If I could give her a zero star I would. She is an opportunist who steals money! She calls and pleads for more money over the regular deposit amount and then cancels on you and then refuses to give a refund. Seems like I'm not the only one on here who has had an unpleasant conversation with her as she is very unprofessional. She gets mad over text and goes off and then threatens to block you. Her emojis are the only way she knows how to communicate. She is a SCAM ARTIST and will take your money and have NUMEROUS excuses why. I have also reported her to the Cosmo Board as I seen another person did. She should have her license taken away for scheming money from people. I have had friends go through her and saw the work which all looked reputable and great. Yesterday I reached out to her to confirm my appointment on this coming Sunday.. she said yes see you at 11. Fast forward to tonight, I get a cancellation text, and am seriously confused at this point so I reach out to her and this is what I get thrown my way: she is the most unprofessional, ratchet, idiotic person I have ever dealt with and the fact that she is using the Coronavirus to extort others and not refund them for services is unbelievable and needs to be passed along so others don't have to deal with it. She refuses to give me my money back, and says I can reschedule in two in a half months when I show up with a clearance from the doctor that I don't have the virus ARE YOU KIDDING ME? I had to file a lawsuit and shes continues to dodge the attorney and process server. She knowingly and maliciously STOLE $1900 of my money and put it on a down payment for her new house (her words not mine). But that's okay, she can dodge all she wants. There are a lot of women out there that are abusing their privilege especially during COVID-19 and taking advantage of consumers. I spoke with Penelope and she quoted me 489 for a touchup. She corrected me five times on the phone and told me that she would have to redo my brows and it would not be considered a touchup. But that I would be a new client. I explain to her that I just had my brows done about 9-10 months ago and they're not faded yet but just wanted them filled in a little bit.She then told me that she guarantees her work and that my brows would last for three years. This morning I go on Groupon and I see that she is advertising on Groupon for half the price she quoted me. I simply reached out to her and told her it's a little disappointing to see that she is clearly advertising on Groupon for a much lower rate than what she quoted me yesterday. She then began to blow up my phone and send me a barrage of messages saying she's not the artist for me she doesn't advertise on Groupon. I have a screenshot of her prices below. At first I thought oh I hope I didn't get her mixed up with somebody else but Sure as day I saw her phone number posted on Groupon and her name and that's the exact number that she called me back on yesterday. *Unsanitary *Rude *Unprofessional Brows by Penelope Hue aka: Chisshada McCullum We would NOT recommend microblading from this person. My sister and I purchased a "deal" that she was having for the holiday season to give to our mom. The deal we got as first-time clients was $189 for the first session and $189 for the second session. We paid in full for both sessions. My mom made the appointment and the day of the appointment Penelope wouldn't even tell my mom where the location was and would only say "it's on your certificate" however, the suite number is NOT on there so she ended up going to the wrong place and was frustrated. Come to find out it was a new location she was at, and she never even told my sister that she moved. While my mom and sister were waiting, they heard Penelope talk rudely to someone on the phone about the same exact thing. Why couldn't she just say the address and the suite? When my mom arrived, she told my mom that she needed to bring her own headband to keep her hair out of the way, so my sister had to go back home to get a headband. This is not something that a professional would tell their client. A professional would have all the tools and supplies needed for the procedure. She then proceeded to clean up something on the floor and didn't wash her hands before putting her gloves on for to do the brows. Very unsanitary. Penelope had instructed my mom to bring in a photo of what shape she was wanting for her brows, my mom showed her the photo of brows that she wanted, however the ones that Penelope did were in no way even similar to what my mom brought in, she basically ended up doing what she wanted. When my mom asked about it and told her that it wasn't what she wanted she would just say "they measure the same" but clearly, they didn't because, she gave my mom HUGE lopsided brows. We are very aware that these are NOT tattoos and you have the OPTION to go back for a touch-up if needed, however, after talking to many of my friends who have gotten microblading by a PROFESSIONAL, they only had to go back to fill in some open spots, not do them all over again, my mom needs way more than just a touchup to actually FIX what was done to her. After the procedure was done, Penelope then used ALCOHOL on the open skin that she just did the brows on. WHO DOES THAT?? My mom was in pain from the stinging of the alcohol. The whole brow part was burning because of the alcohol. She then proceeded to give my mom a ripped piece of paper towel and instructed her to put more alcohol on them to clean them at home.... UH NO! Penelope then used her fingernail to put a tiny amount of cream stuff for my mom to put on her brows at home in a tiny little container that didn't have a lid on it. Very unsanitary. My mom never used the product that was given to her because of that. We have since contacted Penelope and let her know that we are unsatisfied with the service and quality of her work. We asked to get the 2nd service reimbursed back to us my mom will be going to someone else to get her brows fixed. She has refused to refund us the money and says that since her "normal" price is $395, and a touchup is $250 then she will not provide the refund. HOWEVER, the deal was that we have in writing from Penelope is that each session is $189 and like I said earlier we paid in full for the initial session and the touch-up session that we will not be going to. Penelope says she stands behind her work 1000%, so if that is the case then if a client is unhappy, she should refund the money that was paid since we did not get the service we paid for, we are not asking for the initial $189 back, just for the amount we paid for the touch-up session. When my sister was trying to explain to her this, she acted like she didn't know what my sister was talking about and then blocked her. Penelope's microblading certificate was not in plain sight for anyone to see. read more

If I could leave a zero star, I would. I paid $2,000 for eyebrows and eyeliner (top and bottom). Said it wouldn't hurt on the phone. Then when I arrived for my appointment, she wanted another $95 for numbing. I didn't want to pay any more. It felt like she was using a razor blade on my brows. Very painful!!! She says she guarantees her work, but she doesn't. I'm unhappy with brows because they're too light on ends even after touchup. She said that's how natural brows are. She also left a black dot under one of my eyes from eyeliner mishap. She blames ME for moving! I tried to resolve with her, but she became rude and nasty to me on more than one occasion. Buyer Beware. She's only interested in the money, not Customer Service/satisfaction. I've had permanent makeup done before, and it was done in ONE appointment, beautifully, and with minimal pain.
