When management told me moving out was "my choice," they thought it was the end of the conversation. For me, it was the beginning of this review. My choice is to no longer pay $600+ water bills caused by a toilet they couldn't be bothered to properly fix. My choice is to no longer deal with a new apartment manager every three months (seriously, what's going on here?). My choice is to not be gaslit into paying for their property's failures. When the OWNERS decided "they are standing firm" on the offer to split only the $600+ water bill, I stood firm on my decision to leave. They were right about one thing: it is my choice. And I choose to make sure the next person who sees this listing knows exactly what they're getting into. I hope the owners enjoy the choice I've made for them: an empty apartment and all the costs that come with it.

Our electric bills were sometimes over $300 because the system could never keep up. Sadly, this issue was never resolved over two summers. The walls are also extremely thin. Any smell from neighboring units came straight into ours, including weed smoke, cigarettes, and strong fragrances. We reported and documented nearly 20 incidents where our apartment was filled with very strong weed smoke, but nothing meaningful was done to address it. Despite the impact on our health, the management still refused to let us break our lease without paying the full fee. Speaking of management, there was constant turnover. We went through more than five different office managers during our time here, which made communication and consistency almost impossible. Parking is also limited--although there are fewer cars now because so many units sit vacant. Pros: The biggest positives were the friendly maintenance staff and the convenient 1.6-mile distance to downtown Boerne. Unfortunately, those pros don't come close to outweighing the issues we experienced. Sadly, I cannot recommend living here.

    I was a resident at Legacy at Cibolo for over two years. It is a beautiful property and was…read moreproperly maintained with an attentive staff. Recently, PEM purchased the property, which is why I am giving a one-star review. Once PEM was in place, 'administration' fees were added to my monthly statement for summarizing drainage, water/sewer, trash. $3.00 here and there. I didn't pay too much mind as I was preparing to move - but the fees were added without notice. Trash. PEM charges $27.98/month for trash. This is for dumpsters located on property. Additionally, a required fee of $39.00/month is charged for trash pickup at your apartment door each evening - a nice service. After the PEM acquisition, onsite dumpsters were frequently overflowing with piles of trash bags stacked outside the dumpster area. It appeared that the Valet was no longer hauling the trash away, but now leaving at the on-site dumpsters. This cost-saving measure by PEM has created a health hazard and an attractant to pests that spread disease. Moving out. Upon moving out, I followed Move Out instructions listed in my lease agreement (vacuuming carpets, sweeping floors, etc). I requested multiple times to participate in a walk-though of my unit, but was never afforded the opportunity. I received my Move Out Statement and found that PEM charged me over $200.00 for Carpet Cleaning and Cleaning of my unit. Asking about the charges, I was told that 'We want the next renter to have a clean place'. Bogus Cleaning Charges. PEM has never showed in my lease agreement where they have the authority to charge for professional cleaning services, yet they have refused to credit my Move Out Statement. This is a nice apartment complex, but PEM Management is opportunistic on charging extra fees and cutting costs. Be aware.

Then when you move out they charge you $500 to replace the carpet because you had a pet. And suddenly, it's not a pet deposit, but a non refundable fee. Why do they charge the extra money for the pets if not to cover for any possible damage? It's a money grab. Then when you try to reason with them all they do is threaten you and tell you to pay or they'll ruin your credit. Look to rent anywhere else. This front office is terrible.

The lady who leased my apartment to me back in oct of 21' ended up getting fired because she gave the wrong price and we all signed on it, had to fight corperate and get them to the price i had already signed on. then november of 22' someone was shot in the parking lot infront if my apartment and that's when we turned into oxbow hill country instead of carrington place. then come decemeber of 22' we had our 3rd new managment team since i had lived there. the manager always smelled like alcohol and slurred her words most times i saw her, come to find out in the beginning of 23' she was fired for drinking on the job. yet, she was the most helpful and professional one i had since i lived there! service requests, don't even bother. just fix it yourself at that point and now since i've moved out they want to charge me for 3 hairs in a sink & a crumb for 165 dollars. who knows because they can't form a professional final statement. good thing i have photos of every square inch of that apartment and a video of the final walk through. such a garbage place. being homeless would be better than dealing with this scum of an apartment complex. they also rented an apartment to me without a deposit but i paid 397 dollars in fees & then moving out they're basically trying to charge me a deposit & my pro-rated rent wasn't correct either so i basically over paid what a deposit would be. literally run far, far, FAR AWAY from this place. i returned to get some things knocked off because it was an inaccurate amount and they wanted to try and charge me an animal fee with proper ESA paperwork until i brought up it's illegal and against ADA. wishing everyone who lives there goodluck!!!

Then however the winter storm came through Texas a few years ago, and displaced a lot of the residents at this complex. How they handled that situation was horrible. Telling some tenants that the water damage done to their apartment was their fault, when in reality, had maintenance done their job and dripped the water in vacant apartments then the pipes would not have burst and flooded apartments beneath them. When you put in a ticket for maintenance you have to continually put one in, or go to the office to complain to get someone to come fix something. Also they should be sending an exterminator to each apartment at least every six months but aren't doing that either. Most of the office staff are rude and refuse to help you also. Not to mention when looking at the rent payment it has been something different every month. Sometimes it is 300 more than the lease agreement that was signed. Now let's move to some safety issues. If you have a pet the rule of the complex and the city is that your dog be on a leash, unless it is in a gated area. This rule was not followed and because of that one of the residents at this complex stabbed another residents dog. The resident who killed the other residents dog did not have his dog on a leash while walking him and the other resident was with his dog in the dog park. The fencing at the dog park and the lack of following the rules of the complex led to this horrific event. There were no repercussions for the resident who didn't follow the rules and he still resides there, and continues to have his dog not on a leash. Also at night when you take your dog to the dog park there is no lighting in the park area. It gets very dark over there and could be potentially very dangerous. I feel like upper management that owns this complex needs to come in and start completely over with new staff. Do better.

    No hot water!!! The…read moremanagement at this apartment complex has completely abandoned the residents. Almost all of us have not had hot water for a MONTH AND A HALF!!! If you drive by the complex you will see everyone's washers, driers, hot water heaters, and laundry room doors sitting on the balconies. We can't take showers, wash dishes, or do laundry. This blows!!! I've talked to many of my neighbors and they say they can't reach the manager either and we have no way of knowing how long this will last. The office is always locked and the phone goes to voicemail each time you call. No one returns our calls. But they still want you to pay the rent on time and at full price. Smh How can they expect us to live without hot water for this long? This should be illegal.

    I wish I could give this complex 0 stars. Where to even begin…read more.. My boyfriend and I first inquired about renting an apartment a little over 1 month before our actual needed move-in date. We could not get through to anyone via phone or email, & we ended up having to go to the complex in person. We told them we were interested in renting an apartment, given a tour, & were told to apply online if interested. The specific unit we wanted to apply for wasn't available to show the day we were there, but we were told we would be sent pictures & a video tour the following day. That never happened. After trying to contact them again via phone or email to get an update, we had to show up in person again. They recognized us on the 2nd visit, less than 2 weeks later, & they told us the worker who was supposed to send everything over quit & no longer works there. This was the excuse for why we never received the pictures or video tour. We were given another tour of a different unit, since the original one we liked got rented out to someone else. After this visit, they told us to check the website to see if anything became available closer to the move-in date we needed. After checking the website several times a day, #511 suddenly became available for an immediate move in. Knowing this unit wouldn't last long, I quickly started applying & filling out the paperwork. About 5 minutes after I submitted the $100 application fee, I received a call from the complex. They told me the unit we applied for was actually not available, and they had renters moving in that same day. They gave me the option to change my application to a different unit, but it would not be available for the time frame we needed. Since we were experiencing very limited availability in the Boerne area, my boyfriend & I agreed to switch our application for the only other apartment available, #535. We didn't think we had an other option. I was told I could either take this apartment or lose my $100 for applying to an apartment that was never available to begin with. The fee was already being processed before our application was even completed. They insisted over & over again how the application fee was non-refundable, even though it was their error for having false information on their website. They did not care one bit about scamming me out of my money. After agreeing to rent #535, our application got switched over, & they immediately added an extra $200+ dollars to the rent. There was never anything mentioned about the rent being increased; it just magically appeared on the new application. A week after this happened, I received another phone call from them. They told me they had a new apartment available for an earlier move-in date. The person I talked to on the phone told me they would transfer over my existing application if we were still interested. She said before switching it over, she would send me an email with all necessary documents we needed to send over to complete the application. We never received a single email from them. After several back and forth arguments, we decided to cut ties with Carrington Place. The extreme lack of communication, false information, & lack of professionalism is simply uncalled for. My boyfriend & I never fully completed the application for the apartment #511 that was never available. The complex made sure to take my money, though. My last & final round of communication with them happened today. They called to inform me that since my boyfriend was listed as the co-applicant on the application, he would have to pay $50 for the application fee. Please keep in mind that the only information they had for him was his name & email address. My boyfriend never filled out a single thing on the application, yet they wanted to charge him anyway. After yet another round of back & forth arguments, they told us it's their policy to collect application fees even if they are not complete. Talk about a scam!! I immediately notified my bank about these charges that I did not authorize. Typically application fees aren't processed until the application is complete. Luckily, my bank was understanding of the situation & stopped all payments coming from this complex. I was able to submit a dispute & get my money back. Please save your money, time, & energy & AVOID THIS COMPLEX. They are only out to take your money & do not care about anything else. I am SO thankful we found another place to live because I couldn't imagine signing a lease here. The overall month experience I had with this complex started out very rocky & only progressively got worse. The information on the website is not accurate & has not been since I began my apartment search. You will never get correct information from anyone who works there. However, they will try to find a way to take your money, no matter what. 0 stars for a horribly ran complex. You will be MUCH happier living anywhere else.

I've been gone from Enclave for almost a year I've NEVER gotten a text a call mail NOTHING saying I owe them for anything I so happened to inquire on my credit and the credit people told me Enclave have a bill for me. The people in the leasing office didn't follow up on NOTHING.....I would always have to follow up on my maintenance inquires and clearly I should have followed up when I moved out in December 2024.

    Do NOT rent here. Before our move-in date, we secured and paid for a storage unit. The process for…read morestorage is that they change the lock to match your apartment key when you secure it and pay for it. We came with our U-haul on the move-in date and our storage lock was not ready. We had to take our heavy items from the property that could not fit in our apartment and leave it in an off site storage. We informed the office of this issue when they opened as they had closed about 5-10 minutes after we started moving in on our move-in date by the time this happened. DAYS LATER, they admitted that the lock was not ready by our move like it was supposed to be and they FINALLY changed the lock days later AFTER EVEN THAT. This was after walking to the storage several times on several days after the lock was supposed to be changed and walking back to the office (all in the San Antonio summer heat) just to find that it was not changed like we were told it would be. This WHOLE time we were paying for the storage without access. They did not even offer to reimburse us for their mistake. The story does not end here as bad as this is. There's also more to what went wrong on the move in date, but I'll pause here regarding that. We chose to give them the benefit of the doubt months later (now) when we needed a second storage because we wanted to believe the horrendous experience we had during move-in was a one time mistake. So fast forward recent weeks, we paid for and secured this second storage since September 12. On 9/27, we had our U-Haul, got extra help and brought our items. When we went to our new storage unit, the situation happened AGAIN. The lock was NOT changed. We were outside with a U-Haul full of time sensitive and heavy items that had nowhere to go but the storage we paid for. When we called the back line, we were guaranteed a call back And NOTHING!!!!! We are literally stuck outside of our own storage that we are PAYING for and HAVE been paying for since 9/12 with a U haul full of things. There's more to this story, but I'll stop here. Another incident is that one of their weight machine was broken and it caused some weight to drop on my head. I had to go to urgent care and I sent the property an email with photo proof of what happened. I was referred to an ophthalmologist by the urgent care doctor. I have not received even one call or email back after I sent the message. I'm in the process of trying to secure legal help for ALL of this (the weights situation and the storage). I can't see how what they are doing is legal. We are in this moment still stuck outside with our U-Haul. Instead of the property giving us the call we were guaranteed SEVERAL TIMES yesterday, when we called again today, we were told by the person at the emergency line that the property emailed the emergency line (no contact with us whatsoever) and said that this was not an emergency (us being stuck outside of our paid for unit with our U haul) and that we need to contact them Monday. Both my husband and I are expected to lose work time and income?? I am currently a full time teacher and my husband has important work out of town on Monday. Their lack of planning and incompetency in this situation should not cause us to lose income on Monday. We need the lock changed today (even though it is weeks too late). We need reimbursement for the income we will lose (if this waits until Monday) and for the extra U-Haul days (if this waits until after 1PM today because U-Haul has to be extended) since "this is not an emergency"--being locked out of a unit ON OUR LEASE that we have paid for almost this whole month. We also need reimbursement for all the days the lock was not changed in both situations. THESE ARE THE MINIMUM things they can do. I'm in shock and disbelief. I've lived in many apartments and have never dealt with this. I haven't been able to sleep some moments. This is wrong at the least. I believe it is also unethical and illegal.
