I have been renting apartments most of my life--in NYC, Atlanta, Virginia, Maryland, etc. I've had all kinds of landlords. But no landlord has ever ripped me off like I was ripped off at 4000 Mass. You do NOT want to deal with these people. I was on the ground floor, and one neighbor had rats in his flat and one had mold. My place was way too damp and I had mold as well. They refused to keep the heat on after April, or put it on in late September, so we were freezing down there in the spring and fall. Every negative word these other reviewers wrote about this place is factual. But most of the staff are extremely nice people and there are lots of nice tenants. The problem is the management who are feared and disliked as much by the staff as by the tenants. One reviewer wrote that the halls remind them of the film, "The Shining." That's exactly what I thought when I lived there for eight years. Especially the ground floor, which has super long hallways and few doors. The "top dog" (chief misanthropist) is Mrs. Brisbois (pronounced 'briz boe), who, amazingly, still rules the roost after 1000 years. Yes, she has a capo--the British James Reaney. He may be powerless, but he doesn't have a moral bone in his body either. Judge a man by the company he keeps. Good people either quit or get fired in this dark place. Mrs. B--the Nurse Ratched of apartment buildings--would make a great nemesis in a thriller but being terrorized by her for eight years was no fun at all. Few people intimidate me but I was actually afraid of her. When I finally was able to move out, Brisbois claimed I owed them $2500 when in fact I owed them nothing and they owed me my security deposit. In 40 years of renting, no other building ever kept my security deposit. I went to the building management company (Polinger, Shannon, and Luchs) and tried to sort it out--they did absolutely nothing. I called Edward H. Kaplan, president of Chesapeake Management Corporation in Washington, DC. (This company owns the property.) I left message after message--Edward H. Kaplan didn't even have the decency to speak with me. The Chinese say that the fish rots at the head. Say no more. After 8 years of renewing my lease, when I gave them a month's notice to leave (which was to be on Oct 1st), they failed to tell me I had to book elevators a month in advance. So, when I called a week prior to the move--they said there were no elevators until Oct. 6th, and they would not allow me to use the stairs. (They knew I was moving on the 1st and never even bothered to call me about this.) Since my movers could not change the date on such short notice, I had to hire two different companies with smaller trucks, so the move to nearby Virginia cost me $3000. Mrs. Brisbois actually charged me rent for those 6 days in October! (Even though all my things were in boxes and I was only there because they would not let me use the stairs and did not tell me I had to book elevators in advance. They planned to renovate the apartment and had no one lined up to move in anyway, so it cost them nothing.)
At one point, I had neighbors from hell directly above me. Every day, until 5 am, they would make incredibly loud banging noises that would shake my entire ceiling. Even though I had been there for years and got along great with all my neighbors, the management did nothing. They would not even make them put carpet on their floors. One night, after months of this, I was so exhausted from lack of sleep and so freaked out, at 4 am, I took my umbrella and banged it on my bedroom ceiling. This made a few little dents in the ceiling. But because the ceiling had that hideous "popcorn" spray on it, all I had to do was take a little joint compound, fill in the dents and it was good as new. But because Brisbois saw the dents--she insisted on repainting the ceiling immediately, even though I assured her I would fix it myself. So I paid and then I just fixed it in two minutes. When the painters came, I told them they would not find anything wrong with the ceiling, and they could not, so they left without painting it. I expected to get my $800 back, since the ceiling was never repainted. Instead of refunding me, Brisbois charged me AGAIN for it when I moved out. They wanted to repaint the living room ceiling also, and, again, I paid right away ($1300) but they agreed to repaint it when I moved out. But when I moved out they charged me AGAIN. Brisbois would NEVER have let me defer payment for this. She threatened to kick me out if I did not pay immediately. So they made me pay them $1600 to repaint a ceiling that was never repainted! (And $2600 to repaint a ceiling that they were going to repaint anyway because they had to remove the asbestos in it.) All this ruined my credit as well. The putrid ancient brown carpets throughout this insidious decrepit building epitomize this very bad place owned and managed by the evil Edward H. Kaplan and the equally detestable Mrs. Brisbois. read more
