I am writing this review based on interactions that I have both encountered and witnessed with the HOA President, Dawna in the community in which I currently rent. I am in the housing development of East Cotati on Lipton Way. I first want to share that I know that Dawna is very passionate and does care about the community that she lives in. She is always out pulling weeds and helping her neighbors and the neighborhood. So, she really does care about the overall community. However, she is so invasive, rude, disrespectful and has a very bad habit of talking about everyone to others. My first encounter with her was a situation in which she had a problem with me not following a rule and instead of addressing it with me, she chose to put the responsibility on someone else. While I appreciate that her position is a volunteer position she should be able to handle those tough situations. During this shelter in place she showed up at my home at 9:00 pm to ask about the laws on towing. I am in property management and I informed her that she could not legally tow vehicles without proper notification. She was obviously under the influence of alcohol (which is often) and her exact words to me was "I don't give a F.$& I know those trucks are from outside the community and I'm towing them"... she did and they ended up belonging to two police officers that do live in our community. I have had two altercations with her in which, my behavior specifically my mouth was less than desirable. The first one resulted in me writing a letter to my landlord and the second one resulted in this review. I highly recommend that the business owners of this property management company take a moment to listen to those who reside in the community and understand who they have chosen to represent what could be a beautiful place to live . I have personally witnessed the following- - altercations with many folks here - approaching families without a mask/ families not happy - numerous occasions of loud/ drunk behavior - addressing issues unprofessionally Again, I would like to express that I absolutely know that Dawna has the best of intentions and cares about the community... it would be my suggestion that she be asked not to address concerns verbally but through the management offices who know how to address things on a professional level. read more

As per a very helpful review below and per advice via our friend and lawyer, we have filled a complaint with the BBB. Will update shortly, but our basic areas of concern are safety and basic upkeep related. I will update and include just a few snapshots over the years of their "work" here in our community. I intend to leave a review on their rental business as well. Their work with "higher-end" residences is VASTLY different from how they are treating their "workhorse" communities. Sadly, that's the case that has happened with Commonwealth Property Management. I'm hopeful that my review will put some thoughts at ease when you're reading this and decide to select Commonwealth for your management needs. For the past 3 months I've had the pleasure of working with English to get my Windsor property rented. I had some pretty tight scheduling issues and a plethora of things that needed to happen with the house before tenants could move in. She was enthusiastic, positive and above all, honest with her assessments in what needed to be done. She worked diligently in getting possible tenants over to view the home, even while I still resided there; something other property management companies in the county were not willing to do. This was a huge plus for me and one of the major reasons I selected Commonwealth. I needed time to finalize a purchase AND get a tenant in the current home I was living in. It was a complex situation and English was on it the whole way. She made me feel as if I was the only client and home she was working with; but I know she has a workload larger than most. Fast forward to now and she's still following through, touching bases and making sure all is well on my end as a property owner. I can only imagine what she's doing behind the scenes with my tenant. The bottom line here is that English's work is spot on. She's hard working, steadfast and treats you how you should be treated as a paying customer. She's outgoing, friendly and just gets the job done. I simply couldn't be more pleased. Shelley has been a shining star in the organization. A long story short, I had an outstanding balance of HOA dues that were not auto-drafting. After trying to resolve for literally months and talking to many people that would bounce me around and give me the incorrect information, Shelley stepped in and got me setup with an auto-draft account through pay lease to prevent the issue from happening again. You'd think it would be an easy process when people want to give you $. Thankfully, Shelley helped solve the issues. Re-train everyone else, and highlight Shelley as a shining star. Very poor follow-up on issues raised by residents. Reactive rather than proactive. Lack of ownership and accountability by Commonwealth staff. The result of all of this is that properties are not proactively maintained, money is wasted, and residents are frustrated. I would not recommend this company. read more

Wow, it's amazing how reviews can be so different. This management company is one of the best I have experienced, this being the 8th I have been associated with. In every HOA I have volunteered in, this company is a stand out for quick response time and pleasant exchange of ideas and issues. I work for a mortgage company and had to depend on Commonwealth to get us A LOT of documentation to approve a condo unit in the complex that our client was buying in. It was a complicated process and Shelley was amazing at getting us everything we needed in a very timely manner. Right at the end, we needed some more documents in a crunch and she produced them nearly instantly. This part of the mortgage process can normally be a nightmare, but Shelley ensured that it was not! My husband and I have called 3 times during business hours and have even GONE OVER TO THEM during businesses hours. No return calls and NO ONE THERE. I have been having to deal with this property management company since I bought my townhome in Windsor about 6 years ago. I have always heard about how awful they are to deal with and for the past 6 months I have had my own awful experience. I pay 375$/mo for their 'management' and I have been asking them to clean the downspout in front of my house because it backs up and flows out of the overflow down the side of my house and or flows on to the top of the fire extinguisher. It makes a lot of noise and it's currently 5:30 in the morning and I can't sleep. I have called them over 6 times without a single phone call returned. I am so angry right now I definitely would give them 0 stars if I could. They are the only reason I have ever even considered selling my townhouse. I'm going to be contacting a lawyer soon to see if I can just stop paying them until they fix the issue. I pay for the service but they don't do anything to fix it. Commonwealth property management has had more than enough time to fix this issue and this is the last straw. read more

They manage our HOA and are horrible. It took 6 months to get colors approved to paint our house. It takes forever to get a call back on an answer to a question. I even went in one time to get another pool key and waited almost an hour, just to have a bunch of people bumbling around to try to find a replacement key, which didn't even work. read more

This is absolutely the worst property management company I've ever dealt with. We've owned two other homes in HOAs so we know what a quality management company is like. Valen and Chad are incapable of running a quality business with integrity. They do not return phone calls or emails. You have to spend your time repeatedly calling and emailing to get service. They fight homeowners to prevent their access to rightful documents. At board meetings they are quick to throw their employees under the bus. They never follow through with the things they promise at board meetings. We have work orders on the work order list that a two years old. They don't get to work orders in a timely manner costing the HOA more money. Things that could have been repaired when they were minor are now huge issues with large repair costs. After way too many years our board members have finally decided to leave Commonwealth for another management company. Do your HOA a huge favor and stay away from this company. I would give them zero starts if it were possible. read more

Wow, what a joke. They are open from nine to five, but an answering machine will pick up if you call between twelve and one. I guess "boutique" firm means "our office of three closes for lunch, you are on your own." I called several times with a very important problem and always got voice mail. The two times that I didn't I got the feeling that I was talking to somebodies daughter or a high school intern. They just don't know how to handle anything other than dodging your calls and avoiding the question. When (if) you do get a response it will be an email because they don't want to talk to you like an adult. Avoid this company. read more

We have had nothing but continuous issues with Commonwealth Property Management. I would highly recommend against renting or buying a property that is under their management. Four years ago, a contractor that they hired drilled a hole through the main water line in our ceiling which then flooded the kitchen and entryway. Serve-pro came in very quickly to remove the damaged material but trying to get someone from Commonwealth or the insurance agency to answer the phone and get the ball rolling on construction was next to impossible. We had plastic covering holes in our walls and ceiling for almost 6 months before it was fixed, and this was through the winter... That is just one example of issues trying to be resolved. They do not take responsibility for keeping up their properties or assuring their residents that the money that we pay per month is going to good use. As other reviewers have said, trying to get someone on the phone is next to impossible and corresponded with anyone through email is a joke. Commonwealth Property Management is the property management company of Cedarwoods Townhomes in Santa Rosa, CA. Under their direction, our townhome patio walls are full of dry rot and falling apart; the roof has several units with severe leaks and water damage (going on for 3 years without remedy); sidewalk lights in disrepair; and has not addressed these issues despite $400/month HOA fees. The HOA got sued for the water damage in a unit, depleting the cash reserves below legal limits to $5,000. The huge over-spilling garbage bins and accompanying rats go unaddressed. Now that they have helped guide our HOA to near bankruptcy, they are imposing a special assessment for the roof. This management company does not return phone calls from owners and keeps information from owners by providing minimal outlines of board meetings; as well as funneling all communication to the board through their office. I can see why this business deserves an F rating from the BBB. read more

As a property owner I have been very disappointed in Commonwealth Property Management. I call with very important questions and concerns with no call back. In fact no one even answers the phone more than half the time!! I understand the owner lives in other states but there should be follow through by the staff at all times. Dues keep rising, it takes them a year to change a lightbulb in the common area, the grounds look horrid, all the money seems to go to "administrative costs". These folks are well-versed in "the run around" when it comes to returning calls & promised reimbursements. I was tricked into repairing something that didn't require repair, was not necessary...AT MY EXPENSE!! Suddenly, (Mary Ann x208) no one calls back to discuss after agreeing I should be compensated! Something just wasn't *right* & after checking with the County Inspector, the repair was unnecessary & COSMETIC to only serve the needs of a whiny neighbor that didn't pay one dime. These folks are shady scammers. Unless I drive to Windsor, there is no contact or responsibility taken. They may as well be ghosts. But thanks for the fantastic apology because it appears as though Commonwealth would actually care. I spent my vacation fund of $500 on a property contractor to reposition a dryer lint pipe from the roof (which still exists) to pour out to the back of the house - completely different from any unit in the community. Without first inspecting both units for issues, I had my work completed and my complaining neighbor had a 12" gap in her drywall that would have eliminated ALL of my $500 unnecessary work and I would have been able to take my daughter on vacation. Ignoring these situations is not a healthy way to do business when dealing with people's hard earned money. I will hold a grudge until compensated. I wouldn't be so careless with your vacation funds and it felt haphazard and disrespectful when I couldn't even get a phone call. I cannot be the only one. Way to keep it honest! read more

Very rude, curt communication. Ivy is growing on the side of my unit from the landscaping OUTSIDE of my fence and I am being given notice to remove in 2 weeks or else. Never mind that it has been pouring rain off and on for weeks, my back patio is muddy and the only way to have access is through my house across my floors. Really, this is an emergency? I must agree with other poor reviews. This company provides very little in terms of customer service. They do not communicate well with members of the HOA's they work for. In fact, Vallen Cooper, the owner, is rude and dismissive of concerns brought to the company. If you complain about her or her company, she will personally make your life miserable. She uses her position as a stick to punish you if you complain. There are some friendly and helpful employees, but they don't stay long, there is frequent turnover. Have never had to deal with an HOA before this, and I cannot believe the level of bullshit they think they can get away with. I'm also shocked by the level of rudeness and lack of compassion (or any humanity in general) that comes out of that office (if you can get ahold of anyone in it). I recommend trying email if you're having trouble getting an answer (email them multiple times a day, set that on a timer to remind yourself, send to as many email address as you can find to use, that should do the trick), should be able to find it online or in your documentation somewhere. If anyone else is having issues with them, make sure you check into the Davis-Stirling Act. California Law trumps anything that they come up with, and if you feel like something smells fishy, you'll probably find the answer you're looking for right there, we certainly are, and I'm looking forward to the next board meeting as well, as I have some items that will need to be addressed with them as well as with Commonwealth. Educating yourself on the currently laws and legislation is needed if you want to live in a complex governed by this group, otherwise you should expect to get screwed (and not in the fun way). Ignorance of the new laws and legislation equals a piss-poor excuse, and if they're not ignorant of the law, then they're blatantly flaunting their refusal to follow it. read more

Whenever Vallen gets a call from a homeowner, the office, a contractor, or the answering service, she drops whatever she is doing to take that call and resolve the issue, day or night. She cares about her clients immensely and does everything she can to make sure they are taken care of properly. Her knowledge with respect to what is needed to maintain and repair home issues is unmatched and she has an established network of contractors that work for reasonable prices. She has an incredible instinct about people and uses that to vet renters to avoid future problems.
