The latter in my opinion is dishonesty and does not do quality work. The first one will tighten your lug nuts to the specs you ask with torque sticks, while the latter say you don't need them. Needing my tighten to 105 ft/lbs, the first person was right on, while the other was over 150 ft/lbs. Will never go there again!
