My car was broken into with items stolen, days later an entire car was stolen. Prior to these two events there were many others, they hired "security" to patrol during specified hours for a short while. But that stopped quickly. They had no issues installing cameras in our building to assess whose pet was urinating as it was costing them money to clean and repair the carpets. But no cameras in parking for the overall safety of the residents in the community. A neighbor above us was also in shock by all of these hinges going on after staying there for a few years so moved out as well. Was very disappointed since when we rented we were initially very excited and saw all the great reviews but simply this was not our case which led us to decide to leave.

Tenants are being given the option to either vacate in 4 weeks, or to sign a lease with a $150 per month increase. Also, pet fees have been imposed and storage fees are about to be imposed. This, we are being told, is to bring the rent "up to market value". I say, Market value compared to what? Axela Management raves about the improvements that are coming, how wonderful it will be here when they are done. It's going to be "luxury living" here! But what about in the meantime? In the meantime, this place is about to be turned into a construction site and will be that for a year. And tenants who are forced to stay because they have no place to move to on such short notice will be living on that construction site, while paying for "luxury living". It is unconscionable to raise the rent here this much on tenants that can't afford it and also while so many repairs still need to be done, apart from the renovations. We are living here now and are paying for now. Pay for storage? What a joke. There's barely even any lighting down there. Other problems include the cracked tennis courts, the poorly maintained pool, broken locks on the access doors from the outside, meaning anyone can get in / no security, and one of the buildings has a wonky elevator. Axela says all will be fixed with the renovation. Well! Then start charging for it all AFTER the renovation is over. Working people, families, and seniors on a fixed income live here. In my opinion, the right thing, (as well as the legal thing?), for the new owners to do would be to keep the rent where it was until the renovations are done and also to give the tenants here enough time to move out. I am sad to say that I myself am now looking for a new place to live. Sad because this was once a very nice place. But now, even if I could afford to stay for the coming "luxury living", I don't think I would. What kind of landlords will these new owners be, based on what they've done so far? I don't trust them. They clearly don't care about people. It was bad enough when Figure 8 Properties was running this place. While it was up for sale, they obviously wanted to put no further money into it. Case In Point, the elevator in one of the buildings was down constantly for months, from about March to this mid-summer, until a third-floor tenant who needs a wheelchair finally called Channel 61 News and the local Fire Marshal. Initially, things were going well, but soon after we moved in the ceiling began leaking uncontrollably, damaging our furniture. This issue was only remedied ~6 months after it had begun. Furthermore, upon moveout, we had hundreds of dollars deducted from our security deposit for 'cleaning' charges, after scrubbing the apartment clean. Even after this, we had a few hundred dollars remaining of our security deposit. It has been over a month and they have still not returned it and are not responding to emails. Proof of our moveout date and lack of response to our emails are below. With new apartments sprouting up in downtown Hartford, I highly recommend taking your business elsewhere. Beware!

Colt is also pet friendly with a monthly pet fee and deposit, many tenants have cats or dogs. Property management is amazing also, and always so friendly! They treated tenants to a variety of events throughout the year including holiday parties, and hosted the annual open studio art shows right in the building. Some say it may be pricey, yes but you pay for the experience and the amenities that come with it, without the chaos of living right downtown and having more privacy in charter oak.

My biggest frustration is them requiring you to run hot water ALL NIGHT so THEIR pipes dont freeze and then they will not reimburse you. Using my money to save their as*ess from having to repair something. Not to mention i had to reach out 3 times before receiving my lease paperwork. Management never picks up the phone, i will call and no answer. Then 5 seconds later when i walk in the door theyre all just sitting on their computers. Dont let the new shiny counters and "amenities" fool you. Youll pay 2000$ for an apartment slapped together in a month. Also its been two years since that others persons review and the dumpster is still a disgusting mess. The residents dont care, dog poop and pee everywhere too. Literally trash left everywhere next to the dumpster. When going on a tour, they'll tell you that they plow bright and early so there's no need to worry about that, but all they do is the one strip in the road and block your cars in. They never clear out the car spaces so there are mounds of ice in between each car. If none of this matters to you, its a good place to live and its in a good spot. Within a week of my tour request, I had 3 different voicemails from 3 different leasing agents trying to schedule with me. Our appointment was at 3pm, and our leasing agent was 10 minutes late. I don't think she ever introduced herself, because I don't remember her name. She also failed to acknowledge my partner and only addressed me. Turns out she's only been with the company for two months. She never asked me for any ID, even though the desk sign said it was required. OK. I gave her my price range and she took us on a golf cart to tour ground level, basic one bedroom. It did look outdated and had carpeted flooring. Then we drove over to see a two bedroom. Neither of the apartments looked like any of the images online. I asked to see the renovated one bedroom that was online. Looked much better, but the price was over $2000/month. False advertising using the basic apartment prices for the updated ones. The application fee is $50 per person. Utilities are NOT included. You have to pay an annual fee for the amenities. There are monthly garbage disposal fees, as well as a monthly $5 admin fee. The leasing agent only told me this because I asked... There are also annual and monthly pet fees PER pet. We were never shown the club house or gym, so I can't speak to that. What I can say is the club house had a boarded up window due to it being broken the day before by kids residing in the complex. The pool looked clean to me. All units have a washer and dryer. Maintenance is based off a work order system, with emergency requests taking priority. Pest control is onsite weekly to maintain the property. There are car ports you can rent for $50/month that have surveillance cameras. We saw some pretty expensive cars on the lot. The leasing agent told us to keep our doors locked. I asked the agent about safety in the area due to the mixed reviews about the complex. She said she knew nothing about the reviews and asked me what I meant. Huge red flag in my opinion. How can you sell a product you haven't researched? Anyways, I told her what I read (that residents mentioned roaches and shootouts) and her only explanation was that a new Jewish management company out of New Jersey (I think) took over a year and a half ago and have been working on changing things. However, old residents from prior management who "let anyone live here" (her words not mine) still reside in the complex. She says they deny many applicants weekly now in order to improve the complex standards. I asked her what the minimum credit score was for acceptance, and she couldn't even answer the question. I can't speak on the minimum requirements for having an application accepted. Overall, this place seemed very, very overpriced. I understand that is the market now, but nothing is included in this complex. It's base rent + everything, even if you don't want to use their amenities. AND you can't guarantee safety? Good luck.

Yes, it's only a studio appartment, but if your single or looking for place that don't require much space, this place is perfect for you. Property manager is extremely nice and very helpful with any requests. The neighbors are very quiet and respectful of each others. Each build has its own laundry room. As you can see, from my pictures, you can make these appartments look extremely homely.
