On the morning of the hearing, I contacted the company to obtain the status of service and any service attempt information. Because the court required detailed information regarding service attempts, a court clerk also contacted the company seeking the dates and times of any attempts. At that time, the requested information was not provided. My hearing proceeded without the service information, and the matter was concluded shortly thereafter due to the lack of completed service. Several hours later, at approximately 12:27 PM on March 9, 2026, after the hearing had already ended, the company sent a report containing alleged service attempts from March 5 through March 8. My concern is not simply whether service attempts were made. My concern is that the information was not made available before the hearing, when it was actually needed. As a result, the service had no practical value to me at the time of the court proceeding. After I disputed the charge with my credit card issuer, the company continued to send invoices and informed me that finance charges would accumulate and that the account may eventually be sent to collections.

The methodology required, by law to notify another party that you wish to have your dispute decided via the court system (largely a cat and mouse game) isn't as easy as it may appear, but its quite critical in the legal sense of the word....even for a small claims case. The importance of proper, legal process-service was driven home to me while I was in small claims court; the judge there sent another plaintiff back to "square one" for improper, self guided process service which deemed their day in court a non-starter. Really made me glad I selected Rancho Attorney Services to handle that critical element in this process, and it was money well spent (and that which was included in my victory judgement meaning the defendant ultimately ends up paying it anyway!) I purchased a fully constructed 550 Spyder replica from a builder in late June of last year. As the vehicle did not have a doner chassis nor a stamped VIN plate on the frame, I knew that the process would be a bit more involved. Yet despite ensuring that I had assembled all of the necessary paper work, completed all of the required DMV forms and following detailed instructions for navigating the process for what should have been a fairly straight forward transaction, I hit a wall at the local field office of the DMV due to inexperienced and uninformed staff and manager (who was having a bad day) at that office. They took all of my original documentation, gave me copies, and advised that they would need to send the paperwork to Sacrament for review for approval. After nearly three-and-a-half months of waiting for feedback, I contacted the Sacramento DMV and spoke with a technician who advised that not only that local field office manager was wrong and did not handle the paperwork correctly or follow process, but that my paperwork had been sent to the wrong department. After a few more calls to the department where my paperwork had been sent to, I was advised that there was no trace of the paperwork nor was there anything logged into the system...so essentially all of my original paperwork had been lost and I was back to square one. So now nearly four months after purchasing the vehicle, I still had not been able to register nor drive the car!! About a week later while at a Cars and Coffee event, I struck up a conversation with an owner of a kit car and told him about the DMV nightmare I had been going through and he recommended contacting Brian and Donna at In and Out Vehicle Registration. Wasting no time and not wanting to risk a repeat of the same, I called and spoke with Brian to explain the situation and he confidently advised that they were experienced working with SPCN vehicles and that they would be able to handle the situation. I mailed the copies of the paperwork and completed forms to his office to get the process started. From there, things moved quickly. By the end of that week, Donna called me to advise that she had been able to get the initial vehicle registration fees and taxes paid and that she'd be mailing a temporary moving permit to me. After that, it was a few more required appointments and mailings... CHP for the inspection and VIN assignment, then for a brake and light inspection and lastly for an appointment with the BAR referee for SB100 smog exemption inspection. After getting everything completed and back to their office, Donna called me two days later to let me know that she had obtained my license plates!! Magic! I can't say enough positive things about my experience using In and Out Vehicle Registration. The husband and wife team of Brain and Donna are exceptionally knowledgeable and experienced to handle even the most complicated of DMV matters quickly and correctly.
