Not only are their numbers fiction, they simply will not acknowledge the wholesale futility of their endeavors that often requires full time intervention by a cadre of residents trained in the accounting arts. Basically, if you lack accurate accounting, all other facets of any service portfolio are rendered meaningless. If this weren't about something as serious as finances, I'd be laughing.
