I booked directly through the Payless website because I assumed the estimated total would be reasonably accurate. My reservation showed an estimated total of $169.74, but when I arrived at the counter I was presented with charges totaling approximately $256 before any optional products. I will attach screenshots of both the online reservation and the charges presented at the counter so others can compare them for themselves. This turned into a huge waste of time. I took the airport shuttle to the Payless location expecting to pick up my reserved vehicle, only to find that I either had to pay significantly more than the quoted amount or walk away without a car. I ultimately chose to rent from another company because I no longer felt comfortable with the transaction. I was also told that if I declined the unlimited toll package, I would be charged $50 every time I used a toll road, plus the cost of the toll. However, the information on the company's website states that the administrative fee is $2.95 per toll transaction, plus the toll amount. During the insurance discussion, I was told that they needed to know whether anyone was driving my personal vehicle back home because they would be "transferring" my insurance coverage from my personal vehicle to the rental car. That explanation did not match my understanding of how my personal auto insurance works. Rather than argue, I simply confirmed that no one else was driving my vehicle and declined the optional coverage. I don't mind being offered optional products--that's part of renting a car. My concern is that the online estimated total did not reflect the amount presented at pickup, and I received explanations that conflicted with the company's own published policies. I went to get my car and he said it was going to be $200 MORE THAN I was quoted because if fees.Then he said it would be $6.50 per day for toll device for express, whether we use the tolls or not. I said I was going to talk to my boyfriend and when I came back he said that car was not available and it will cost me $3.00 a day more and at the end of my rental was $150 more. Absolutely unacceptable experience with Payless Car Rental in Puerto Rico. I booked through Expedia for $467.52. At pickup, I agreed to an $83 toll pass, which should have brought my total to about $550. Instead, I was charged $717 -- over $160 more than expected with no clear explanation. The staff immediately blamed Expedia, claiming they don't include taxes and fees, which is misleading and not consistent with my many past rentals through Expedia with other companies. I had no choice but to accept the inflated price since I had no backup reservation. It got worse when I extended my rental. I was quoted $376.21 for 6 days and explicitly told I would be prorated if I returned the car early. I returned the car more than 33 hours early and was only refunded $29 -- far less than even one day's rental. When I questioned this, the manager claimed I was on a "weekly rate" and therefore not entitled to any rental refund -- something that was never disclosed when I extended the rental. This directly contradicts what I was told over the phone. This feels like deceptive pricing and bait-and-switch tactics. Between the hidden fees, misleading information, and refusal to honor what was promised, this location operates in a way that takes advantage of customers. I strongly recommend avoiding this Payless location and renting from a more transparent and reputable company instead. read more

One day and with no explanation they did not want to rent me anymore. Seems that because the discounted prices on Priceline were too low and they made an excuse that my account was blocked. (so if anything just make the reservation)...they want you to buy their insurance or (use your own) but yes the online price doesn't match the price when you get there. This company will scam tourists... Plain and Simple. Take the negative reviews to heart, because they are all true. Please take the negative reviews to heart. Here are some points from my experience: 1) If you book online they will lie to you saying that can't accept protection policies booked through other agencies (Priceline for me), that you have to buy their protection plan (about 3x as much) and it is not optional. Their own corporate office debunked this.. the policy is optional and insurance purchased online can be honored 2) they will have hidden fees in their rental agreement that they don't explain are optional to get top dollar out of you (airport fees, roadside assistance etc) 3) maybe it was Giancarlo specifically, but they will not explain their damage protection is deductible based and in addition to paying the already outrageous daily price for their insurance you also have to pay into the deductible if something does happen (another car scuffs you in a parking lot etc) yeah that definitely wasn't explained, so they'll get you on that. Giancarlo purposely manipulated how he explains the policy, I can promise "deductible" was never once mentioned (but the bill afterwards will say it was) 4) This is the big one ..they'll try to "add" damages after you leave, after you signed off on the inspection, and they'll forge your electronic signature into a document you didn't sign. Happened to me. 13 minutes after I left the premises. Kinda hard to sign something when I'm not there. That's called Electronic Signature Fraud kids... That is a crime. I had one scuff pointed out to me in the very through inspection, and that was the only damage I was asked to sign off on. Imagine my surprise when I got an email 30 mins after I left with several photos of "damages" that they are trying to bill me $500 for, with an electronic signature to a statement that I accept all responsibility for damages after the inspection...."signed" 13 minutes after I had checked out and left the premises. These guys are crooks.. Plain and simple. Scammers... Plain and simple. Please please please....book directly with a reputable company (Budget, Avis, etc) do not rent from these local con artists. We rented from Payless Car Rental and the whole experience was shady from the start. The guy at the front desk was smirking while taking our card info, and that same night we got charged by another car place down the road from them -- for a rental under my husband's first name but a different last name. Clearly, these scammers thought they were slick. (We disputed the charge, reported it, and got our money back -- nice try!) On top of that, they charged us $25 for gas even though we filled the tank and even have a video of their own worker saying we would've only been charged $5-10 tops for the gas used to get there from the gas station we filled at . They also never answer their phone -- and if they do, they'll put you on hold for 10 minutes and then hang up. Total scam behavior. THEY ARE SCAMMERS. DO NOT RENT HERE. We're reporting them to the Department of Consumer Affairs in Puerto Rico because this business needs to be investigated. They open at 5AM, If you have a flight before 5am like it did . You have to wait till they open , I called and they told me that you cannot drop off car early . They don't have a key drop box . This franchise location is a complete scam. After talking with Payless corporate their insurance is optional. We have our normal Allstate coverage and purchased more travel insurance to be safe. After arriving we were intentionally deceived by the sales rep stating they wouldn't accept either insurance coverage and then threatened us to be stuck there with no vehicle unless I purchased their insurance. I reluctantly agreed so my wife and I wouldn't be stranded. The sales rep again lied stating the lowest insurance costs us $151.99 which was 3x the original price we originally paid. I only learned of this scam after I got back stateside and had the ability to further investigate their claims. I just received an email from the manager Alma Toro stating he has audio and video recording of what transpired. Convenient how he pointed out me signing the rental agreement without the context of my ignorance in assuming they were acting on good faith in their business practice. This is the cheapest rental I've found on the island yet. It's a bit of a hassle to get there and takes time to get your car. This is one of the lowest prices you will get for a rental anywhere; US. We got a brand new Nissan SUV for just over a $100, and paid toll pass for another $75 or so. I don't think that was really necessary, but used the heck out of it within a week. El Yuenque, beaches, Old San Juan, etc. The downside, was having to flag down the shuttle van. We just missed him after landing and he left right after we got to sidewalk. The next van parked very far, I had to walk and get him to pick up my wife and daughter 1/4 mile away. The last thing I will say is, close your eyes when they are transporting you to the rental place from airport, they drive like madmen. And the radio is constantly squalking asking for the drivers status from the office. So he's rushing and edging bumpers to merge onto freeways. I fit right it in as a driver lol. I would 100% rent here again. The workers were polite and quick to get us into a brand new 2024 Chevy trailblazer. The problems most people have come primarily from the booking sites and not this agency. We had a great experience and here's how to make that happen: (details below) -Print a copy of your own insurance policy and bring it with you. Then use a credit card w/ car coverage for the deposit (I used CapitolOne Quicksilver). They happily accepted those and didn't even ask if I wanted to buy their policy. -Be ready for your final bill to be more than the booking site claims. There are extra local taxes and you'll want to buy their toll pass for a few dollars a day so you don't have to stop at every booth. Priceline said a subcompact suv would be $128 for 4 days. The final bill was $212. But that was still only $56 a day for a brand new 2024 Chevy trailblazer with unlimited mileage and all tolls covered, which is a great deal. A few more details: -the insurance problem doesn't come from Payless, it comes from the fact that rentalcoverage and Priceline continue to sell policies despite being informed that Payless won't accept that policy. And honestly, you should probably be glad they won't- rentalcoverage requires that the driver pay for all damages and then submit a claim for reimbursement. Most people don't just have $25k on hand, but most people do get that insurance companies won't want to cover all of that. So both the company and renter get put in a bad spot. -Priceline understates the price when they could easily provide a detailed breakdown of specific costs that one might have added on to the bill. To me, the difference between quoted and paid price is mostly on them. -You might have to wait a little time for a shuttle but they ran frequently for both my pickup and drop off, so totally worth it. read more

Tried to rent a car today via Priceline and my experience was absolutely awful. The price that I was told was $74 which granted not including the tolls pass. The toll pass was 5.99 a day yet somehow it was $150 plus $100 for insurance. So what was a $74 rental ended up being a $250 rental. Buyer Beware of extra fees! I booked two car rentals on Expedia for 5 days in Puerto Rico. The price quoted on Expedia excluded taxes and fees but provided an estimated total of $216. Actual total price charged was $530. Payless does not honor the insurance purchased through Expedia, so don't bother. I didnt buy the Expedia policy because I expected to use my existing insurance coverage but Payless told another customer that they would not honor his policy purchased through Expedia. If renting multiple vehicles with your spouse, and you have a joint insurance policy, Payless only accepts your policy for one vehicle. Customers have to purchase insurance through Payless for the 2nd vehicle at $40/day. I was required to pay for the express toll pass (daily fee) even though i did not pass through any tolls during my stay. read more

The car we rented was extremely dirty, they even put water in lieu of windshield wiper fluid. Like other reviewers, they added their insurance without asking if we even needed it. I almost had to argue with the agent when explaining we have more than adequate car insurance plus our credit card insurance. The agent was rude and condescending.
