My experience with Mills Management, specifically Chris Mills, has been incredibly challenging. As a new homeowner of only nine weeks, I have found the management style to be confrontational rather than supportive. I am currently being held responsible for property issues (broken irrigation and a removed tree) that existed long before I moved in, despite providing photo evidence to the contrary. Communication has felt retaliatory; for example, I received a late-night hearing summons shortly after sharing my feedback online. Most concerning is the attempt to remove my personal landscaping without providing the proper written notice required by standard protocol. An HOA should serve and support its residents through fair, professional "best practices." I hope to see Mills Management shift toward a more customer-service-oriented approach that respects homeowners' rights and property. Furthermore, I was disappointed to receive a hearing notice at 9:30 PM immediately following a public review I posted. The receptionist Cynthia is very rude. You are unable to get a call back from Chris or schedule an appointment. My HOA fee is set on auto payment and I was told a separate key for the pool would be charged and mailed out. Now after weeks I'm being told to go to the website, and let them know and a committee member will drop one off. Over the years this place gets worse and worse. Mills is condensing and outright rude. She is confused about who she works for. She treats owners like they should be blessed with her presence. Every interaction with her is a joke. She repeated says one thing (in writing) then thinks she can change things. I have continuously served on our HOA Board since July 2019, so for three full years. Our HOA hired Mills Mgmt. on 1-1-2021 with no due diligence as our President of this board (liked Chris Mills). Our President would often repeat (I am not sure what I am supposed to do) and that played into Chris Mills doing as little as possible regardless of her (7) page contract, this is wrong at so many levels. Mills contract was not negotiated. I had ten points that I would like hammered out in Mills contract and that did not happen. Our President signed a non-negotiated contract. Mills Managements duplicitous behavior operates out of an empty office space at 1645 S. Rancho Santa Fe Road, Suite #208, San Marcos, CA 92078. Has the identifying instincts of a (shell company)? (Sign on front door states (by appointment only). No one gets an appointment. Chris Mills picks up mail on Mondays mid-morning and packages from adjoining office next door called Farmers Insurance Co. You have a desk and a computer, which is it. No paperwork, or chair, etc. The office looks vacant, WHY? Rent is probably around $3,500 per month and seems to be an expensive mail pickup, why? Mills Management is not a (full-service HOA Manager) as she has minimal staff. She employs a lady named Heather who runs her accounting team of (one person), not a team. She employs Mandy who runs her maintenance team of (one person), not a team. Mills Management is a team of one Chris Mills. Are you getting the picture? She has one more employee his name is Jesse he has done a few walk throughs. Village Park II is a (50) year old property with 184 owners, in thirty-four separate buildings with lots of issues and no boots on the ground (meaning in 1.5 years Chris Mills has been on property (3) times. I have personally taken pictures of violations several times and emailed Mills Mgmt. with the address and description of violation, and she has never done one violation letter. This is in her contract and if you looked at her new website it would make you think she is the authority on HOA violations. You would be so wrong. We have had no rules enforcement. Not on Mills Mgmt. agenda or radar. It would be great to know how many HOA's she manages and how many total doors in her portfolio, I have asked for that info many times. Our monthly financials were tabled from 12/2000 through 10/2021. At each monthly board meeting for upwards of a year no income vs. expense. How do you file your quarterly returns? What is in our operating, reserve accounts and investments? Who is minding the cookie jar? Next area - vendor issues. Mills Mgmt. started on 1/1/2021 and on 7/1/2021 she brought in her landscaper, Allied Landscaping. You are required per her (contract) to get minimum of (3) bids and then decide on best bid. That did not happen - our previous landscaper had been on property for 6.5 years and terminated for no cause. That was Coast Landscaping. They had a contract expiring 1/1/2022 so rather than have them work till end of contract the HOA paid Coast $13,336.20 to break contract as of 7/1/2021. The first day Allied landscaping started 7/1/2021 we had a re-scheduled (20 minute) board meeting and in the minutes the board approved a $10,750 bonus to Allied for a complete cleanup. That did not happen at our board meeting. For the first two plus months Allied did not have the proper mowers and our grass looked horrible after the cut. I have a non-signed contract from Allied. Who is responsible in executing a contract your Management Company! Vendors who are not reputable give kickbacks of 10% or more to HOA Management and this is done all the time. I personally took 140 + pictures of our landscaping after they had finished the so-called complete cleanup and my pictures show work to be done in all pictures. This was a money grab. Village Park II has the best irrigation system in the business. It is Hydropoint with four weather trak controllers. In talking with Hydropoint no one with Allied Landcare has ever been trained and certified for going through their basic certification process to operate weather trak. Maybe that is why when they started on 7-1-2021 until 3-2022 it shows no interaction with runtime reports. They could not operate weather trak. Nothing was changed and our water bill was $30,000+ above budget. Coast landscaping is back as of 7-1-2022 and is certified and educated on weather trak controllers. So, you have almost $25,000 exiting your reserves within days that all 184 owners now must pay back with monthly dues increases. Why has Chris Mills said to me personally (DO NOT TALK TO MY VENDORS). Chris Mills agenda will not fit your agenda. As far as a landscaper Allied Landcare has ISSUES. For roofers TWM Roofing has issues over billing and underperforming. Do not choose Mills Mgmt. you will regret it! read more

In response to the comment, we responded on two different days this week. As far as the key to the bike room, it took me from June 18th until the 25th to get any kind of a response from Mills. I can list multiple occasions that I have not been able to get a response from this company. Clearly this company is unable to direct the board or handle the responsibilities of managing a large property. Also, the pictures of this unit are indicative of a problem that started last August. These photos were taken on 8/18/2020. Chris Mills has told me on multiple occasions that this is being taken care of. As you can see not one thing has been moved on this patio. We have lived in Village Park in Encinitas, CA for 8 years. During that time, My husband and I have served on both the townhomes board of directors and the recreation club board. Between the two of us we have worked with many HOA management companies, both here and in New York (none of which are very good). However, the latest management company for Village ParkTownhomes II is Mills Management. Mills Management is the worst of the lot. They are uncooperative, nasty, uninformed and fiscally irresponsible. The first thing they did was to fire all the previous vendors and install their own vendors: for much more money and for much less effectiveness. They have breached their contract multiple times, including not holding elections for two years when by-laws and CC&Rs require yearly elections. They did not get three quotes for any job which is also required. They ignore home owners, and if they don't ignore them they are rude and completely unhelpful. If you have any input into the choice of management companies, DO NOT choose Mills Management because I assure you, you will be sorry. read more

I too was a director at Village Park II - Homeowners Assn. in Encinitas along with grumpy Bill, who made a scathing review below. I scored Mills a 5. As a longtime professional in the HOA industry, I found Mills to be professional and responsive. The "ten points," landscaper and number of walk-through issues were intra-board issues, not Mills issues. And there were a number of intra-board issues with grumpy Bill, which generally ended up in him calling and harrassing Mills or writing scathing e-mails. But she was selected when a majority of the Board reportedly interviewed three managers and chose her. And frankly, when provided the contract for revew, I noted that Mills had offered a bare-bones (few walk-through) contract. When we approached her about increasing the number of walk-throughs in her contract, she simply asked to be paid her hourly rate, which I thought reasonable and others on the Board (including Bill) did not. I also abhor and resent the bland allegation that managers on-the-take are common in our industry. A property manager is obligated to do what 3 out of 5 directors agree upon. So when that majority does not vote in favor of enforcing its architectural and other regulations, that isn't non-responsiveness by a manager. And, I received and reviewed the financials every month that I served on the Board. Ok, so, take-aways: Please understand that "fiduciary duty" means more than simply choosing the lowest bidder. As a professional in the industry, I thought Mills did a fine job for what we paid her. HOA Problems. I can't be the only one in our community that is fed up with Mills Management. We rent a storage unit in our building and 3 weeks ago I was cleaning and organizing it when I found that it was infested with rats. My husband notified Chris because it looks like they are coming through the light fixture and we have yet to receive a call from pest control or maintenance to have it fixed. I'm active duty and my uniforms were in a covered garment rack, the rat chewed through it and there's feces all over my uniforms. Today my mother was walking with my daughter in our community by the tennis courts and there's chipped paint all over the sidewalks. My daughter leaned up against the cement wall and now she's covered in paint and her closed are ruined. There wasn't even a sign up saying there was wet paint or maintenance being done! These two examples are just two of many challenges that I've had over the last two years. Every time I contact them I get poor responses or none at all and now the HOA wants to raise our monthly fee AGAIN. Where is our money going? If we are paying so much money why aren't there better amenities and more security in the community? At the HOA meeting this month, they were discussing doing away with security altogether and starting a neighborhood watch and just to call OPD every time there's a problem. I've had Three instances where I've called OPD regarding safety concerns, one being when a women tried to get into my house with my mother and daughter in there, and then passed out in the bushes. I called OPD and then raced home from San Diego. It took me 40 minutes to get home and they never came to the house to check it out. Now we are supposed to take matters into our own hands when kids jump the gate to get into the pool? Or when homeless people rip the trash stations apart in the middle of the night? If I did my job as poorly as they did theirs, I wouldn't have one. Also, this is not a 'rumor' this is my experience. If it were possible to give 0 stars, I would. This management team will NOT respond to emails or phone calls and yet if you want to make an appointment they tell you to call or email! We as sellers, have 2 homes in escrow and are unable to contact Chris at Mills. Escrow has tried for several days, since Monday and this is Thursday to send the packet of docs to escrow without any kind of response whatsoever! I don't know what you have to do to get their attention, I have contacted the board president, and another committee chair to help me. They also have reached out but still no docs. Don't know what recourse I have but I'm researching that avenue. I was very skeptical about this company at first. Especially due to rumors from disgruntled homeowners. While they are not perfect (no one is) they are a company I've definitely come to trust. They are open to criticism and ways to improve their service for us. Chris, with her extensive law background is very savvy and a major asset to have on your side. While she may not be the social queen trying to be everyone's friend she's a straight shooter, logical and rational in her ways. The appearance of this complex has certainly under their (mis)management. Clearly the selection of contractors such as painters, landscapers, maintenance people are not selected on the merits of their work, just on yelp reviews and cost. In fact I was in a Homeowners Meeting where Chris Mills would not hire a reputable contractor due to a one star review on Yelp. The rest of the reviews were five star. Chris Mills is a fake. The rules are that notices are to placed on every door 24 hours prior to any maintenance, upgrades, etc-- but not by this management company. She painted the topside of our pool in a high gloss paint and then had to hire security to protect the Safety hazard. And they would pointed & laughed at little kids who slipped fell & cracked their heads. I saw this & then the so called security guy bragged about it to me. I couldn't believe it. So the pool didn't open until June 1st -- and time spa much later. Two seasons later, Chris Mills management has to have the pool closed AGAIN so the high gloss paint had to be sandblasted-- BRAND NEW PAINT MIND Ya-- not just costing the community time from what their HOA facilities they pay for in fees, but the cost to the HOA members because she has do her job twice... sometimes thrice. First season she had the parking spaces numbers painted (lived in Carlsbad then)-- and there were flyers everywhere POST BOXES BULLETIN BOARD -- everywhere but it didn't require a vehicle to be moved; however, the flyers didn't state this. So I moved my vehicle to the street bc there was a notice that was incomplete like her. I have proof of the this, I got a parking ticket --it was a Wednesday street cleaning and I got there like late --she's completely incompetent. As long as it's not her hardship or she Doesn't haveconfronted she doesn't care. Termite inspection info was posted on my door at least a month in advance so someone would be home. But not for this outside a home. This past week, in A PANDEMIC, vehicles did have to be moved yet The notice MINIMUM-less than 24 hours before the project last Sunday-- but LYING EMILY said she Specifically put a notice on my door because she asked me my unit number-- AFTER SHE SAID SHE & CYNTHIA put them on all doors. Where's the checklist? Signed by Chris mills? checklist for everything CYA bc Emily lies. I have was home all weekend; moreover, I've Been self isolation for 6+ months so it's a bad time to lie. Only pylons were visible to me on Monday, in another area, far from where my vehicle isn't parked, with 8 by 11.5" paper with print so small it was that should have been written MAKE ME GUESS. I did see no parking & the dates were like July 14 & 15- not Monday's date. Pylons are not my door. It wasn't until Wed when my neighbor told me my it was towed & who had it--I didn't even know it was gone. How many other vehicles were towed? I betcha none-- only mine because my unit that didn't get a notice. Mostly CHRIS MILLS HIRES LIARS THAT'S A SIN and when Lie puts a HARDSHIP ON ME that's another sin. But the HOA will Continue to support these lies & under costly performance. It's even deeper--I Couldn't even get handicap parking as 100% disabled vet. Chris Mills herself told me there is no available parking so of course a schedule should've been posted on every door months in advance especially in Covid--and there's absolutely no parking this is known-- this would be a proper project management. But yes--She told me herself & The HOA back HER Up no handicap parking (I might have been able to see my vehicle). This was another hardship on me & my family --lots. They Don't want to take actions or even pretended they cared. When I went before the HOA to request it, she didn't even look at me. She had a big Woman Doctor there to teach me about the specialist of neurology & dystonia-- my disorder and I could barely stand tsk. Shame on them. That's her only plan--Not be confronted. Also, Chris Mills had this app developed. Recently I had to change my email & thought I did on her stupid app... Another long drawn out process. I change my email immediately the but it will not save. what's the point of it if I can't change an email address on USER FRIENDLY app? Precisely why Chris Mills is pointless clueless & not Use she can't even read the schematics? Chris Mills would buy some thing twice & have The work done thrice. She is abusing Covid as an excuse not to tour the property-- yet she's never toured the property. Only seen here 3 times pool, handicap parking & when she was pregnant. I'm observing a pattern in the Mills Management reviews -- Realtors and new homeowners who have used Mills Real Estate rave about Mills. Homeowners & residents living here in our condo complex managed by Mills, however, claim an entirely different experience. I am certainly not the only one here she has offended via her lack of basic social skills. Unfortunately, she does not hold back an ounce of rudeness toward homeowners & tenants. Residents were required to attend key pick-up sessions scheduled on only a few specific dates for the new mailbox keys. A few hundred dollars was spent on doughnuts to lure residents to the event, money that could have been used to meet property management at their former "office" on a weekday during lunch hour. We were also told keys would NOT be mailed out to us, which proved terribly difficult for renters leasing from owners living out of the state or country. Residents are gravely concerned about the amount of our money she has spent on replacing a rarely-used putting green. Our reserves dwindle as spending on aesthetics has continued without concern for keeping our reserves for large and unexpected expenses, nor the cost inflation, over the next 10 to 20 years. read more

Mills Management has become the worst management company I have ever worked with. I own multiple properties and have worked with multiple management companies and property managers. Chris is tied in first place as the worst property manager I have dealt with in the past 15 years. She was responsive a few years ago and her assistant at the time was also helpful. I would have given a higher review back then. I do not know what has happened but over the past almost three years, they have since provided the worst customer service and have complete lack of follow through. If you look back, the good reviews were years ago and the bad reviews are recent. We are going on two and a half years of Chris putting us off on a painting issue that was the responsibility of the board. She blames the board, but all of my documentation proves that SHE is the one who has continued to drop the ball on this issue. She does not respond in a timely manner, and if she does, she never gets problems solved. Her responses to me now are "the board will review your correspondence." She does not respond to direct questions and passes off everything as the board's fault. She has no accountability whatsoever. She owns the company, "manages" all the properties, and has an assistant, Cynthia, who is as incompetent as Chris is. There is nobody else to contact at the company, as they are it. Even on her website the "Meet the Team" only lists Chris. She even refuses to give out board member contact information. She claims she can't but there is nothing in the governing documents preventing that. That is a big red flag. She is not qualified to be a property manager and has utter disregard for her employers--the homeowners. DO NOT USE MILLS MANAGEMENT. We are in our first home all thanks to the efforts of Chris with Mills Management. As first home buyers we were pretty new to the process of purchasing a home. Chris was prompt and very thorough with answering all of our questions, paperwork was always expedited, and also led us through multiple rounds of negotiation to get to a price we were comfortable with. With her knowledge of the comps in the area, we were able to negotiate the price down to $35,000 less than what the seller was asking. She is excellent in the work she does. There has been no other company that matches up to how good she is. If there is a problem, the company is on it immediantly, even weekends. There are no words that would properly illustrate how grateful I am for the efforts and level of care my family and I received from Christine and Emily at Mills Management Services. They were the management company for our HOA during a very difficult time for our community. Through the entire process they did what was fair, legal, and just for the entire association and went above and beyond for me personally. The specifics of our situation don't matter in the context of a yelp review but just know that if you want a company that will keep you and your interests out of harm's way then these are the people for you. Property/HOA management companies are often forced into the role of community shepherd and gatekeeper. If you want them to bend/break the rules for your special interests or think that they can be manipulated or pushed around like others have, then you should probably look elsewhere. I'm guessing anyone with anything negative to say about Mills has at some point been told something they didn't want to hear in regards to their special interest. Doing what's right is not always popular. That is when people truly earn their merit. Mills management has been fair and equal to all in our community. Mills Management has been managing the property where I live in Oceanside for 16 months now and with that much time under their belt you'd think they'd get the communication bit with the homeowners down by now. Painting and wood repairs on the exterior of the units has been a slough, basically at a standstill since March 2016 and when we seek updates we just hear that Mills Management is trying to resolve. Questions go unanswered and homeowner updates to outstanding questions are largely non-existent. We do attend most HOA meetings in which the owner of Mills is in attendance and we get plenty of information but then there is no further communication or follow-through. Commits to owners about various inspections fall flat, just pathetic and completely unacceptible. Really hoping to get this "management" company replaced with one that keeps owners informed and gets repairs done. read more

This review comes after trying for over 2 years to remove Mills Management Company as property manager. Mills was finally fired and her contract ended on February 28, 2017. After her termination, the gate to my community (of which only she had communication with the gate company) suddenly "reset," adding old contacts, including her husband, back with access to open our gate. Our website calendar for the community room reservation list was suddenly blacked out (Mills managed our website, but apparently our website was hers to black out after her termination). Probably a coincidence as well. She left our community broke, in disrepair, and at odds with each other. Her vindictive actions after termination are spiteful and unethical for a "lawyer" and I hope everyone takes caution when determining who should manage your community. I am just glad that she is gone and that we no longer are dealing with a company that showed no concern for the well-being of our community. read more
