When I picked up and dropped off my car, only one person was working. While they were very friendly and did their best, they could easily become overloaded when multiple people show up. When I picked up my car, I waited ~20min for the two parties ahead of me, which is reasonable, but I could also drive 20 min away to another larger location in that time. Avis cars are typically cleaner and have lower mileage than other neighborhood rental agencies. Check to see if your car insurance covers rentals, as it's certainly more expensive if you get it from Avis.
