Dr. Hooper thought my chronic cough was likely due to post-nasal drip, but my ENT disagreed and said the problem was more likely due to allergic-caused cough-variant asthma. My pulmonary function tests showed some deficiencies, but nothing major. Chest CT was normal except for some port-surgical scarring after left pneumothorax x2 surgical repairs and pleurodesis. I'm getting mixed messages from my doctors, but my cough is much improved after discontinuing Singular.

He called me prior to our first visit and informed me that he was not comfortable with results of the most recent lung test done by another physician, and ordered a new set . His opinion was correct, the prior test results were wrong, I was unresponsive to the prior treatments because I was allergic to some ingredients in the medication prescribed prior. He took the time to explain what was going on, what he was doing, and told me he hoped to see me in 1 year. I have not had a bout with emphysema or bronchitis since I've been under his care. It is a large red building, but the address isn't super easy to locate from the outside of the building, but it's literally right inside the office building once you walk through the doors. First Visit: The waiting room and individual exam rooms are a bit sparse, but that's only because Dr. Hsing is only at this location in Oceanside once a month (their main office is in Encinitas). It is incredibly convenient for those of us who cannot make the long trip in traffic to that location, and it's not difficult to get an appointment, even though they're only here at this location once a month, which was a nice surprise! Meeting the Doctor: Dr. Hsing himself was incredibly personable...his bedside manner is wonderful, and he asked all of the right questions in order to get my son the most comprehensive care possible. Today was our first visit, and he knew which durable medical equipment company to call and got immediately on ordering replacement parts for his CPAP machine, as well as writing prescriptions for his allergy medications. Office Personnel: The office staff was also incredibly pleasant...she got us in quickly, and between both her and Dr. Hsing, we got all of the information that we needed, and learned new things as well. Waiting Room and Overall Impression of Office Interior: The waiting room is clean and quiet, and it is fantastic to finally find a local professional Pulminologist that we can trust, and who seems genuinely invested in my son's medical needs and care. Can't wait to come back next month and see Dr. Hsing again! Final ThoughtsGreat first visit, and impeccable first impression. I would highly recommend Dr. Hsing and Coastal Pulmonary Associates to anyone needing care in north San Diego county. Between the office location in Vista and the one in Encinitas, you'll find yourself in good (and highly knowledgeable) hands!

They insist on me filling out things or doing things that are unnecessary or that I've already done and then do petty things to mess things up. So, before my appointment today I filled out everything about me and my medical health online during a lengthy checkin process. It took me 30 minutes to fully complete it. When I arrived today the woman helping me wanted me to manually fill out paperwork with all of the same information and I refused and said you've already got it all and I'm not filling out duplicate information. She insisted on me giving them my insurance card when I don't have an actual card. I have my info. I've never needed my card. They always have my insurance number and company and info and do not need my physical card or a copy of it to bill the insurance company. But she was insistent and i told her the above. I asked her to cancel an upcoming appointment with another doctor there about this point. In fact I asked her twice to cancel it. She said she would. I got called back for the pulmonologist and he was actually fine. No issues. Come back out to make a followup appointment before I leave per the doctor. Make it with another lady there. I then asked her if the appointment with the other doctor there was canceled like I requested and she said no it was not. I told her to cancel it. She did. She set the followup appointment with me. I left. The previous lady did not cancel it like she said she would. Sigh. I get a text after I left saying the appointment I just made had been moved to the day prior than what I just made. I suspect the First Lady with a bad attitude moved it just to be petty. This is awful customer service. Just not a good experience. She was power tripping. Had an attitude and did things to be petty and to screw with me and my medical stuff. It was a lot of unnecessary friction. A simple check in at the front desk of any medical office should be easy and pleasant. I'd give zero stars because it was that bad. But one star is for the doctor because he was ok. Also, Dr. Hsing their sleep doctor is not a good doctor if you have a circadian sleep disorder like DSPD or DSPS or Non-24 or other. His treatment of me and my condition was the worst I've ever encountered and I've seen many sleep doctors over the years. He is completely backwards about treating those type of disorders and gave bad advice and no realistic help or treatment to me at all. I am extremely knowledgeable about Delayed Sleep Phase Disorder and treatment protocols and he is just absolutely wrong. Attached is the plan he came up with that if he tried to follow it himself he couldn't. It's an impossible plan. If you have DSPD or N24 I'd run to another doctor and skip this place. He's their only sleep doctor. Unfortunately. He may be ok for sleep apnea but not for circadian rhythm sleep disorders. He covers all of their locations. Anyway. Front desk is a real piece of work. I will not be going back after I'm done with the pulmonologist I saw today and the stuff he ordered to get done. Update 4 months later: One of the meds the Dr. prescribed to me needs preauthorization. The staff at this office does not know how to handle a preauthorization. Most doctor's I see know how to get an initial denial from insurance companies through that initial denial and I'm never even involved and they do it fast. This office got the initial denial and accepted it. Then prescribed another medication that got denied. Then didn't work the denial and then prescribed me a 3rd inferior medication for my condition that gives me bad side effects. I've had to message and call them multiple times and stay on top of them to try to get them to actually work the PA like it should be to get what I need medically. Again other doctors offices do this all on their own without me ever having to babysit or stay on top of it. They just do it. Sigh In the future I'll find somewhere else to go. I would probably advise the same to anyone reading this.

She is consistently competent, thorough, smart, and efficient, all while showing genuine care and concern for her patients. Recently, Dr. Liang and Hannah truly came through for me when the clock was ticking -- what a team! I had less than a day to get a provider‑completed oxygen form sent to British Airways in London to ensure I could board a flight the next business day. With the time difference, the window was even smaller. When I realized late at night that this form was required, I got zero sleep. I called the office first thing in the morning, and they were immediately on it. Dr. Liang completed the form quickly, and Hannah called me right away with the necessary questions. Thanks to their urgency and dedication, the form reached London before the deadline. In a pinch, you want a doctor who is not only exceptionally skilled, but one who will take time out of an already busy day to help a patient in need. Dr. Liang is exactly that doctor. Thank you to Dr. Ni‑Cheng Liang, Hannah, and everyone at Scripps Coastal Pulmonology. Your commitment made all the difference.

Despite notifying the clinic multiple times of her death, I have now received three calls attempting to schedule follow-up appointments for her. That alone reflects a concerning lack of communication within the organization. Unfortunately, this was consistent with our experience while she was alive. My sister had multiple complex medical conditions, yet obtaining coordinated care was unnecessarily difficult. Communication was poor, medication lists and diagnoses were often inaccurate, and correcting errors in her medical record proved extremely frustrating. Some examples include: Her chart repeatedly listed coronary artery disease and hypertension, neither of which she had. I had to continually request that the Primary Care Physician removed them from her chart. An incorrect fax from her primary care office led to her life-sustaining Midodrine being discontinued at her memory care facility, resulting in a syncopal episode and urgent medical evaluation. Her gallbladder surgery was delayed after surgical clearance was withheld for mildly low potassium. While waiting for another appointment, her biliary drain became dislodged, requiring emergency surgery at another hospital. When hospice became appropriate, the referral was sent to the wrong agency despite prior discussions, causing unnecessary frustration during an already difficult time. Throughout her care, messages often went unanswered, and communication seemed focused more on administrative processes than resolving patient needs. I worked as a Nurse Practitioner for over 30 years and understand that no healthcare system is perfect. However, accurate medical records, clear communication, and coordinated care are basic standards. In our experience, those standards were too often missing. We remained with Family Health Centers only because appointment availability was better than many alternatives, which was critical given how medically fragile my sister was. I sincerely hope the organization reviews its processes and improves the quality and coordination of care. Based on our experience, I cannot recommend this clinic.
