Its a bummer to leave such a review...I took alot of time to reflect before I spoke, and in no way is thos maliciously bad mouthing a business, this is a review of awareness as CA HOA did us and our association so dirty....here we go... I have been the president of my HOA for the last year and a half and I inherited CA HOA Solutions as our managment company when I got on the board. They had been running our property since 2022, and have to admit we were in very rough shape as a property. At first, they seemed decent, they tried, perhaps a bit in over their heads on certain things but I was new and thought it was just growing pains. I was full of such hope and optimism that unfortunately was quickly destroyed when we kelt cycling through PMs (Ed, then Josh, then Kevin and then landed on Sams plate). I was really hoping for a team of support, of guidance, of expertise and instead was met with radio silence, unresponsivness, and flat out ignored the board, the property and its residents. We were left in the wind at every turn, the board was under attack daily from its residents & vendors, it appeared to be a one man show with no attention or care and NO SUPPORT and the lack of financial transparency started to weigh heavy as worrisome. Our association was literally crumbling, we begged for help, and we were met with zero responses or assistance. No offense towards them as people, but I dont think they are equipped to handle real issues and any kind of hoa resolution, and the lack of professionalism was concerning, even up until the end how we were treated was appalling. And forget about them having a presence of confidence or being the ones to run the show...no organization, didnt follow hoa rules and laws. No real legal resources or guidance, steady community engagement or basic communication was not a thing. All in all, so disappointed how this company has helped us run further into the ground and the fact we had to physically CHASE Sam for our reserves money after we switched managment spoke volumes.....he claimed to have closed our accounts and mailed our check which never came...he ghosted us, we threatened lawsuits, and again was met with no response or help to make sure the loop was closed with this management transition....4 months later, we changed management companies out of pure desperation, we had to find the bank they had been using to get our own money back, and within a week of contacting the bank directly they sent us our money...with NO HELP again from CA HOA Solutions. To this day they are still sending residents statements to be paid, and when asked why, they still have never spoke to us again. This company should really rethink being a company at all because the mistreatment of an entire community in this manner, essentially stealing from them with no explanation, in this industry is truly unacceptable. Happy to have this all in our rear view as we attempt to recover, and hope this review helps anyone in the same position as us. read more

I have primarily worked with Kevin Laughlin. I haven't spoken to Sam in a while, however, I feel our association is in good hands with Kevin Laughlin. He's professional, responsive, knowledgeable, and gets the job done. He cares. My husband and I had a crisis at the condo recently. We emailed all to the management condo and we're working our way through it. I would highly recommend this company. read more

Cannot say enough nice things about Kevin at CA HOA Solutions. He manages our building in North Hollywood, and he's extremely responsive and communicative on issues big and small. FWIW I think a lot of the negative reviews here are for a previous manager. read more

HOA Solutions is essentially a one man show operated only by CEO Sam Shewa. At the beginning he presents himself as engaged and inspects the property, but after that there is little follow‑through. Communication is poor, with responses often taking longer than three days, which is a direct violation of the contract. He is frequently unavailable, leaving homeowners without timely answers. Financial transparency is also lacking, as the portal is configured to block access to important information. This creates serious concerns about accountability. Avoid This Company at All Costs The management is unresponsive and unprofessional. Emails are routinely ignored unless you're one of the "select few" they choose to respond to. The owner is frequently absent, sets a poor example for the team, and trains them to follow suit. Communication is sloppy--emails are sent with placeholders like ENTER CONTACT NAME/PHONE NUMBER left in, showing a complete lack of attention to detail. The few times we did hear back, the tone was dismissive and rude. Do your research, read the reviews, and steer clear. This company is a joke and a waste of time. RUN. read more

Last night, Thursday, January 25, 2024 three (3) managers of CAHOASOLUTIONS were present at the Reseda-Victory CHOA monthly meeting where they first hand witnessed the Board President VERBALLY ATTACK and CURSE OUT an owner without cause. At no point did Sam Shewa, Owner nor the two(2) co-managers step up to halt the VICIOUS BEHAVIOR of the President of the Board. The behavior was allowed to continue for two (2) minutes. The owner left the meeting in a significantly distressed state both emotionally and physically. read more

Caveat Emptor. I speak for myself individually, not in my capacity as a board member, nor on behalf of our association. Sam Shewa has not been good for our association. I have spent months attempting to secure documents he is required to provide Association members. When I finally was able to get on the Board of Directors and requested that he provide the required financial documentation, including our bank statements, he has not complied. I do not know what is going on and I am very concerned. He and his company are being sued in Ventura Superior Court. 2023CUNP017257 SHERRI LAZELLE vs SABAWOON SHEWA, et al. Please search all public records on Sam Shewa, aka Sabawoon Shewa before hiring him. I cannot speak to the veracity of the case against him as it has not been fully adjudicated. I can speak to his rudderless management, haphazard approach to disclosures, and the fact that he has not provided our membership with financial documents we have a right to. We are in the process of securing new management and we gave him the opportunity to walk away with thirty days notice and he refused to cooperate. I will provide updates. UPDATE: 7/24/25 Once the owner of California HOA Solutions, Sam Shewa, was notified of his termination by our board he went from merely being negligent to behaving with willful, reckless, and malicious intent. He made false statements to the owners in a meeting of the membership. He refused to verify the roll call of owners at the July 22, 2025 board meeting upon request. In the past he has allowed non-owners to attend meetings. 1. Failure to perform site inspections; 2. Failure to document site inspections and notify Association of any issues; 3. Prepare and mail notices in accordance with governing documents, i.e., the 2023, 2024, 2025 budget was not sent in time per our governing documents; 4. Failure to provide financial statements in a timely fashion, i.e., no financial information was provided to owners since February of 2025; 5. Records and Correspondences have been ignored, i.e., failure to honor document requests from owners; 6. Failure to notify 90+ day in owner arrears; 7. Failure to notify 60+ days in owner arrears; 8. Failure to obtain bids from Certified Public Accounts for annual review; 9. Failure to notify owners regarding upcoming CD maturities; 10. Failure to notify banks of new signatories and BOD members; 11. Failure to enforce the governing documents; 12. Failure of Mr. Shewa to inform Association of his ownership interest the accounting firm used to audit finances, or the reserve study company used to conduct the 2024 Reserve Study; 13. Failure to verify invoices, payments made for invoices not associated with our Association. read more

alifornia HOA Solutions Management, particularly at 100 South Doheny, has been a disappointing experience. There are serious concerns about the management's professionalism specially including alleged inappropriate relationships between management, the owner, and front desk staff. Residents, including myself, have reported these issues to the board members, but no action has been taken. This lack of accountability has created an uncomfortable living environment, with a sense that unprofessional and possibly illegal activities are being ignored. It's clear that a change in HOA management is necessary to resolve these issues and restore a professional work ethic and living environment. Starts off like they'll make a difference. Sam kept saying "you have problems." Yes, every HOA has problems, he made it seem like he could make a difference. He has taken retaliatory behavior out on the building. Every owner has suffered because of his lack of transparency and not transitioning documents to the new company. He screwed every person who had worked hard to build a better life because he has a bad relationship with a few owners. He does not behave as a professional should. I hired Sam Shewa and CA HOA Solutions to manage our property in Glendale. Sam provided all the right answers during the hiring process, and for about 8 months our property was doing very well and thriving. Since about December of 2023, things have taken a horrible downturn. We do not get prompt responses, requests from the Board are ignored or done incorrectly, there is a backlog of emails and messages from homeowners and the Board that does not get addressed. One year ago, I would have highly recommended this company, but now, I would recommend you go elsewhere. They appear to be making the minimum effort and lack competence. They get two stars instead of one star because at least they are not combative when they royally screw up like our previous management company Jenkins. read more

I'm a new home owner. The 1st time CA HOA Solutions manager Sam Shewa didn't get back to me on a question I had, I let it go. This time, I can't. My Tenant found a dead animal in the skimmer of the jacuzzi/pool on May 26th. The family reported this safety issue to Sam, via email + included pictures on May 27th. Sam never responded. Shockingly, she wrote to him again on June 12th because the dead animal was still in there. My husband left messages for him as well and received no response. Yesterday, on my property owner portal, I wrote Sam a lengthy email on this 22+ day safety issue that needs immediate attention, included the pictures and submitted it as Urgent! It shows he received it just moments later. Still, no response. Doesn't someone care above Sam (the manager) & oversees "Urgent Maintenance" messages? Shocking & Sad. read more

California HOA Solutions and Sam took over our property a little over a year ago. He came on board knowing that our property had a lot of things to take care of. Sam willingly understood the challenges ahead and provided board members the support to move forward by guiding the Board, to handling complaints from homeowners, addressing our financials and budget, to resolving disputes all done with the highest expertise. Sam has done what the past four management companies haven't done in a long time. He is well organized, professional and brings a wealth of knowledge as a manager. Unfortunately, Sam has had to deal with the one or two homeowners that are a nuisance to the community. Despite this, he has been supportive and patient with understanding the needs that our community has. I am grateful to Sam and his staff at California HOA solutions for continuing to support our homeowners and continuing to manage our building. Sam has recently created a 5-year budget plan to help us increase our reserves, financials and overall infrastructure. wish could leave no star. last week came back home from work noticed two guys working on the roof. they told me apparently there is termite issues and on Nov. 18th there would be termite treatment (tent around the building) that I must leave the apartment for 3-days. been trying to contact Sam at CA HOA Solutions that I haven't received any notices. i have left several messages but no answer. still not sure what do i need to do and get prepared. read more

Sam has been managing my building for only a few months (starting in June 2022) and he has done more for our Association in 5 months than two other management companies were able to accomplish in 4 years. I have nothing but praise for Sam -- from guiding the Board (I'm Treasurer), to handling complaints from homeowners, to resolving disputes -- all done with the highest expertise. I introduced him to my sister-in-law's Association as well, and she said he's been a godsend. The reality is that many management companies aren't organized enough to do the best job.
