Horrible lacking of consistent enforcement of property maintenance guidelines within our neighborhood. During the Christmas holiday season, a neighboring property placed more than ten loose plastic trash bags in the public view area of the neighborhood. According to city trash collection guidelines, these bags would not even qualify for pickup in that condition. Despite numerous complaints and requests submitted over the course of more than 30 days, the trash remained in place, creating an unsanitary condition and negatively impacting the appearance of the community throughout the holidays. It ultimately required contacting the City of Houston Health Department before the situation was finally addressed. In addition, RISE recently distributed warning letters regarding exterior lighting requirements and the possibility of fines for noncompliance. However, at least three homes in the neighborhood -- including the same property referenced above -- currently have nonfunctioning exterior lighting with no apparent enforcement action taken. Similarly, warning letters were also distributed regarding trash cans being left visible outside of collection days in order to "maintain property appearance." Yet there are currently multiple homes, including the same property, that have continuously left large trash cans visible on a daily basis since we purchased our home, again without enforcement. As homeowners who make every effort to follow community standards, it is frustrating to see selective or inconsistent enforcement of these rules. We value maintaining a clean, safe, and attractive neighborhood and simply request that all homeowners be held to the same standards equally and consistently. read more

New management at our condos. They are not willing to work with owners. They are also demanding assessment fees and administration fees for late payments - THREE TIMES AS MUCH AS THE OLD COMPANY. Plus, they give incorrect information in the letters they send. Furthermore, they require residents to go across town to pay when there is an onsite manager. The only positive thing I can say is that their receptionist is very nice. read more

They specialize in taking over everything and eliminating all owner oversight and information. They tout "transparency" and go for none; and promote one special assessment after another, and prioritize projects with vendors they select that are expensive. they have all kinds of hidden fees and fail to disclose conflicts of interest, for example, they placed our insurance and profit off it, undisclosed. They moved our auditors to San Antonio, outside subpoena range. They failed to produce any audits for yearsuntil they got sued. Without any financial oversight they committed us to big projects and loaned us the down payment for our generator at 10% without telling the owners. Check out the Harris County District Clerk's office: they have many lawsuits. Their contract is overreaching and has an indemnity that one lawyer said he did not think was legally enforceable in Texas. They make our employee payroll go through them and charge a percentage of payroll, but make us pay the bonuses. I cannot get them to show me the payroll despite repeated requests. they use lawyers aggressively to silence owners and prevent oversight from working the way the law says it should in our condo. They refuse to allow inspections of the books and records as required by the law for our condo. All in all they used us to promote their business to get other highrises and to promote their insurance business, Archer Risk, at at enormous cost in what I call self-dealing. This review is in regards to Laurel Park and the association Manager. I am utterly disappointed with the process and execution of renting a clubhouse for the Laurel Park community. Due to the transition from FirstService Residential to RISE, I'm assuming there are still some quirks that need to be resolved however it was a very difficult and frustrating process that didn't need to be in the first place. TL;DR Struggled to reserve Laurel Park clubhouse and previous residents left a mess for us to clean resulting in questionable fees. Buyer beware. Communications from RISE were definitely vague at times and we had to reiterate messages several times because of the miscommunication and misunderstanding on their end. My partner had completed the packet needed for renting the clubhouse under HIS name and was forwarded in several emails. I had sent screenshots of my payment under his name (which was also a difficult process and I had asked how to do it but only a four worded email that did not answer my questions and again, had to reiterate how do we proceed. I suggest having a how-to in the packet that involves making an account, reserving etc. for future clients). With everything under his name, the association manager had gotten confused and replied to my email saying my reservation was taken already which resulted in even more frustrations. They had written my name under the reservation rather than my partner's whose name was in every single document/screenshot that was sent prior (which I'm also assuming was not even read or acknowledged because they had asked for it once again). After sending a complaint and our frustrations due to the the unprofessionalism, my partner ended up overtaking the emails because she had personally reached out to him on text and managed to finalized QUICK. However, yet again asking for the same information in the packet that had already been completed and sent a week before all this mess. It doesn't end there though. Upon arrival, the clubhouse was absolutely FILTHY and DISGUSTING. We were even more frustrated because it was assumed that there would be janitorial services between parties or somebody that would at least check before each party. That was not the case. The clients before us had left a mess - residual food that included pink frosting, cookies, and cake that had been embedded on the tile floor. Leftover decorations, broken beer bottles outside, and trashbags were filled to the brim outside. Leftover drinks in the fridge. The bathrooms were atrocious - soda cans, overfilling trash bags, and toilet paper all over the floor. A mop was broken, table was broken, and there was broken shards in the kitchen floor. We had to clean up after somebody else's mess in a matter of time because of our reservation in a few hours. That setback setup time for us. I am so UPSET and embarrassed for Laurel Park and the management. We had collectively swept, mopped, and cleaned the place before AND left it cleaner than we had previously entered. Luckily there were several members in my party that had helped us before and after the party. We had expressed this to the association manager and they had said, "the board is considering janitorial bids which may include emergency after rental cleanings as needed". THE BOARD NEEDS JANITORIAL. This is absolutely unacceptable and I am appalled at the conditions. I question at what service I am paying for to rent the clubhouse. For a nice neighborhood like Laurel Park, you would think they upkeep their recreations. In addition we had also paid extra for alcohol fee and the off duty officer DID NOT ever show up. I have assisted in many rentals for parties and this byfar was the worse experience from beginning to end. I suggest having a walkthrough procedure and a checklist implemented between each resident who rents out the clubhouse so that residents are responsible for their cleanliness. With the walkthrough, a resident does a walkthrough before they get the key and after cleaning, you need another walkthrough in regards to the checklist. The checklist needs to include the BATHROOMS and the FLOOR which seems to be the most neglected areas and are often overlooked, which was definitely the case here. If there is damage, the association should make repairs, hold a hearing, and apply a maintenance assessment to the owner's account responsible. I do not recommend RISE at all. With the fees you pay, you will question what you pay for. If I'm paying $175 I should not be cleaning up another resident's mess from a previous party who did not comply with the rules. I'd also recommend assigning Getting Things Done by David Allen to your team. That book could vastly help your team and organization. That's assuming you wish to provide a better customer experience. Since June of 2022 (2.5 years), Rise has refused to resolve an important homeowner issue and, through the process, they have wasted a significant amount of my time and energy, exacerbated the repairs needed on my home (due to their delays) and caused tension with neighbors. I am persistent and insistent on solving this issue because it is not just me nor just one issue: how Rise and the Board treat homeowners matters. Bullying is unacceptable. Policies must be adhered to, for the benefit of all homeowners and tenants (who fund Rise's incompetence). In 2022, Rise, along with the Board, began bullying my neighbors (and myself) to replace gutters that we all shared. As in our policy, we should have shared these costs and repairs. When I called Rise's attention to this, they harassed me with fines and lawyer letters, until the moment that their own lawyer agreed with me. Then, they simply stopped responding (in part due to the fact that employee tenure at Rise seems to be about 6 months; high turnover, low follow-through). In 2023, Rise helped update our HOA policies to clearly articulate home owner responsibilities, in line with my understanding. That should have been helpful, except the Board (along with Rise) continued to willfully ignore the new policy clarifications they agreed to (supporting what I already knew to be true). Finally, a couple weeks ago, I spoke with a director who agreed with me. She promised to set up a meeting with the board, verbally ( since I've been prevented from attending board meetings virtually, despite enabling remote attendance also being a policy), and she clarified to her team what the policy actually us. See email attached. I responded. I explained my sense of urgency. 3 email follow-ups later and no response. It's unreal homeowners have to pay Rise $150/mo and they cannot even respond to emails. Their entire active "responsibility" is to take care of 2 measly bushes (which occasionally they let die and replace) at my home. The rest of the $150, they do not have clear explanations for (I requested and reviewed the budget a year ago, sent in my questions, and no one has responded, par for the course). read more

Houston HOA sold to Rise HOA for townhouse in west Houston. Our rates were $1860 for 2022. $2046 for 2023 and .... get ready ... ..an astronomical $3408 for 2024. They blame it on increases in water rates from City of Houston. I blame it on greed and a mentality of what can we get away with. I dont want to start in on radical homeowners insurance rates. I am an electrical contractor for Rise. We have several other contracts with other management companies throughout Houston. Compared to the other companies I deal with I can honestly say that Rise is by far the easiest to deal with when it comes to scheduling their Maintenance request. I have worked with Scott Collins for about a year now and he is very attentive to any questions I have about any work orders that have been assigned to us. I never have a hard time getting a hold of him or any of his staff. If he doesn't have an answer for me he finds someone who does. Scott and his staff knock it out of the park when it comes to taking care of there sub contractors and the properties that they manage. Big kudos to these guys they bring their Super "S" and capes to work everyday!!!! read more

For cost-effective association management groups, Rise does a good job if you are willing to put in some swear equity to have their back in finding contractors, reviewing bills, and noticing anomalies around the property. I have a condo/townhome in Houston and our board selected this company for property management. In less than a year, they've gone through 3-4 front office managers now. They started out introducing themselves with direct contact information as if they would be on top of things. Well that's a joke because they almost never respond. The best part: they charge residents a fee for paying their HOA. Residents have to pay them in order to pay their HOA. read more

Awful management company. I own a condo that this association recently took over managing. In the short time they've managed this property, they have gone through 3 different association managers. The worst part is their deceptive and unfair practices of delayed posting of payments so they can charge late fees. I've been mailing payments on the same day through my bank's bill pay service for over 10 years without an issue, but now, RISE claims my payments were late 3 months in a row. I had my bank research and they proved they sent the payments on time. It should not take 14 days for a check to clear! I've provided proof of payment from my bank, contacted Rise numerous times by email and phone, and either get no response at all, or they say I need to talk to the HOA board. This company is in charge of property Management at my condominium complex Marlborough Townhomes. There is only one associate responsible for managing the 200 units on site and she is IMPOSSIBLE to reach. Emails take days to respond, she never picks up her phone. Also every time i have asked a question, i have somehow been given a violation. It's as if they would rather i not ask questions and do whatever i want to avoid violations. I say this because i see violations worse than any that have been reported on me on a daily basis and the only violations i received were directly after i had contacted them with questions. In addition to that, i have worked for the past month and a half to get a third parking pass for my unit (which i own). This has been impossible to receive due to inconsistent communication, misinformation on requirements and just a general sentiment that third parking passes can't be given out due to limited parking. There are ALWAYS multiple empty spots at this unit and i find this excuse hard to believe. Not to mention it costs $500 a YEAR to even get a third parking pass. Overall, their service is not worth your money. You are not going to get what you asked for and they will frustrate the crap out of you. Since there are rarely any protections for owners against the ineptitude and poor service from this company, it's best to avoid these guys at all costs. read more

RISE is completely incompetent. The HOA for the townhome I own decided to switch from KRJ to RISE this year. I received ZERO communications about the transition. I had to reach out to RISE with my contact information, and, instead of receiving proactive communications, including about monthly fees, all they have sent me are "after the fact" emails or letters about fees I owe, including "unexplained" fees and late fees. I called and emailed multiple times to ask for clarification and information. I received no response from the property manager, Denise Fanning. One sane person at RISE advised me not to pay alleged additional fees until KRJ clarified (which they haven't); and now, RISE has added what appears to be nearly $400+ in "late fees" because I refuse to pay unexplained fees and is pressuring me to pay for repairs that are the HOA's responsibility, not mine. Communicating with Patrick at RISE is hopeless. He's supposed to be able to interpret contractual language regarding who is responsible for these repairs. Instead, all he does is recite one piece of text that supports his perspective and then refer to a single photograph of a single unit, instead of reviewing the actual language in the by-laws and actually looking at the complex to confirm that the gutters are a system, amongst multiple units. read more

Due to an unknown cause of water on the foundation (plumbers have assured me that I do not have an active leak), I now have water seeping up through the grout in my tile floor that was installed in July of this year, my bamboo floor is buckling, and the floor is so wet, I actually have mildew forming on the exterior of the step going up into my living room. I have had one phone call returned (of course I missed the call), and evidently, that was my one and only chance to speak with Shalisa. I have left multiple messages and sent multiple emails with no response. If you are on the fence about purchasing a property, and you find out that Rise Management represents the Home Owners Association, heed this warning: DON'T BUY IT. Ariel, can you help me? read more

I am the owner for more than 10 years at the oaks of West U. Ever since the Rice management took place for our HOA, it has been a disaster. They have lost the monthly HOA fee my bank sent out through auto draft. Without any communication, they sent my case to the lawyer, trying to foreclosure my condo. When my bank has provided proof that the management has already cashed my HOA check, they finally admitted that it's their computer error, but I have to pay the legal fee for their mistake. Even though I have never late for the monthly HOA payment over 10 years, the Rise Team keeps on charging me late fee and all kinds of fines, because I refused to pay the legal fees due to their own mistake. The Rise team office has ignored my email and phone calls. It seems like that I have to find a lawyer to fight with this horrible management team... Try to avoid this management if you can!! read more

Totally incompetent management company. They are habitual fabricators of non-factual information. Their service is non-existent and response time is dismal at best. It may take 6-8 months to get a repair completed on the property. The quality of their staff is poor. No one seems to take pride in their jobs. They also hire contractors who perform substandard work. They are also getting a cut of the high premium liability and property insurance that they entice you to purchase. Update: we have a new property manager (Courtney Aguilera) who is just as bad as the last manager we had. Her assistant is no better. Our exterior doors were not closing and when I reported it, I was told that someone came out to repair it and there was nothing they could do. So in all of Houston, they couldn't find someone to fix exterior doors?!?! I pay to live in a secure building for a reason - if doors aren't closing, that's a bit of an issue, no? I've also reported other issues to them and they say it'll be taken care of or we'll send an email notifying you and it never happens. They don't follow through on anything. It's the height of unemployment in this country - you'd think Rise could hire better staff at this point. Seems like they're just picking people up off the streets. Worst management company ever that does not care about the homeowners. I moved in just a few months ago. Upon moving in, I tried to be proactive in changing my gate codes and it took several days and attempts to get a hold of Chantal and get a response. There was no information given to me about board meetings, paying dues, or any other pertinent information that a new homeowner would need to know. I had to dig for this information myself. Since then, I have run into several issues at the property and the management company has been very hands-off. The dumpster was not being picked up as scheduled despite other homeowners calling them several times to report it and there was garbage being thrown everywhere. They want to send us emails saying there's an extra charge for this but what do you expect if it's not getting picked up like it should?? There was also a recent break-in which resulted in a change of building access codes - including my own - but I was never notified. Come home at night with groceries and can't get into my own property. Let's make a female stand in the dark alone following a break in - great way to treat the homeowners. I had to follow up with them several times the next day to get a new code - completely unacceptable seeing as I was locked out until I had a new code from them. It shouldn't take an entire business day to handle that. Parking is not being enforced- guests are parking in the resident parking areas and upon reporting it, Chantal basically tells me I have to take it up with the individual myself even though it's a rule that guests aren't allowed to park in the gated area (why do we even have assigned spaces if parking is a free for all??). They also won't allow any contact with board members and am told that if we want to bring an issue to them, we have to go through her first (aka it'll go nowhere and I'll never be heard as an owner). Also called Chantal to report A/C units that are about to fall over due to damage to the platform they were installed on. I followed up several weeks later and nothing had been done about it - she didn't even seem to care to alert the homeowners- and she seemed to have no clue what to do, except to say she'd have to talk to Hector (who also is never responsive). She also has trouble answering basic questions about the occurrence of board meetings. Is there anything this management company DOES do other than collect money??? Pitiful service. On February 16th I wrote an email reporting a problem in my condominium that needs to be fixed. I didn't hear back from them. I wrote ten days later, on 2/26, asking for feedback: even if the work could not be performed right away, I would be interested in at least knowing they had received the initial note and had not simply tossed my request away to their trash mail. Twelve days later, on 3/10, I have yet to hear something from them. read more

Being new to Houston and HOAs, I bought a townhouse that was part of a community being managed by RISE. I heard that the board was finally turned over because of the poor management by RISE, and within the year, RISE was fired. My personal experience in that community when I first bought was poor. For example, the carport lights were out and the bulb needed to be replaced - several requests later, after months of follow-up - I got the response that the request was going to be put on hold until funds opened up - for a lightbulb to be replaced. I would follow up for months after that - and it would always be the same response. This occurred with various other minor requests such as getting a gutter extension (costs about $7 at Home Depot at the time) installed so that water wouldn't hit the foundation of the house - something the home inspector noted and said could cause permanent damage. It wasn't fixed and Rise was gone within 1.5 years. Next, I bought in a condo association that happened to also be managed by Rise. I got to personally experience a much worse experience. Efer Gavidia was the assigned portfolio manager, with support from Emma Deartherage and Courteney Aguilar (nee Cox). The rudeness and the harassment by these folks was unbelievable. Rise did nothing but pay vendors, and provided no oversight to these vendors, so services were not performed. This included everything from basic trash and landscaping services, to more structural repairs related to the freeze. They did not use licensed tradespeople, and would frequently just take the vendor's word for it, vs. any home owners. This led to the property's reviews and value going down on public sites as folks noted the trash around the property, the visible mold everywhere on the outside of the buildings, etc. Instead, RISE focused on sending fake violation after violation to anyone who complained (e.g., Efer threatened a home owner who offered a vendor's personnel some water on a hot day with a violation of harassment because the home owner escalated getting his structurally unsound fence repaired in the first place). This led to law suits against the association due to negligence, and a resolution to change the board because they were allowing the property to be driven to the ground. They too got rid of RISE within 3 months of a resolution to replace them being passed. All in all, advice is to a) avoid HOA communities if you can b) Don't select RISE as your property management company unless you want the added drama of lawsuits, your investments going down in significant value, and to be confronted with abusive behavior from people who are supposedly working for you on your behalf on the daily. read more

July 22, 2021 our community held it's annual meeting. RISE sent two representatives. Efer and "senior rep". Emma. 1. More than 30 people showed up. We were asked to give our address and sign in. NO OTHER ID was required. There is no way RISE reps could know all the homeowners on this property. 2. No community volunteers were allowed to assist in tabulating the votes. While this may not be required, it is NOT best practice. read more

rise was selected to manage our condos river tree lake jackson tx and i own 3 units i was suppose to close on a sale tomorrow selling 1 condo and the lender discovered that rise has no money in the reserves so they will not be able to give loan !!! i pay my home sues every month this rise company since they started they always screwd my accounts of its not one thing its something else and i emailed them today and got no response !!!! so nobody can sell when a managemnt company is missmanaging our money!!!!! read more
