Staff have been nothing but attentive and friendly from the moment I toured and throughout my tenancy here. It's well kept, and even though there are hundreds of units, I don't feel like a number but rather like a valued tenant. The leasing and concierge team cater to any questions, and maintenance and management are extremely professional, courteous, and go above and beyond to make you feel at home. Vector, managed by Holland Residential, consistently fails to act in the best interest of its tenants. Their BBB rating heavily relates to how much they care about you. First issue now, my initial review was removed without notification and reason, based off what I will reiterate again, which they want to hide. Your complaints won't come from your side neighbors, it will come from your above neighbor. Upstairs neighbors engaged in intentional stomping and harassment, which management dismissed as normal activity. If you're exceptionally unlucky like me, they will stomp very loudly, VERY intentionally, but when you complain, they get a "reminder" to be quiet. "We walk heavy", "We have a large dog" of which I guarantee, dogs don't stomp on the ground, they literally can't since they don't even weigh enough to cause the sound my wonderful upstairs neighbor did. They will prey on you. They'll vacuum, and run their dishwasher, washer and dryer, all well before and after morning and evening allotted times. When they know who is complaining, the tenant retaliated by stalking me to my vehicle and vandalizing it. If you feel like you can't complain due to retaliation, then management won't do anything once you break your lease and move. Breaking your lease is a boon to management. They will not ask questions, they will not try and mitigate, they will not help you. They will say, thanks, here's your bill! I heavily suggest you demand a lease addendum to protect you from the type of tenant that I had, as well as from building management that provided no assistance. If they can't, which they won't, there are far better places than any of the boxes they lease. This area looks nice, but it has the opposite quality of people, and actions of management. I have a broken car window because of someone living in Vector. The tenant that broke my window never got any punishment, just "reminders". They will not mitigate your costs due to their incompetence. Consider this property carefully, learn from my costly mistake. Seriously, some of the 1-star reviews have me scratching my head. Your microwave beeps too much, yet you can't bother spending 2 seconds to reprogram the microwave to make zero noise? THE MICROWAVE LABEL TELLS YOU HOW TO DO THIS WHEN YOU OPEN THE MICROWAVE. You mean to say you lived here for 1 year, basically 365 days, and not ONCE in those 365 days, you didn't think to figure this shit out? "bUt tHaT'S ThE ApArTmEnT StAfF'S JoB" Aaaaaaaaaand that's why we see so many 1-star reviews here. A lot of these 1-star reviews I've noticed are borne out of a single failure of understanding: You cannot make an informed decision without being informed. You need to know the full picture as much as possible, walking in to any sort of real estate venture, or you'll be that uninformed customer that gets salty because oh-god the salesman/saleswoman didn't disclose the full picture. Since when do sales people tell you everything wrong about a product? Do you go to job interviews and tell the hiring manager how unreliable of an employee you will be once hired? No? Didn't think so. Listen, if you walk into any sort of sales engagement knowing less about the product (in this case, an apartment) than the salesperson, that is 100% on you. It is on you 100% to learn the background of the apartment. The salesperson is just there to sell, they're just doing their jobs. Start answering these types of questions on your own: Who is the property management group, who owns the property management group, are they profitable, what was their fiscal performance like in the last 3 years, who built the property, what materials were used did they recently get series-XYZ funding, how many employees do they have, what does retention look like, do they build and manage their own or are they a "churn and burn" that builds properties then sells them off to management groups like Greystar? These are the types of questions you should be asking when evaluating your options in the hunt for the "right" apartment for you. Most of the questions I just buzzed off, you can answer by using this website called Google from your smartphone. Simply looking at number of bedrooms and price is, IMO, the shittiest way to approach apartment hunting. Infrastructure-wise, this place is legit, barring the thin walls. The windows appear double-paned which helps with noise, but due to the thin walls, you hear noise, so, make sure you apply noise dampeners or wear earbuds if you can't deal with the noise. I'm a light sleeper so no fucks given here. Anyway, yeah, thin walls; that's to be expected in today's modern apartment design; again, as a society, we no longer build things to last. We build to build. If it's that big of a deal to you, buy some acoustic foam. That shit is cheap AF, you'll spend less than $100 to cover multiple walls in an apartment AND you can take that acoustic foam with you wherever you go to your next home. I grabbed the model numbers of every appliance in the apartment I toured. Despite the Frigidaire labels on the washer/dryer, they're actually Electrolux units and you can pull up the owner's manual online on your smartphone. For reference, the washer is model number "FFW5100PW" and the dryer is model "FFQE5100PW1" at least in my specific apartment. The microwave in my unit is product number Frigidaire "316495162" and the oven/range is model number "FFEF3043LSK". All of these products I just listed, I downloaded owners manuals for straight from my smartphone so I can consult them whenever I want to make some sort of configuration change instead of wailing my arms like a baby asking maintenance to do menial things. Nice amenities, the package locker does its job, ParcelPending is a vendor I have lived with at past properties I lived at back in Arizona and California so it was nice to see them again here in Oregon. Parking-wise, I seriously don't know what the big deal is with parking here. You got a parking problem? Have your guest park at the WinCo shopping mall area and you can drive them over here to Vector. I just checked on Google Maps, it's exactly 1.0 mile away. Short ride. Also there's EV charging. I don't pay to refuel my vehicle anymore since converting to an EV. Electricity is cheap here. I don't know what people are complaining about, Oregon literally has one of the cheapest utilities in the NATION, look it up. You wanna complain about expensive electricity, move to San Diego and pay $0.59 per kWh. I'm fine paying my $0.08 per kWh here in Oregon, thank you very much. For reference, the national average for residential electricity was $0.138 in 2018. We are WELL UNDER THAT AVERAGE IN OREGON. If the front office wants to bill me an extra $20 a month for shared utilities, sure, have it. I feel like people here leaving 1-star reviews just want to complain and take it out on Holland / Vector for no reason. NOISE. Dog barking issue. The apartment building has a super thin wall, and you can almost hear everything from other units. This is not a luxury apartment at all. Not alone the dog barking, you can hear other residents having sex, and sometimes you can hear the bass woofer noise from other units, too. Each time I hear this I've filed complaints. Do you think I'm a sensitive resident? I've never left any official complaints in the Yelp. I also noticed other residents putting notes on this very dog owner's door. I've sent the apartment office probably more than fifteen emails to address this issue. Do you know why I'm writing this at 1:30 am? Because a dog just woke me up. You can literally hear everything. I also have complained about this to the apartment, and they also do not have any tangible solution about it other than offering a chance to transfer (but it meant you have to pay a higher rate for being free from noise). It's really unethical when you carefully think about it. They once did have reimbursed me $1000 for past barking sessions. I'm simply writing everything happened, so in case you guys are suffering from the noise, since I agree you guys should get the reimbursement like me, too. However, something that Holland Residential group should know is, money will not be the solution at all. When you are repeatedly waking up in the middle of the night like this, you do not care if they give you money back. So if you dreamed about a peaceful residency by living in Holland Residential Group properties, then be hopeful that your nearby residents won't produce noise near you. Because regardless of any unit you will be choosing, the apartment wall structure is already very thin. Not only the wall but also the ceiling to the floor, you can hear literally everything all the time (from dragging cart noise, someone moving into different floors). They probably saved a lot of money on the building for not using enough building materials, while they are advertising their property as "luxury" and "peaceful" - it is not the case at all, and it's a false advertisement. One more about this unit: Arcadia courtesy officer. They will never respond to your complaints unless you clearly push them. They never dispatch anyone even though you request their help except two times. The first time (since it was my first time calling), the officer actually came out checked on the barking noise. After that, if it's recurring problem like this, they do not send people. If you do not push them making sure they do send some people, do not expect officers will be here. I got so mad today, and I actually clearly stated to Arcadia, I need the courtesy officer to knock on "my door, too" so I make sure any officers really stop by - without this, you won't get the courtesy officer service. Today, the courtesy officer rarely came out (since I told Arcadia they should knock my door too), and he is literally saying "I'm so sorry about this living environment". I'm writing a honest review here. Please do not be a dumb person signing a contract and have to put up with these noise. Overall, you will definitely realize you are not getting the quality of life you request even though the rent rate is supposed to be $1500-$2200. Not worth the money, period. Again, I cannot say this even more clear. NOT RECOMMENDED. I'm not coming back here once my contract ends. I never ever left any negative reviews on Yelp in the past, but this time, I really wanted to let you guys know about this. A poor building structure. Noise. Poor response team. read more

My husband I came to look at a few units on this property, I do have say this property is absolutely beautiful. For a building that is close to being 2 years old it's immaculately well kept. Amy B was the sales associate who gave us a tour. She was fantastic, very bubbly, personable and full of energy. We had a very unique situation and we explained this to Amy and she handled it very processionally. We needed to compile some more information and submitted everything so the property manager could view it. They went as far approving everything and sending us a lease to sign. Then we get a phone call and a series of emails from Amy stating that the property manager Andie needed more information. I'm sorry but I already provided you with the information you have asked for and you have went as far as sending me a lease and suddenly it's not good enough. This process was incredibly painful that it put a bad taste in my mouth and I said let's walk away. Andie was very unsympathetic and very cold during this process. We had zero problems paying additional months of rent up front yet she still wanted us to jump through hoops. Sad one person ruined this for us. We gladly took our money elsewhere and found a brand new unit with a amazing property team. read more

Parking was convenient albeit expensive. Lobby smells like Axe body spray and hallways are lit a bit too much like a Disney version of a dance club. Very odd lighting in the public areas. Rooms are quite small overall, but nice. Kitchens are very well done given their size. Bedrooms a bit too small for a king bed, which is disappointing. Wood floor (likely a synthetic) throughout looks great. Windows are also quite cool and large. Bathrooms were okay; a bit of wasted space and unfortunately no option for a walk in shower. We had a very thorough tour of Vector, Rowlock and Hub9 by Melissa. The 1BR apartment at Vector had large windows and a kitchen with a large quartz counter space and that was the ultimate winner. Melissa showed us all the amenities that are available to residents and went out of the way to assist us during the move in process, which was much appreciated. Vector is located in a very walkable community with lots of restaurants and cafes. Highly recommend it. read more

Lizzy Green took her time to make sure that I had the right apartment for the move from the east coast for my recently graduate son from the university. By her being empathetic to our needs, I felt as if we had connected, building a working relationship I could trust; especially when you are leasing by telephone, via photos and videos. It had exactly what he wanted and that is whatever he needed in walking distance. The community was extremely beautiful, well kept and peaceful exactly like the photos and or better!!! Everything was so beautiful that it felt like it was at a resort! The office staff was extremely accommodating and very friendly. Only great thing I can say about the apartment is the location and Felicia. If I ever need to talk to anyone at the office, from now on I'm only going to make sure it is her because everyone I've spoken to is unhelpful and doesn't seem sincere. The lack of liability and accountability this apartment company gives is ridiculous. 1. Packages are stored in lockers now, which sounds great however, there isn't enough, and I still get $600 packages left at my front door for anyone walking by to pick up. because they refuse to hold packages in their offices. Which is a basic thing that every apartment I've lived at has done. 2. The parking. Its always full when you come home from work because of Orange theory customers parking there for free for 2 hours, however we get charged $65 a month for basic parking. $125 if you want a reserved spot. Fine. but god forbid you have guests over during the holidays, and there is no $65 parking passes available because they dont have enough and there is a waitlist. So even on Christmas expect your guests to pay $18 for parking. 3. The noise. Not a day goes by that I don't hear every movement my upstairs neighbor does. Even my guests were surprised at how much someone could move around constantly and wondered if they are always rearranging their furniture every day. 4. The residence. Some have stalker like tendencies. Especially ones that have the view of the pool area. You can make it immediately known you are taken in a wonderful relationship, but they'll still find away to get your number from someone else to try to see if you want to come over for something "casual." Cant even go to my pool alone without feeling objectified and worried I'm going to be creep-ed on from someone's window. But nothing gets done about the harassment and I still have to deal with running into this wonderful person on a day to day basis. 5. Billing, Always make sure to check what you're being charged. I've had to talk to them multiple times each month about being charged an extra $100 for 3 months for a facility I no longer used. Overall, not worth the price. There is other apartment companies in the same area that I wish I would have moved to. read more

The pool had the chairs in the pool so you can relax without getting overheated. Different colors on each floor in the entry ways. After signing a 14 month lease for this very high end apartment with all the amenities that we were looking for (pool, gym, common areas for large groups). With quarantine ALL of these were shut down, the maintenance was only available for flood, fire and emergency. I understand that this was for safety of staff and residents but was told that there would be no rent reduction because these amenities were all free of charge. I call BS! There is not one person that believes that these items don't make the rent higher than if the apartment did not offer them! I was also told due to COVID (which was the excuse for many complaints) that the noisy neighbor above us was just working from home. They typically woke up around 1pm and hammered, dropped, drilled, painted and rolled large items above us throughout the night and into the early morning...so much so that our ceiling light cover fell down in the middle of the night! I was told if they were playing loud music to call after hours security. After a dozen calls and emails with no follow through I gave up and started sleeping pills. Sad and way too expensive to put up with this nonsense. We couldn't wait for our lease to end when we looked so forward to living at Vector read more

We have lived here for a little over a year. There are some pros and cons which I will list separately. Pros Maintenance is quick, whenever we put in a request it got fixed quickly (usually 1-2 days). Gym is 24 hours. There's free parking for guests and visitors. Building is clean. Large windows, high ceilings on 6th floor, plus a larger fridge in 6th floor units. Cons No AC unless you rent or buy your own unit. While the 6th floor units have higher ceilings that are really nice, it's extremely hard to maintain heat/AC without causing a huge bill. On one side of the building you have MAX tracks so we picked the complete opposite to avoid the noise, however this is the side where the garbage trucks pick up. They are really noisy. 100's of glass bottles breaking over and over when the recycling is picked up (I think normally Wednesdays). And this wouldn't be so bad if they didn't come so early! It always wakes me up and is normally around 7 am, sometimes even earlier. We felt that the rent was high when we signed (last year) but moved from out of state and couldn't find anything else we liked in the area at the time. A year later (this December) I told them we would consider resigning but not at our current rate. I had been tracking Vector's current rates weekly (when it was getting close to our renewal time) and noticed the rates had decreased quite a bit from the year before. I brought this up but I was told by MULTIPLE people in the office that our rent would NEVER be lowered for us. It would either stay the same or increase. So we have been on a month to month (expensive) while actively searching for a new place. Finally found one and gave our 30 day notice. Now I see they have relisted our apartment for over $600 less than our rent was... It would have been nice if this was offered to us originally. A new bill was added a couple months after we moved in. When we originally signed I always specifically ask what bills we will be responsible for (normally gas/electric, water etc). However, there's a clause in the lease that they can add new bills... Now we also have to pay for a portion of the electric charges for the entire building (leasing office, common areas, etc). They told us this was something all high rise buildings in this area do, but again, everyone we've talked to has said that's strange, normally this cost is already considered in your rental price. And with our high rent we would have assumed this would be covered... I have talked with all my friends who rent and NONE have to pay for their building's lighting/electrical. Even my friends who live in high rise buildings in downtown Portland. High turn-over of office/leasing staff. Also sometimes I would email someone and either not get a response or literally get 2 words back to a 2 paragraph email... I just felt that staff was more helpful when we were looking to sign a lease and not as much after we moved in. Not that all weren't good, but in the recent months everyone in the office that we knew when we moved in is no longer there. One thing that drove us crazy was the microwave and oven. As someone who cooks a lot an oven is important to me, but the ones here do not show you the temp when it's heating up. (I even looked through the oven manual regarding this and everyone who uses our oven comments on how this is so weird). The only indication that the oven is fully heated is a long beep that goes off. There's no indicator light and does not show the temp increasing like my past ovens have. This means if you are in another room or watching tv it is really easy to miss the beep and you're left wondering whether the oven is done heating up. I've had to restart it numerous times just to check to see if there was a beep that I missed. Also the microwave does not stop beeping, even when you open it. It will continue to beep three long beeps (even after you open the door) unless you press cancel. I've never had a microwave in any of the places we've lived that continued to beep after opening it. Again, I am just mentioning this because I have had numerous people comment on these things when they have visited us, so it seems like something people would want to know. I also saw on Facebook a couple months ago that there was a contest among employees for whoever could get the most online reviews (get people to post reviews about vector to facebook, yelp, apartment ratings, google etc). Didn't have to be anyone who actually lived there or had even toured it. So I saw some posts asking for family members and their friends to give reviews so that the employee could possibly win a prize. I just felt like I didn't like seeing this because I want reviews I read to come from actual residents or people who have toured and not from family/friends of employees who are trying to win a contest... Overall the apartments are nice. 6th floor is considered the upgraded units. If you do move here the rates are better now than a year ago. read more

From the beginning application process - fast forward to my move in day, moving into Vector was easy, smooth & efficient. From the paperwork to the assistance I received from all Holland property staff. I worked closest with Holland staff member Elizabeth and she was professional, polite and extremely helpful (and continues to be). I will add that all the ladies in the Holland leasing office were very sweet and helpful! Very nice, but very expensive. I have to admit that vector is probably the nicest apartment complex I lived in, it's amenities are not exactly the best, but they have guest parking. It's in a great area, the building is new, what's not to like? The price and charges are the catch, not only is it high priced, but they also charge you the electricity for the building, it's an extra 20$. The Padio/pool area closes at 10, which is super early, but it's too cold most of the year to even use Hope this helps read more

CAUTION!! READ THIS BEFORE MOVING IN!! If you work nights like I do and have a family member visiting from out of town.. they WILL NOT be allowed into your apartment that you pay 1600-2200 a month for! If the office is closed you must ESCORT THEM INTO THE BUILDING.. I work until 2am(get home around 3am)so for example my brother cannot come to my apartment from the coast after 6pm and be let into the building.. if the office is open(before 6pm), they will let them into your apartment, but if they leave for ANY REASON after 6pm THEY WILL NOT BE ALLOWED BACK IN until you return with your key fob! Have a dog?? Great! Me too!! But if you are like me and need an occasion dog walker, they are no longer allowed access. My dog now has to sit in the apartment from 3pm until 3am without going to the bathroom because my dog walker is no longer allowed into my building after the office is closed! ANIMAL CRUELTY!!!! This place looks great and at first I loved living here but this is just ridiculous! Think about if anyone will be visiting during Christmas time? After 6 pm they WILL NOT be able to leave and come back in without you.. If you have 0 friends or family this place is perfect for you, if you do have those things stay away! If I could give this place 0 stars I would! Do not be fooled by the nice pool and workout room(that we now share with two other apartment building.. it is not worth it. read more

We absolutely LOVE Vector! The office staff know us by name, they host fun monthly events/parties for residents (how we have met most of our friends being new to Oregon) and they always show love to my fur baby. Madison has been so supportive helping us with everything we need, along with the awesome staff that work with her (Naomi, Lizzie, etc). I have lived in 6 apartment complexes in the last 5 years across the U.S. for school/work, and this one is by far the most friendly and helpful staff. 5/5 recommend hands down! The building and amenities are unmatched in the area for price, quality, cleanliness, and safety. I love being able to walk to local shops/restaurants/bars/farmers markets. A few steps from the MAX public transit to be downtown in Portland within 30 minutes. read more

Vector is the newest building at Orenco. It's clean there and they have nice apartment layouts. The building has some drawbacks though, such as the garbage trucks coming every morning shortly after 7 AM or people going for a 'walk' with their dogs to the community courtyard where kids and babies are playing during the day. The biggest issue for us was a bike theft and I'm disappointed by the management approach to problems. We had our expensive bikes locked with a lock in a bike cage in the garage area. Having a bike there is at your own risk. Both of them got stolen, one after another. The management hasn't done literally anything about it although the office was properly informed. They haven't let other people know about the risk and the entrance lock ('controlled access' which anyone can easily open by hand) is not changed until today, a month later after the incident. Not to mention that we didn't receive any apology or statement from the company. So be very careful about your stuff if you move here. read more

I wanted to start off by saying the girl showing us the apartments Melissa, was very kind and fun to be around she was totally awesome! BUT these apartments are not at all what they seem in their photos, they have really amazing photoshop. The apartments are very tiny, cheaply made, the thinest walls possibly ever built I could hear the neighbors during my tour and not worth the money at all. Also to mention parking in their garage will cost you $120 a car extra a month for a public parking lot with just a gated badge where if someone is pulling into someone from the public parking lot can easily follow you into without living at the apartments, there's no AC in the apartment rooms only a ceiling fan ($70 extra a month if you wanted to rent a portable one added to your rent, the rooms were frying hot inside and it was only 83 degrees today), mail boxes outside of apartment aren't included they charge you extra per month to use them, neither are utilities. For the price you'll be paying for these small, cheaply made apartments you're better off renting a house. read more

I am so excited to move in to Vector! I toured most of the Orenco properties and others nearby and Vector stood out to me above others in terms amenities, aesthetics, vibe and most importantly- customer service with leasing agents. Brittany was extremely helpful in guiding me through the tour and in answering all of my emails and questions that arose throughout the leasing process. She really provided outstanding customer service, and is one of the reasons I can't wait to move here in a a couple weeks! It seems like residents are definitely taken care of here. I lived here for a year, I had a neighbor that I complained about 3 times and never once did I ever received confirmation that it was followed through. I honestly don't think they did because my neighbor continued to play loud music after midnight. A few times I had to sleep in my living room because of him. Than after I my lease ended I went to the office and discussed my lease and they told me it was going to increase, which at that time I declined and said I'm looking for another place paying the same price for a 2 bedroom which was just 1 block up. I went to look at the place and was going to take it, than I get a call from Felicia and she leaves a message on my voicemail telling me that they can honor my lease agreement without increasing. I went into the leasing office and talked to a female their not sure her name, but she said I could come back before a certain date to honor my agreement. I did get offered the 2 bedroom, but I declined it because of the agreement left from the leasing agents. 2 weeks later I receive a new lease agreement with an increase price and was advised that they could not honor that verbal agreement. I called Felicity and she was advised that her manager Andie declined it. This is not how you do business to a resident, I was also told by another fellow resident that this happened to him also. I don't blame the leasing agents there, it's management that I blame for horrible customer services and being dishonest. I ended up losing the 2 bedroom because of your company thinking that I didn't have to move out. I hope that your 1 bedrooms continue to stay vacant for a year because you literally increased it about almost $200 a month and it's not worth it. Go find yourself a townhome or house to rent because you will be paying the same price. read more

I live beneath somebody who walks around, continuously and frantically, for few hours every night, starting at midnight. White noise machine don't really help, because the floor creaks include a deep bass sound that white noise doesn't affect. Even the light fixtures rattle!! I work for 12 hours a day and cannot get enough sleep at night. I guess some people cannot conceive of how their behavior can really make life miserable for someone else. The main issue is the structure of the building with thin walls. I have talked to management and I think they are trying to address the issue but there is no improvement after 1 month. They made a note to fix the light fixtures and they never showed up. Scary thing is, I moved a month ago and I have a 1-year lease. I don't know what do to. Some people would say that noise from your neighbors is normal in an apartment building. However, this does affect me a great deal. Whenever they walk, the stomping would startle me so much so that I sweat all over my back. And when they are not stomping, I am scared when the next stomping would begin. The building and community is one of the most beautiful ones I've ever been at. All of our residents are amazing and kind and the management staff is very professional and always willing to help!
