I did pay upfront due to wanting my wheelchair repaired. After the wheelchair was repaired I called for a taxi to take me home. The owner (Herman) expressed they closed at 5 p.m. The weather was 19 degrees out and had become dark. My taxi had not arrived and was having difficulty locating a taxi driver to accommodate me in that area of Chicago. I expressed to Herman I would call a family member to pick me up. I contacted the police department to perhaps talk Herman C. (owner) in not allowing me to be put out in the cold and dark. The police officers stayed in the place of business and reassured the owner they would make sure the establishment would be secured and locked when my family member arrived.
