Despite literal pigeon shit, feathers, dust and other debris entering our apartment Prospect Management did next to nothing. It took months of going back and forth before they even "attempted" to correct the issue and they claimed they were unable to source the required parts to do so as the windows were so unique in nature. In the largest city in America with access to all resources required, we found this incredibly doubtful. Because of the lack of action on their part, we ended up taking them to housing court to attempt to correct the issue. We were jerked around by their lawyers who lied to our faces about filing a response, forcing us to return to housing court two additional times. Finally, the judge issued an order to correct, and despite being given 3 months to fix the windows they blew past the deadline. Further, when we attempted to negotiate with the building manager Charlie and the tenant relationship manager, Hannah, they told us it "didn't matter if the windows being broken broke the law" and that our request for a rent concession was laughed at by upper management. By the time we moved out this last fall, we had incurred thousands of dollars in increased ConEd fees, additional appliances to cool and clean the apartment, and tens of hours in housing court and a full year of stress. Despite all of this the windows remain broken and were never fixed. While the actual building staff is nice and helpful, the management company was awful and ruined our experience living here.

The first time we visited, we had grandchildren with us. Ages 11, 6, and 2, in which anyone knows, kids those ages can be very hyper. However, Arthur accommodated the children (free snacks, water, etc) and didn't get annoyed when they got excited about the children's playroom. It's safe to say that 461 Dean is kid-friendly if you're considering moving here with children. Furthermore, Grey Star Management (property management assigned to the building) really live up to their core values displayed in the leasing office. From their staff to decor, the building surpassed ours expectations. Did I mention free yoga classes and once-a-month building events?! We are set to move in October 1st and cannot wait. An unknown individual was physically on my private balcony late at night, looking into the apartment, and ran off when they realized someone was inside. This is a level of breach that should never be possible in a building like this. Management later confirmed that individuals were present on the roof terrace level but stated they could not determine how anyone may have accessed my private terrace. Surveillance is motion-activated, and they acknowledged that not all activity may have been captured. What makes this more concerning is that this is not an isolated issue. For an extended period of time during my tenancy, my terrace door did not properly close or secure, despite multiple written complaints raising safety concerns. It took a significant amount of time for that to be addressed.

But Hub truly does not uphold the reputation of the management company. A flood from an upper-floor unit led to my walls being ripped open, my belongings being tossed around carelessly (including paint getting on two designer bags), and my washer being disconnected with wet clothes inside. I have been sleeping on my couch for a week, yet management is ignoring my emails and follows up and refuses to provide prompt updates or timelines for the remaining repairs. On top of that, I returned home to find someone had used my toilet and left it unflushed, and a pair of my designer shoes are now missing. Mind you, I requested video footage to get to the bottom of the missing shoes, but I was told there are no cameras in the hallway. There is no security system between the front door and elevators and they use analog keys for entry into the apartment. You can basically come in from the street and enter an unlocked apartment unchecked and you won't be recorded in the hallway. This is such a crazy security gap and it truly is unacceptable. I do not feel safe here. I also had industrial machines in my unit running up my bill. I have emailed and called repeatedly, but the responsiveness of management is so unacceptable. This is unacceptable for a luxury building charging premium rent. Restaurants, parks- we absolutely love it. The building and apartment were what we were looking for. A spacious 2 bedroom with great amenities. Management has been responsive from the day we moved in. Had a fixture issue in one of the bedrooms at move in- someone showed up same day, and we realized it was actually a problem with our own bulbs. Problem fixed and never been an issue since. My wife uses the gym regularly, and the lounge is very pleasant. With another child on the way, we're currently trying to figure out how we can continue living here, because we couldn't be happier.

This was because one of the tenants on the A-J side of the floor would SMOKE INDOORS (marijuana, cigars, cigarettes, etc.) nearly every single day, if not multiple times a day, and the strong smoke smell would fill not only the entire hallway, but also come through the bathroom vent into my unit. I would wake up in the middle of the night from the odor and call the front desk each time to have it confirmed real-time by security/management staff. It was nauseating, frustrating, and definitely an environment I was unhappy living in. Not only was this a breach in the Smoke-Free Rider of the lease agreement, but also violated New York habitability laws. One night it got so bad that I called 311, breaking down crying because all I could smell was pungent marijuana air in the middle of working remotely in my living room... they told me that since the smell was coming from inside another unit, I needed to contact City Tower directly, which is what I had already been doing. Despite consistently emailing management (Elvis Perashi & Liz Reynolds) for two months straight, they continued to dismiss my concerns about not having a smoke-free environment, refused to offer any alternate housing options, saying that they were "working hard to locate the source" (even though it was blatantly obvious it was coming from the neighboring unit adjacent to the bathroom vent). They continued to brush me off, UNTIL I consulted an attorney recommended by MetLife legal insurance (lawyer immediately accepted my case because of how bad my living conditions continued to be, and I thankfully didn't have to pay anything out of pocket). That's when they FINALLY took me seriously and offered 2 alternate studio options or the ability to break my lease without penalty, which was what I had been asking for the entire time. However, at first, they not only ignored my persistent requests to switch units, but also after I finally spoke to them in-person, they stated there were only studio units available the following month, and they were unsure if I'd be allowed to switch units solely for the reason of "we don't allow downgrades, only upgrades where you pay more." Evidently, they only care about earning more money, not their tenants' quality of life. As a non-smoker, my quality of life was negatively impacted, including an increase in headaches from secondhand smoke, as well as dreading the walk to my unit while holding my breath. Opening the window was not a comfortable solution; low evening temperatures and winds would make my unit cold at night, thus inconvenient to fall asleep. I even had to purchase an air purifier to help with the smell and attempt to preserve my health. I should NOT have paid $4000/month plus utilities for a place that didn't immediately confront the smokers in a smoke-free building. Elvis Perashi & Liz Reynolds only sent out an email to the 21st floor 'kindly reminding' tenants about the no-smoking policy after I had complained every day for a month, and requested this email to be sent. The email was ignored and the smoking continued to come through the bathroom vent. Management eventually figured out and confirmed the source but it should NOT have taken this much time and tomfoolery. Who knows, if something like this happens again will they actually take action/provide alternate housing or let it go on for as long as possible until contacted by legal services? I stopped by to the 18th floor leasing office in-person several times because I my emails back and forth were not resulting in any progress - I would recommend doing this if you want them to take you seriously about ANY issues. City Tower management will brush you off and delay any potential mitigations or solutions if you only contact them via email. For the most part, tenants here are not very friendly (ESPECIALLY those on the 21st floor, they won't even acknowledge you or smile back)... there was also a minor pest issue in 21D where little black bugs would come out of the unsealed cracks in the floor/walls every week or so. When I moved in, there was also cracked appliances (refrigerator shelving) from the previous tenant, which I never bothered to bring up but it's definitely something to consider in terms of quality. Other than that, some of the pros are the lounge area (except during winter months when all the plants outside die and the indoor area becomes crowded). Additionally, Augusto, Ed, and Daniel were standout security staff that made the few months I lived here more bearable. Overall wouldn't recommend living here; it's not worth the headache and price tag. Protip: if you do decide to inquire with them, negotiate! They originally offered me $4050 for 1 year, and I think I could've gotten $3900 or $3950 (instead of $4000) if I kept asking.

VIEWS: I have a corner view on a high floor facing Barclays center, and you can see the entirety of Brooklyn from both the bedroom and living room windows. The windows themselves are over 6 feet tall, and there's a ledge on every window you can perch on to watch the view outside. The pictures attached are taken straight from where I'm sitting. SHOWER: there's two nozzles for the shower. That is CLUTCH. You can't beat the shower pressure here. BASKETBALL COURT: On the 18th floor, there's a basketball court with floor to ceiling glass walls. You literally feel as if you're playing in your own private, secluded court in the sky. This is the amenity that you literally just won't find anywhere else in the city -- even other buildings with courts are ground level. Oh, and it's open 24/7. CONCIERGE: Other reviews have mentioned it, but it's worth repeating: I don't think you'll find a better crew at the front door of the building. They personally take packages in and make sure nothing gets lost. They can help in whatever situation you have. When there's a maintenance request, it gets resolved within 6 hours. On the first day I moved in, I realized I didn't have any toilet paper and everything was closed -- one of the guys helped me out with a roll. That's caring about your tenants. LOCATION: Having the Q, R, N, B literally right below your feet is convenient, but with the 2, 3, A, C, G all within 3 minutes walking distance...that's what makes this location clutch. If you don't like Trader Joe's, there's a Whole Foods within 10 minutes walk. Junior's Cheesecake one block away. A Target and a movie theater next door. The only thing I will say is that Dekalb market is a bit overrated. I thought I'd be going down there every day, but everything is just a little too expensive -- tourist prices. The building uses an AI assistant to manage most of the process and makes it difficult and sometimes impossible to reach a human, which feels impersonal and exasperating, but we put up with it. Despite that, we went through the arduous application process, were officially approved, received a lease to sign, learned that based on the move-in day you select, the rent price increases, but still felt confident we could turn down our next best apartment choice. THEN 12 hours later -- we received a cold and completely impersonal call from what seemed like AI -- but turned out it was just the unbelievably insensitive, unprofessional & unsympathetic building manager informing us joyfully that the building had decided to "go in a different direction" with the apartment - NOT that they had chosen a different tenant. Despite our total shocked reaction, the evil robot manager just kept laughingly repeating the phrase "we're going in a different direction" as if we were too stupid to understand her very clear explanation. I guess this communication style is what they taught her in the 2-hr online course she took in how to work in real estate. I suspect this actually means the building realized they could wait another month and increase the asking rent substantially. Horrible experience. Shocking customer service and inexcusable lack of empathy for a building that depends on word of mouth. Wouldn't go near this building again if the rest of Brooklyn was on fire and this was the only water source. Equity Residential should be embarrassed at how they handled this situation and who they have representing them.

Even if you try to negotiate, expect corporate processes to prevent reason from prevailing. The process is run through a centralized office that has no compassion for residents, or grounding in reality. - Renewal nonsense aside, the base rent here is also far above what you'll get for such high rents. This building is overvalued, and you can easily get a better apartment in a more modern building for the same (or even lower) price point nearby. The building deserves a 3/5. - Apartments are spacious, and floor plans are good. More square than "narrow rectangle" like many other buildings. - Two elevators for 30+ floors, and one is routinely offline for either housekeeping or technical issues. At least once a week, prepare for a 10+ minute wait to get out of the building or up to your apartment, if you're unlucky enough to live above the fifth floor. - No in-unit washer or dryer. - Building amenities can't handle the high-traffic volume periods. The common laundry room is unusable on Sundays (single people) and Monday mornings (nannies of rich families), because the building just wasn't designed keep up with actual capacity. Finally, the on site staff are lovely, and easily deserve 5/5. Friendly, welcoming, and professional. Likewise, the location is excellent.

Across the street from Prospect Park, so I can walk the dog by the lake every day, close to the subway, and also the cultural hub that is Flatbush. Good sized apartment, with tons of natural light. Pretty quiet, and safe. Easy enough to park safely on the street in front, or out back also, unlike other neighbourhoods close-by. Not sure why people are slating this place, I figure they must be the type to complain about every little thing, and aren't New Yorkers? Every time I've had a maintenance issue, I've had the guys in within 24 hours. The staff are great, the app for the front door, and for rent payments, are reliable and easy to use. Angel, and Mira, at the front desk are on top of their game. The porters are always emptying the trash rooms of recyclables, and cleaning hallways and elevators every day. The roof deck is a little oasis with wonderful views. Sure, there's no swimming pool, and the gym isn't exactly Equinox, but it's decent enough nonetheless. The rents are stabilised so all those that are moaning about increases probably got in super cheap during COVID and are balking at 'normal NYC rents' - we get it. I'll be renting here until I buy a place to call home.
