It's a private place and they charge extra, basically a middle man. They are also super rude and rough with your packages. The one time I went in (only because I was in the neighborhood). Afterwards, I was sitting in my car and the rude man walked out to his car which was parked by me and tired to talk to talk to me. He creeped me out so I pretended not to hear him. The woman at the counter was annoyed that so many people were there and made a comment that was along the lines of "why does everyone have to get here as soon as we open?" When we asked about the tax exempt form she was once again annoyed with us and proceeded to tell us she didn't have any forms and we had to go up front to do that. She tried to continue to complete the purchase after that and we said again, we are tax exempt. An eye roll later she found a form in 2 seconds and completed it in 10 seconds.
