I honestly think all the staff are doing an excellent and terrific job. However: I think the in house security should do a much better job of being alert. Most recently it appears a tall male Hispanic adult was sitting close to a female white adult with short blond hair. He was observed blocking the other computer area. He wasn't observed using any computers. He wasn't reading any books. Rather he was observed just sitting. I'm not sure if this is considering loitering? California Penal Code:555.2 and 647G. Then he was observed sitting next to the female white adult with short blond hair. I'm not sure if this is called: Stalking? California Penal Code: 646? Plus: Hazing? California Penal Codes: 240-243-4. The female was heard repeatedly saying she didn't want to go out with him. He appeared to persist and was demanding she go out with him. It was over heard that he took a personal belonging of her. Possibly it sounded like a cell phone. What's not exactly clear is why didn't she report the subject to the head librarian ? Speculation? He might have frightened the poor thing? We saw him follow her out side. This is most definitely stalking. California Penal Code:646. We also noticed he was challenging and dueling a very small male Hispanic adult to a fight. I think this could be a violation of : California Penal Code:415. Under : Challenging and dueling . We heard him make a terrorist threat as well with bodily harm to the much smaller male Hispanic adult. California Penal Code:422. The Westminster Police arrived. They were in the back doors of the library. Yet the subject was observed walking very fast out side the front of the library. Why? Its unknown if he has priors? Its unknown if the subject has a weapons or drugs? Or if he has a history of any violence toward women? I do hope he is eventually apprehended. His unjustified actions of deliberately following a female out side of the library pose a threat to public safety. He does not appear to have any facial hair, no visible tattoos. Its unknown if he is affiliated with any of the local street gangs? With the proper due diligence and excellent observation he will get back in is convert zone and pray on another unsuspected female. Hopefully : The local authorities and in house security can be alert: To help take away the ingredients a criminal needs: ( Time,) ( ability), ( space), ( opportunity ). He could be an opportunist ? Could he be possibly like : Ted Bundy? praying on unsuspected women? Ted Bundy would act like he was injured. Then unware women would help the criminal. Then he committed his crimes. Well it shocks me that Yelp would filter something so significant. A friend of mine came here recently. It appears it was approximately at ; 8:30 P.M. ,according to my friend. He claims prior to comming in the library there was this male white adult out side. He appeared very upset about his not being able to find a job. His left hand was bleeding. My friend walked away. Then my friend indicated there was no staff or guard. Then to his surprize there was this male hispanic adult sitting next to his left side.All the other computers were open.Yet he went to sit next to my friend. Its not known for fact ,however; But this individual was in a position to look at my friend emails. My friend states when this male Hispanic adult realized some one was aware of his presence.He became very imobile.Then he stood up to give the impression he was going to leave.Yet what he then did was slap the left shoulder of my friend and my friends back. He then left the library. The next day ,my friend went to the same library.He went to report the incident to the libarian. Dan a male Asian adult arrived .The same male Hispanic was walking up. The libarian then indicated he would speak to him. So Dan the head libarian came back and informed my friend he indicated he was sorry ,the word. Now there is more information on this guy.He wares a hat to cover a five inch bald spot. Also has a gray eye. No obvious tatoos. Its unknown if he has a previous criminal record at this time.He gos by the name :Jimme. He likes to attend Calvary Chapel West Grove .This is for a homeless feed. Next he likes to attend the Living Waters feed on Sundays at 07:00 A.M. Also likes to attend another homeless feed a Methodust Church on Sundays. So we have an assualt that took place. It was put in filtered. So did this :Jimme act on his own or who is the fruit of the poisonous tree. He is not a friend of friend.Nor is this Jimme a Christian based on action alone.1 Corinthians chp#13 1.Does not behave unseemly,does not vanteeth it self. So I see a new blog with the same name. No a wrong is a wrong. The excuse given by this Jimme for slapping my friend on the back was to say hi. No you do this to people that give you permission . My friend has indicated it was not a tap. Also that if in fact it was ,a greeting we approach from the front. How did he make friends with Yelp? Or did his actions get persuaded by some government agency? He walked behind him and hit him with his bag.Then said excuse me.Is'nt the correct way to say excuse me ,wait for them to move or go to another table? Answer is yes. So what gang or entity is persuading him to have control over Yelp to have something filtered. Yet it was this same Jimme that used vulger language at Living Waters in Fountain Valley.He was upset that he was turned into his friend Dan at the Westminster Library.When this is filtered by Yelp to condone of what occured at this Library of which is an assualt .Calif Penal Code:240. The incident took place : Monday June 15,2015. The approximate time of the incidents was : Between: 8:00P.M. and closing. The guest on : Computer :# 12 was heard laughing excessively loud and disturbing the peace. I honestly believe his actions are against public policy? California Penal Code: 415. Not only was he excessively very loud and boisterius he was also not compling nicely when the security guard nicely asked him to please keep his voice down . Under loud and boisterious and ( Offensive language ). The male Asian adult was heard yelling at the security guard : ( " YOU N"! ). ( " YOU N" )! Continuing : The possibly vagrant female white adult on : Computer #13 attempted to incite a riot. California Penal Codes: 404.6 and 405. The female white adult is very thin and appears skinny. She is missing two front teeth. Her hair is shoulder length. She was heard yelling at the top of her lungs: " I THOUGHT THIS WAS AMERICA ,DEMOCRACY FREEDOM"! Recently I have noticed this library now has the same ,African American guard that was possibly kicked out of the Costa Mesa library.He likes to use selective enforcement. He likes to talk loud then insinuates customers using the library are talking loud. He still refuses to give his name. This is public information. He also has been observed staring at females in a very lustful manner. It was ;June 6,2013.He was observed hazing,harassing,brow beating and verbally badgering a male Hispanic adult. After the male Hispanic adult was just sitting at the computer.When a female Hispanic adult went and talked to the guy. In stead of correcting the female ,he rushed to judgement. Most recently a very hostile visitor was using lots of profanity. Plus verbal threats toward another guest.Wesminister Police were called. A male Asian Police officer and possibly a another police officer interviewd the guest that was loitering in front of the library. The hostile guest kept yelling out:" He was from Detroit ". Plus he was verbally threatening another guest that he was going to do bodily harm to the other guest if he kept typing on the computer that way. He started waiting out side in front of the library. Is this lying in wait? The Westminister Police ,claimed they know who he is. Should he follow up and assault a guest. Calif. Penal Code:240. Later very unprofessionaly the African American guard placed his hand with a tap on the shoulder of the guest to ask what happened.His jop is to : Observe and report. I am very glad the staff and security help the visitor on : Computer ( #32). He was observed and heard using very offensive language. This took place on: Saturday. July 26,2014. I was shocked and very disappointed in his use of very disgusting profanity. We heard him say: " LEAVE ME THE , "F", ALONE"! The very nice Westminster police had a very nice talk with this , perhaps mentally challenged person. He appears to be a male Hispanic adult or perhaps : A African American adult. He was observed wearing : Beige shorts ,a gray short sleeve t-shirt and white tenny shoes. Also was very unusual to some is: He was :Wearing : ( SUN GLASSES ).This was as he was using the computer.They could be : Byphocals . Yet we did notice it.
