The owner, Lee, answered and I explained my situation. He scheduled a visit the following Tuesday morning to check it out and he said his son, Jason, would be the tech as he was the expert. Jason arrived as expected, surveyed the issues and discovered a leak in the valves. Turns out the neighbor's tree root had infiltrated the pipes and caused a crack. He dug out around the valves, determined the repair and had everything done within 2 hours! He ran through the entire system to make sure all was well and made sure everything was back to normal and clean despite the fact he was a muddy mess.
