no one came to fix or replace the door/mirror. My garbage disposal also broke during my stay. After multiple calls going back and forth it took them over three weeks to send maintenance and change the disposal. I finally submitted my move out notice and they started to show my apartment to prospective renters, which I have no problem with. However, out of respect for the current tenants they should at least check if a time is convenient for the current tenant to have strangers in their private living space. I called the building manager, Linda, and tried to delay a showing to a later hour. She told me that legally she is only obligated to place a notice at my door and not confirm whether I received the notice and agree with the time. If they are going to do business based on the lowest requirements, the law, and throw customer service to the wind then I have nothings to say to them. I do however have something to say to prospective tenants on the services that they will receive and the lack of respect they will have for their privacy.

We got a suite on the first floor. First black mark. -Second problem, The place was improperly cleaned and maintenance had not been performed previous to move in. There is evidence of previous renter having cats (To which, I am highly allergic) and a ceiling fan in the bedroom was inoperable upon move in. -Second problem, a pipe burst just before we moved in, so the place is torn apart right now. I am reluctant to have anyone over.... -Third, (and worst) problem: We recently had a major thaw here, which resulted in water pouring out of the walls and saturating the bedroom carpet. The Steam-Pro technician divulged that this same problem happened last year around the same time and in the exact same unit. He was there two days in a row to clean the place out. Part two of this, is that I am highly allergic to mold, and am now experiencing the effects of exposure to a fairly extreme degree. The corporate office offered to let us out of our lease, (I'm not sure I want to do that, since I'm certain I won't get the total $500 back,) instead of offering another (temporary) unit until another one we desired came available) -The fourth problem is noise. For a building with such strict noise policies, I am surprised they have not evicted the couple living above us. Loud voices on the weekends going well past midnight, Banging, thumping and running sounds starting at midnight, not ending until after 2 AM... This is not a college dorm, why should I have to live like it is one? Now for the good (I guess...) -The building manager is extremely sweet and understanding, and put us on a waiting list for a loft unit. Very apologetic when the water problem happened. She also told me she would inquire about putting us in a more expensive unit until the one we want comes available. She did inquire about putting us in a more expensive unit until the one we want comes available, but the corporate office declined that and rented it out. *Another KIND OF good thing, is that they offered to let us out of our lease...but again, I'm not sure of the repercussions of this will be. -This is a newer building, about 5 years old. -The units are very contemporary/modern and open concept. -Giant pantry, two huge closets in the living area and a sizable walk in closet in the bedroom (This is in the suite unit.) -The fixtures (except for the bathroom) are pleasing to the eye -The kitchen cabinetry is wood veneer, but the finish does not look outdated at all. The hardware on said cabinetry is contemporary/modern. -Though not "high end," the appliances are adequate, and not unattractive - the walls have a texture and are not blindingly white, where most places have flat walls and "snowblind" colored walls. -The doors in the unit are painted metal, instead of hollow-core wood veneer (the majority of apartments have the latter, I assume because they are cheap to replace.) -The carpet is not unattractive, but is still of the type that is designed to hide stains. No complaints, but no rave review here. -My building has heated underground parking, with a small raised area for storage of garage type things. Parking is tight where my car is, but manageable. *Location: The location of this unit is set back in a very low traffic, residential area. It is great if you want to escape the noise of a unit in the middle of a city. -The downfall of the location, is actually caused by the aforementioned benefit. The complex is located nearly a mile from the closest bus route, and at least a mile from essential places. EX: Grocery, hardware, auto parts, clothing, pharmacy. Do not live here if you do not own a car. -*Rent cost is not wholly unreasonable for a newer, up to date facility. Under $500 for a studio, $615 for a smaller (second floor) loft or a first floor suite. $660 for a large loft that reaches up to the roof of the building, equipped with a big bay window and a view of a man-made lake with fountains. -*Cost of living: This is where it gets muddy. They pay for water, but the electric is all on you. This wouldn't be horribly bad, but the A/C and Heat are the same unit...electric. With our winters, that can make for a VERY expensive cold season. -Some detail on the HVAC unit in the apartments. It is an Energy Star rated TRANE brand unit, so in theory, not a "wasteful" one. The problem is, it seems to have difficulty heating the living area (kitchen, living room.) The bedroom has an electric heat register on the floor, which keeps it quite comfortable. This is, of course, if you keep the bedroom door shut. Overall livability, (provided you do not have a disrepair issue like mine,) I would rate as "good, but not ideal." Beware corporate: Seem quick to pass you off if you have an issue, slow to process rent checks, and charge $50 late fee
