I don't think it's entirely his fault, but he had miserable attitude and it was clear that he wasn't going to do anything to verify the offer or help. But, I think the management should be in charge of notifying all the employees and for posting such specials in a visible location that the employees can see. I'll be back for another try and hopefully the situation has be resolved.
