I rented from them about 2 years ago, never want to go back. I was living in the Winchester Apartments. For a while that I was living there it wasn't too bad, the inside is alright, and the neighbors were friendly. The location itself looked lovely since the surrounding neighborhood look like drug central. Anyway, my landlord at the time was Lisa. The first issue I had was that when I was moving in, I accidentally scuffed up the bannister leading upstairs. I told Lisa about it 3 times, never once got a reply or ever got it repaired. The next issue was that the toilet had gotten busted, I tried calling and emailing Lisa. For about a week no reply, I had to go use other bathrooms because I only had one toilet. So I finally had my friend fix it and cancel the repairs. I then get an angry voice message from Lisa telling me the maintenance people are suppose to fix it, not just some random person. So I call her back, leaving her a voice message saying "You never got in touch with me, so what was I suppose to do? Not have a working toilet until you finally decided to have the maintenance guy fix it? No!" Then finally we moved out, had enough of the horrible management and the way Lisa was running things. So we cleaned up our place and left, I then get several voice messages from Lisa telling me how we left it in a war zone and how she had even called my mother to complain. So now I had my mom jumping my case as well. So I went back to the apartment and took pictures, yea it was a tad messy, pretty much normal wear and tear and sent them to my mom. My mom was now furious at Lisa for lying to her and for wasting her time. Then the worse thing she has done, when we were trying to move I put Lisa down as previous rental history, and when my hopeful future landlord called Lisa completely lied about me. Telling them how I had pretty much trashed the place and they had to fix it completely. That's funny since I got most of my security deposit back and did not owe them a dime. So my boyfriend and I went to talk to Lisa about this. I asked her to see my records and she said to me she had thrown them out. I know you didn't throw out my records, you just didn't want to show me that you had just lied to me. I will never ever rent from this place, nor will I ever recommend someone to rent from RAP. Stay away from them! They are liars and simply want your money. They will not do repairs and will lie about you to future landlords. read more

Completely agree with previous reviewer. Once members of the new office team came in, I was harassed and treated like a criminal, despite being a tidy and clean tenant. I was shocked to discover print outs of my private social media page in my rental file. The staff caused me untold amounts of distress. My friends who used to rent with them became ill from the toxic mold, but the staff refused to take accountability, much less resolve the issue gracefully. I also became ill, but couldn't attribute it to mold until I moved out and no longer had symptoms. They blame the residents and their cleaning habits on the mold, no matter how obsessively clean you are and the fact that there is no ventilation. Rent increases to live in a place that makes you both physically and emotionally sick. Unethical people, and terrible attitudes. Spare yourself the grief from renting from them. read more

Unfortunately the managers are not very pleasant. They don't react to questions very well. They become instantly agitated when you don't just take what they say and deal with it. Their favorite response is that you can buy something and move and that would be a solution. They don't answer the emergency line and when they finally do return a call several hours later they are hostile and disrespectful. It is sad to see this is the style of management being utilized since the new managers were hired just over 2 years ago. This used to be a wonderful company to rent from, but no longer. Now they like to do rent increases every 3 months and treat you like a criminal for asking questions. read more

We rented for over 12 years (originally through a different company and then bought by the current RAP owner, a definite turn for the worst. The building was originally built in the 40's and the bathroom was original (toilet, bathtub, sink). The prior tenant had lived there for over 12 years and we inherited the carpet. You can imagine what 24 year old carpet was like by the time we moved out. About 3 years prior to us moving out, we had requested the owner to come over and look at how bad the place had gotten. a water leak from the old radiator had necessitated (our) removing a small portion of the carpeting. This exposed sand/dirt that was under the pad (on the wooden floor), an indication of what was under all the rest of the nearly quarter of a century old carpeting. The bathroom sink, chipped in several places was coming off the wall. There was a pervasive mold problem which was a constant issue to battle. He had been renovating all the other units in the complex up until this time. He told us he wasn't willing to put a penny into the place while we lived there. We were disabled senior citizens. I improved the landscaping drastically, saving established bushes from dying. (We received numerous compliments on how attractive our place was and the property manager would always bring prospective tenants by our place.) He had threatened us with eviction for watering the bushes and plants outside and "outlawed" the few vegetable gardens people had put in, yet permitted people to water the "lawns" (mixed greens, if you know what I mean), (This was a written notice that had a lot of the tenants scratching their heads.) as chronic"lawn" waterers continued to set their sprinklers allowing water to runoff into the gutters. When neighbors would use our hose to wash their cars in the parking lot, we were told this was our responsibility. Twice in all the years we lived there, water from the flower/shrub beds had run off into the parking lot which he witnessed once, putting us on the hit list. Sure enough, we were given 60 days to vacate after almost 13 years of on time payments. The "reason"? To renovate the place. Yet, to this day, 2 years later, another long time tenant (30 years) is still in her place, because she buckled under and stopped watering her established plantings. Now the entire place looks like the Sahara desert most of the year. I realize water bills have gone up but Lisa, the property manager, was always cordial. One last kick in the gut. Not only were we denied any refund of the damage + pet + smoking deposits (neither of us smoked the entire time we were there) but we billed more additional work including items "left"in the attic storage room. These cabinets and other items WERE THE EXACT ITEMS THERE WHEN WE MOVED IN. Other charges were for things that were basic to the renovation of the place -- the reason for us being evic...oops, no. That would have cost him legal fees plus expose him to suit for NO BASIS. He has to pay for his 2 Humvees and Las Vegas property (he's a professional gambler.) Unfortunately, our budget didn't allow for legal costs to sue him. RAP Properties may have some of the lowest rents in Roseburg, and a lot of properties, but remember: you get what you pay for. read more
