I found Tech Photo old school, in local yellow pages. Made an appointment and he explained everything in detail what he would do to try to bring back as much of the original as possible. He showed me samples of his recent work and I was duly impressed with the before and after. So I left him with our portrait and went on vacation. I came back in about 10 days later to see the results. We saw colors that we had forgotten. Horrible chemical smears across faces from polish spray (photo was not under glass when "glass" was sprayed to be cleaned!) completely restored as if just taken. Picture was reprinted on much higher quality archival type photo paper, not likely to fade for at least 50 years. I highly recommend John at Tech Photo to anyone who needs to restore or touch up precious photos. He does a lot of commercial work too, with up to 6 foot tall by almost unlimited width canvases also.
