This site should give a legit step by step process for several different scenarios. Also, I had to go back several times and adjust answers to questions because it kept saying I'm ineligible for special enrollment and I lost coverage a week ago because I resigned from my job. I was able to eventually enroll in health and the plan stated it had dental plan but when I enrolled I was informed I would now proceed to the eligibility determination for dental. And we were ineligible. How? Is healthcare the only thing available for special enrollment? Also, it told me several times my kids would be under medicare or MCHP. Someone on the phone said the same, but then I get a plan that has us all on there no MCHP. I get a call to confirm my income. She didn't confirm a thing but told me I can't receive and tax credits. I asked why because I see $823 a month in a credit. She says well ok if you see it then it's ok. WHAT? Can never log in. Create a log in and next time it won't allow you to get in. Change password and still won't let you. You have to deal with technical support to get you a new password and log you in. Next time you try to log in, the cycle starts over. Garbage UI. read more

Absolutely terrible website interface. For years you had to upload documents via the mobile app, not the website, and this year (2025) that doesn't work either. I have to resort to snail mail. User interface is absolutely terrible to use. You give them your ssn and drivers license yet they can't verify your identity. Even after uploading them it still doesn't work and you can't even submit an application until you call their help line, WHICH IS CLOSED BY THE WAY. So after calling the number they give you that doesn't work, you have to talk to a worker there who gives you basic answers that don't actually solve anything. MD Health Connections is very frustrating. I have tried for the past several months to access my account, but it will not allow me to do so until I enter a verification code. When I press the button for the verification code, it says that a code was sent, but I never receive it. It is also almost impossible to get a hold of anyone to help you, and when they tell you the same thing as is indicated on the website, check spam and add the email to safe emails. I do this every time, and they treat me like you are a stupid person. My brother, who has the same economics as me, was unable to get a subsidy because he could not log into his account and couldn't reach anyone. He works all the time, and he can't spend the entire day trying to reach someone. read more

The last thing anyone in Maryland wants to hear is that they have to contact Maryland Health Connection. It is very difficult to get through to a representative - even in chat. I have spent countless hours on the phone trying to reach an actual human being only to have the system tell me that they are too busy and then hang up on me. The same has happened with Flora and the live chat representatives. Last Friday, I was on a chat with a representative and at 5 PM, they disconnected and left me without any help. I have a chronic, life-threatening health condition, so I relied heavily on this service during a time in need. I got the run around for 4 months before I was able to finalize my coverage and MCO details and information so I could start using my Medicaid benefits. Each time I called, I would wait to talk to a representative for 20-30 minutes. Today was the worst- I called, waited on hold for about 30 minutes, and then the representative cut me off mid sentence to tell me that I was incorrect about my "enrollment status", and she told me I was not active (but my Medicaid portal was showing it as "active" as of 4 months ago, and previous Medicaid reps had told me the same thing on previous calls). Without letting me respond respond.his rep then transferred me to someone else in another department, to wait another 30 minutes. I wasted so much time on the phone to get nowhere, and the inpatient rep did not help the process. A COMPLETE CLOWN SHOW! I literally called in about a month ago and the agent that I spoke with was so incompetent to the point to where after 30 minutes she FINALLY understood what I had already been explaining from the beginning of the call. When I asked to speak with a supervisor, instead she REFUSED to transfer the call resulting in her "engaging with a supervisor via the chat". This action produced no results, as I was initially calling to see if they could revise my tax document, as I never used the insurance I received while on unemployment and yet the government was expecting for me to pay them almost $1000 for 3 months of coverage. By the end of the call, I was pissed off and extremely irritated however, I believed that what she had told me was true! Please keep in mind this was in February 2025. Typically, when insurance is cancelled you receive a cancellation of some sort but this was not the case. Instead, I received no confirmation in writing that my insurance was cancelled and instead when I arrived at the pharmacy two weeks ago they told me that my insurance was active. As a result, I called back and ended up speaking with a piece of s*** agent who was working from home attempting to heat up food, or coffee using a microwave which could clearly be heard beeping in the background. After being on the phone for over 30 minutes, this idiot blatantly decided that she was going to lie like the last agent in an attempt to get me off of the phone, so she simply stated that "the system reflects that your application been cancelled". When I corrected her and stated that I didnt have an application and had active insurance, she then went to the extreme stating that "I needed to call United Healthcare to confirm that the insurance had been cancelled on their end before my request could be escalated". Please keep in mind that this is the SECOND TIME I have had to call, to request cancellation in less than 30 days! WTF! Then when I explained that Maryland Health Connection was reporting false information to the government and each month information is reported is more money I would have to pay, as Maryland Health Connection uses retrospect data and not real time data that aligns with your current financial situation, this idiot merely stated "hello can you hear me" which was a clear indication that she had me on mute. The entire state of Maryland is a piece of s**** that is falling apart and no one is willing to work towards fixing entities that merely exist to serve the citizens and instead would rather hire anyone to fill the void resulting in MD citizens having to pay monies to the government that they shouldn't have because leadership is incompetent and doesnt know how to do business. read more

MD Health Connections has screwed up my coverage several times over the last six months. First my group number was changed for no reason. Then I have both group policies at the same time and get billed double for Jan - April. Then I have both policies cancelled and now have no coverage for Feb - April, but still both for January. They have done several "escalations" which they say takes 15 business days to complete. Carefirst is totally confused by what they have done, and Carefirst can't do anything because they say they do whatever MD Health Connections tells them. I have spent countless hours on the phone trying to sort this out. I have to re explain every time I call, and the representatives are not well informed and can't do anything to help except start an escalation which they don't do correctly so it screws things up at Carefirst even more. read more

This is the worst! Is there anyone in the MD govt that monitors it? They keep saying 15 days. It's been over 2 months! After hours and days on the phone, ( and being repeatedly disconnected) I finally got to a supervisor who told me that if your case has not been escalated it could take 5mths b/c of a security breach last Dec. If this is true, I am baffled why they do not disclose that upfront or fix the system. It is misleading when they tell you you are approved and processing time will be 15 days! Here are the numbers I called for help: 1-800-284-4510 (MD Medicaid Health Choice helpline) Wait on the line for a customer service rep. (I had to wait 20 min) (Do NOT hit the prompt that asks about the application. You will just be sent to the MD Health Connection again) Ask them to PLEASE help you. Do not let them transfer you to MD Health connection. Ask them to Pls look up your application. I spoke with Tonya who was super nice. Also, keep calling MD Heath Connection 1-855-642-8572 and ask for a supervisor. Tell them you will wait and make sure they do not transfer you to a VMAIL. Tell them you need to talk to a live person. I also recorded the calls. You need to tell them at the start of the call. ( I think this helped to get a supervisor). Pls be nice and grateful to the person who answers the phone. it's not their fault and quite often you will get more help with kindness. (even if you are complete frustrated!) I also called MD Congressman Jamie Raskin (301) 354-1000 and asked for their help. This is for my son who lost his job and has a health condition. I have been the one who is advocating for him. I fortunately have the time to be on the phone for hrs but I can't imagine all the other who are alone making no money having to deal with this. To date his application is still processing. Been trying to get my infant son who's been "approved" for Medicaid 3 months ago his actual Medicaid number, Medicaid card and of course get enrolled in the MCO. They keep giving me the run around. I've been calling every week they keep saying 10-15 days. Pending for months. This is ridiculous. BAD BUSINESS AND HORRIBLE CUSTOMER SERVICE, they keep trying to pass you off and make you wait. Although my son is eligible and enrollment has been successful for some reason he is not in the system and MHC has been trying to fix the error and multiple escalations have been done and the issue can't seem to be resolved. I would like to start out by saying it has been a while since I had to reapply for healthcare because the rules have changed. the last time I was able to receive health insurance through Maryland Health Connection.Gov. I had to make an appointment in person with my documents, paycheck, stubs taxes ID then I went to the next department and picked out a health plan and dental plan which took all day, but it was done. In the past anytime, I try to do it online or speak to Customer Service it never worked out because mailing or faxing documents never made it on time and the date has expired and I would go years without insurance,but recently I received a notice early August that I was under a special enrollment which actually means my insurance will be canceled in 30 days. Maryland Health Connection.Gov is very very time consuming and Customer Service is completely useless just like Flor . Anyone can apply online if you answer the questions correctly and they will tell you if you are eligible and your tax break amount which makes it sound like that's all you had to do , then you get a message on your account that your application is still incomplete and then you start scrolling and trying to find out why and it's because now you're supposed to submit your documents, but keep in mind Customer Service will tell you that your health plan is still active because they don't see everything that you have on your account. They don't have visual of the messages that you're receiving about. What's going on with your application. And the website suggest to. get the app because it's the easiest way to download the docs, now I remember why I deleted the app years ago because you can't. After five you cannot log on either. Everything is shut down. So now it's the weekend and I can't do anything till Monday morning, and if it doesn't happen, I will lose my families health care. I have six business days left read more

Even though forced to give 1 star, I do think the customer service I received for the most part earns Maryland Health Connection 1 star. However, everything else about them has been extremely frustrating. Granted, I was confused about the income thing since I was ignorant and rushing to get healthcare for my child and me, so I didn't update them on the sporadic unemployment payments I had received (don't get me started on MD Unemployment), but they also had been granted access into my unemployment account and could pull info, so I thought I was good after that was done and I spoke to them about my income and the issues there on the Unemployment side. NOPE! For going on 4 months, my baby's and my healthcare enrollment has been in 'pending state approval" status. The first time I called was because they had entered my baby's name into the system with a typo, so to "fix" it, my baby and I had to get disenrolled (after already waiting for quite a while to get enrolled) and put back into the system. Not sure why they couldn't just fix the name, but I'll chalk it up to a tech or system issue I'm not knowledgeable of. Ok cool. Then a couple of weeks pass, and I get a notice that they had to check with the DOL if I was eligible for healthcare enrollment since I received unemployment payments. Ok no problem, if I messed up with reporting the inconsistent unemployment income, that's my fault. HOWEVER. A month later, I called again to see what was going on (I thought it was possibly an issue with my baby's SSN since I never got it from the SSA - don't let me get started on them either). I was told that everything I submitted was good and to give it another week; if we weren't enrolled, call back and request escalation. Ok, whatever you say. SO. I called back. This time, I'm told that the issue is with the income and I needed to submit an affidavit of no income. WHAT IN THE WORLD?? So, it took a month+ for them to get to this conclusion, or was this in my file the entire time I was being told all was good and to just wait? I just couldn't believe that I received NO notice or message of this, and that no one else saw anything (unless of course, I just so happened to call right when they came to that conclusion, which I doubt). STILL. I said ok. I go to submit the docs. THE SUBMIT FUNCTION HAS BEEN REMOVED FROM THE APP AND ONLINE!!! Who did this, and how did it make any sense to do??? So, I contacted a rep and am told I can fax the docs. I fax them. A week later, I call to check on my enrollment. This time, I'm told that they didn't receive my fax and I can upload the docs for faster response. Of course, I want to say all the expletives, but I couldn't take it out on this innocent customer service rep. I explained the upload functionality is gone, so she sends me an upload link. It's been hours, and I still haven't received the link anywhere in my MHC account, which I wouldn't be surprised if the dysfunctional app/website is the culprit (I mean, I'm pretty sure someone wouldn't lie about sending a link). So now I'm still stuck. MD, why are there so many issues with getting healthcare??? I don't want to come down on the innocent people who are working hard and getting caught in the middle of this mess, but this process has been unacceptable. I'm fully sympathetic to the gov't workers who are dealing with an influx of work, and maybe short staff, since COVID, and I understand that I may have caused problems with my case with my confusion about the unemployment income. BUT that doesn't excuse why so many of us are waiting months to get enrolled into healthcare after doing what we were told to do and initially getting told it'll take 15 weeks. It's absolutely scary to need to go to the dr. and either get turned away or have to pay an astronomical fee when you're unemployed or underemployed to begin with. I've been seeing months delays and/or huge problems with other MD gov't agencies (Unemployment, SSA) as well, and it's demoralizing, scary, and sad when the agencies that are supposed to help you just add to the stress. But I'll keep it focused on Maryland Healthcare Connection for now. We the people of MD need and deserve better than the terrible experiences that many of us have had just trying to get enrolled in healthcare. Maryland Healthcare Connection has unfortunately been the pits. It'd be remiss of me if I didn't say thank you to the people who are working hard for us! I have been in pending status for medicaid since the beginning of November, but the ones I applied for under me have been approved and active since November 9th. Cannot tell you how many case numbers I have by now from calling. I am the one in need of care, and I am suffering at this point (January 23rd). Been trying to apply all afternoon now under special enrollment (wife and I just welcomed our 2nd child this month). No option is given to indicate that we have a qualifying life event. Got logged out several times while completing different sections of the application. At one point, near the end of the application, I noticed the site began listing only 1 of our 2 children (I had entered both of their information earlier in the application). Spoke to an online expert of theirs and they were kind of enough to set up a callback. Still waiting on it. Website is not intuitive. read more

This is a right we all have- to access health care. The designer of this app gets an F from me.
