From day one, Halsten Apartments repeatedly tried to slip in bogus charges during my tenancy. Every single time, I challenged them, proved they were wrong, and they quietly backed down without apology. It was a pattern of behavior, not an accident. The manager, Matt Vasquez, is unprofessional and dishonest. He routinely made claims about "lease provisions" that simply did not exist. When I asked him to show me the exact section, he couldn't. He would just insist it was "in there," which it wasn't. His conduct was not only misleading but often outright illegal. He acts like someone who peaked in high school and now abuses a small amount of authority. Health and safety are an absolute nightmare. The ventilation system in my unit was contaminated with mold, and it made me seriously ill. I repeatedly notified management and asked them to address it properly, but they ignored or dismissed my concerns. Breathing in that environment left me extremely sick. Instead of taking accountability or sending qualified remediation, they downplayed it and deflected responsibility. Living here literally made me physically ill. Security is just as bad. I had a dangerous stalker trespassing on the property, and management did absolutely nothing. Instead of helping, they confiscated my Ring camera without permission, a blatant violation of the lease and my privacy rights. When I told them about the trespasser, their response (attached) was basically: "Call the police, we're not putting ourselves in danger." There was zero concern for tenant safety or well-being. To make matters worse, the hot tub has been broken for over a year. Despite countless follow-ups from residents, management never fixed it. Their excuse was that it was "too complicated" to repair, a laughable response given the rent prices here. It's a perfect example of their laziness and total disregard for the amenities they advertise. The only positive thing about this complex was the maintenance team, who were professional and responsive. Everything else was an absolute disaster. I have never had a more horrific rental experience. Between the mold, the dishonesty, the illegal conduct, and the utter disregard for safety, this was by far the worst property I've ever lived in. Do yourself a favor and never live here. Most of their positive Google reviews are fake and/or paid for. They don't reflect the reality of what residents actually experience. Most importantly, don't believe any fabricated response to my review.

The management team has also been outstanding--friendly, responsive, and genuinely committed to taking care of residents. In today's world, that level of service can be hard to find. The building itself looked impressive -- nice finishes, a stylish lobby, even a bartender by the pool that gave the place a resort feel. But the longer I spent on the property and the more questions I asked, the more the cracks started to show. I toured here twice and saw a total of about 7 units. Design choices that don't make sense For a "luxury" property, I can't understand two things: 1. Why the building wasn't positioned to maximize the surrounding mountain views. Because of the diagonal layout, the best views are already taken. 2. Why so many units were built around internal courtyards, leaving residents staring directly into other apartments for thousands of dollars a month. The finishes inside are attractive but risky: olive green vanities and kitchen islands on the first and third floors, blue accents on the second and fourth. Some will love it, others won't. On my first tour with Kyle, I was told I could receive more than the eight-week concession advertised online, and possibly help with a lease buyout. A couple weeks later, when I followed up, I was told no extra concession existed and that even the eight-week deal was ending soon. Since then, they've actually increased the concession to 10 weeks, which makes the earlier pushback even more frustrating. After my second tour, I sent a thorough follow-up email with additional questions, including concerns about pest control on a ground-floor unit. Their team initially responded, but when I replied again asking for clarification, especially about regular pest control services, they never responded to me at all. At the same time, they declined to honor the additional concessions I had been verbally promised. To be considering $4,000/month for a unit and be told I'd need to install my own pest-control gates on the balcony, with no clear answer about what was covered, was a deal breaker. Ultimately, the biggest issue was trust. I was sold on promises during my initial tour, but when I followed up, it was as if those conversations never happened. The story kept changing, and eventually, my emails stopped getting responses. This building has potential if you manage to secure one of the few good units, but most of those are already gone. What's left is a mix of courtyard-facing apartments with no privacy or views, higher-than-average rents, and amenities that may not last. For me, the lack of transparency and unkept promises were enough of a red flag to take my residency elsewhere.

The grounds are ALWAYS prepped and clean (the photos posted by the owner on Yelp is genuinely what the grounds look like 24/7, don't listen to all the haters). The tennis court, pools and grills are all functional and the location is PERFECT for anyone considering the paradise valley area. Since living here Palisades has always been communicative with any re-pavements, site changes or temporary fixes and the management staff and upper management are VERY quick to respond via email. The maintenance staff is very professional and quick to address any issues. I would personally like to thank Ralph for always being kind and addressing any little issues we have had, clogged drain, ice machine maintenance, ect.. Having needing to move due to work situations, Nick and Danielle have made our move out process as smooth as possible and even accommodated to extend our move out date a week or so later so that my wife and I can have time to move into our new apartment come may. We have been VERY pleased with this complex and will miss it dearly. My only complains would be 1) they are overly cautious with their COVID-19 precautions, I have yet to step foot in the leasing office and the pool has been closed on random occasions, but that is to be expected, I guess. 2) Because they have landscapers out everyday the Bush trimmings, leaf blowers, etc. can be a little annoying, but that's as to be expected when you work from home and are right next to the tennis court and pool. 3) The in home washer and dryer units, and dishwashers are pretty cheap. To compensate we just hand wash everything, and usually have to run the dryer 1-2 times to completely dry our clothes (not that big of a deal but it's worth noting). Overall we would highly recommend this complex if you are looking for a great location, friendly staff, fair pricing and great amenities. This complex is located in a fantastic location, right near the 101 and Raintree Drive. It's walking distance from grocery stores, pharmacies, restaurants, and anything else you might need. My workplace at Kierland Commons was a ten-minute drive or less. Very little crime or disturbance in the area, so I felt safe walking around after dark. The units are rather small, but the layout makes it easy to make the most of your space. The interiors are very nice, with renovated granite countertops and good carpet and linoleum flooring. I do hope that they refresh the appliances next, as the dishwasher and oven/range in my unit seemed to be a bit retro. My only complaint is that the insulation in these apartments seem to be lacking, probably due to the age of the structure itself. A/C bills during the summer were higher than I expected for a home that size, and noise travels through the walls and floors easily. The common areas of the complex are nice, though I was unable to use most of the amenities due to the pandemic restrictions. The indoor parcel lockers are a fantastic benefit, a convenient way to have high-value items delivered without fear of theft. I was quite impressed with the management here as well. Felicia, Rachelle, and Olivia handled my move-in and move-out extremely smoothly, and they were all so easy to work with whenever an issue came up. At one point when I was stuck at home due to illness, Felicia retrieved a perishable package from the lockers for me and arranged for a contact-free delivery; they really go the extra mile here! Maintenance was prompt and helpful, and they provided me with a fresh A/C filter each month when I requested it. I expected to pay far more for such a nice place in such a nice area, but I was able to sign a 13-month lease at only $1200 a month. Overall, Scottsdale Horizon is a great option for that price range.

That's not how air conditioning works -- that's how management avoids repairs. As for maintenance quality, the attached photos speak for themselves. The filter is clearly the wrong size, but instead of replacing it properly, they simply folded it to make it fit. That's like painting over a dead bug and calling it "fixed." This place doesn't value residents, communication, or basic upkeep. If you're considering moving here, think twice -- what looks fine on the surface hides a long list of neglected problems underneath. Edit 11/05/2025: Again if people want to see the complete incompetence of this complex, just look at the recent notice they left, they can't spell for one (4rd of Novebmer), and they have no idea when they will actually be entering. Is it Wednesday the 5th or Thursday the 6th? No one knows, and when we called the office, they had no idea either! A bunch of dolts with titles they don't deserve. At first expected it to be a water shut off and to be resolved by 17:00. No, by 18:00 I left home only to notice a main POURING water into the southern most parking lot. By 18:30 there had yet to be a formal acknowledgment by staff via email, call, mass text etc. alerting residents to the issue. I know they can't control a burst pipe. But they control how their tenants find out about issues to ensure the staff is on top of the problem. Again, not a word from staff. Edit 11/19/2025: A consistent issue here at Horizons. Cockroaches.
