I am a tenant at Harbor Isle Apartments in Stockton, CA renting a tiny one bedroom apartment and live alone. I am also an over the road truck driver who is seldom home, maybe an average of 4 to 6 days per month. My first year at Harbor Isle reflected this with low utility bills. My power and gas bill with PG&E are very low. And my water, sewer, and trash bill from Conservice was also low. One month after signing a lease agreement for my second year at Harbor Isle my Conservice bill instantly quadrupled. I'm now paying close to $100 dollars for my utility bill! Nothing has changed other than I'm home even less now, but my bill has skyrocketed! Can someone with common sense other than Conservice staff explain to me how does one's bill quadruple overnight when you're using even less utilities in a tiny one bedroom apartment, live alone and are seldom home? It makes absolutely no sense AT ALL! I know that I'm going to get told that Harbor Isle receives a large bill every month that gets evenly divided amongst the number of units there are. No, start installing water meters in everyone's apartments. You're literally screwing over people who use way less water! But I'm 1,000,000% sure that some smug Conservice employee will chime in with a nonsensical explanation. For example David J. is working very hard at giving his best effort that he's ever given at defending that criminal organization that he's a manager of. He and his staff has had plenty of time to practice and to organize and prepare statements and canned answers when the inevitable onslaught of angry customers would take to the internet to warn other victims who have signed lease agreements to their places that they're renting unknowing that their property management companies conduct business with a shady, criminal organization such as Conservice. Read through the reviews here. David and his staff has an ANSWER for EVERYTHING to justify their wrongdoing. Does it occur to you that there are over 400 reviews here on Yelp with an average rating of ONE star? Seems like a scam. For some reason, my bill includes a $4 "service fee". Then I go pay online through a bank draft and they tack on an additional $3 "handling fee". However, they added it on at the last second so that I only noticed it on the "submission successful" page. Seems very sneaky to me -- what are all these fees for??! Usually when I pay ANY OTHER bill by bank draft there is no fee (I would have expected a fee if I pay by credit card because they usually pass on the credit card transfer fees). I talked to the folks at my leasing office and they have no idea what the different fees cover. A quick google search reveals that the company is currently being sued by some folks in Florida through a class action law suit for... you guessed it, "double dipping" on fees! I believe it...! By the way, since I only moved in 2 weeks ago, my first bill was prorated for two weeks. The bill was $16 + $4 + $3 = $23. So the $4+$3=$7 is to cover the various fees... if we do the Math: $7 fees divided by $23 whole bill * 100% = 30% of my bill IS JUST FEES!!! PS: it's a good thing I didn't pay this bill late. The "late fee" they tack on is another $10 (not sure if that amount depends on the overall amount on the bill -- that's just what they quoted me on this particular bill). If I had missed the payment deadline, I would have payed $17 in fees and $16 for water/trash/sewer which means that MORE THAN HALF OF MY BILL would have been fees. Urgh. I'm not sure how the people who own this company and/or work for this company can look at themselves in the mirror every day :-( read more

I've been renting my current residence for two years. I have been billed for multiple months at a time for electricity, water and sewer more than ten times. This usually results in a bill of $500-$700 with a ten day notice before the 1st of the month. I've been given excuses for these bills. This year I've been billed for one month then two the next month. They offer absolutely no help or reason and continue to bill this way. They blame my rental property company and vice versa. Sat on the phone on hold for over an hour. Finally when I got through to someone I told them the situation one of my residence were having with the meter. The lady placed me on hold, maybe a 120 seconds later they hung up on me while I was on hold. Little do these people know, I am the property manager for the community and the association has been thinking about firing this company. Well this just put the cherry on the sundae I will be recomending to my board to fire Conservices. On top of that I will make sure none of communities I manage are using this company. Our trash has not been picked up in two weeks I requested to have the trash picked up only to find out the request take up to 14 days. A month with no trash pick up but still being charged, this seems illegal. Also they switched our trash pickup days without a notice. After my flatmate left, I tried requesting conservice to change the number of occupants. Even after calling, chatting and emailing more than 7 times over 2 months they still were not able to change it which resulted in hundreds of dollars excess utility bills. WTF is happening at this place. I moved into my apartment 3 months ago and every single bill, Conservice creeps up each component just a little more until my bill for this month was $70!! My trash fee is $28. My water is $25. My sewer is $18. And I am one human being in a studio apartment in Los Angeles. I literally do not take baths ever (only quick showers), do not wash clothes every week, and do not play toilet flushing Olympics. This company should be ashamed for doing this to a city like Los Angeles that is at the epicenter of the pandemic (we had 2,000 people die in LA County alone today). Our city is completely locked down still. People haven't worked in months. People are trying to survive. They should be ashamed for doing this to people everywhere, period. I did have an issue with my first water bill. The bill was addressed to the previous owner and I wanted it switched into my name. After some back and forth emailing, the issue was eventually corrected but it did take a lot longer than it needed to be. I have seen a lot of reviews about the price of their bill being ridiculous but as far as the amount on the previous owner's bill, it didn't look outrageous. I'm not sure if having an HOA makes a difference or not for the price compared to apartment buildings, but the bill I received was consistent to what I have usually paid. They charged me unnecessarily for Vacant Gas and Vacant Admin Fee. The only thing that requires gas in my complex is the heater and I never used the heater once. I don't even use gas and SDGE doesn't even charge me for gas because I never set it up. The leasing office, this trash company and SDGE all keep blaming each other for the unnecessary charges and don't even try to resolve the issue. On Top of that we have paid utilities right from the beginning so if anything we should be paid ahead a month. Out property management company is just as crooked. We have no recourse. Was told that this request would take no longer than 2 days, yet here we are... This is our first interaction with Conservice, and if this kind of service keeps up, I hope our last. I wasn't aware that they were so bad when I rented my current apartment but they are basically murdering people with their ridiculous billing system. $200+ for a 650 sq ft. 1 bed apartment in which my wife and I are hardly ever home; what absolute rubbish. You get charged for utilities irrespective of how much you actually use. They have some magic number that they come up with and then split that across the community. What's interesting is that nobody in the community seems to understand why it is so high since everyone here uses water/sewer very sparingly. They should really change their description to "un-professional services" and deserve to be sued for malpractice. In so many years, I've never had to face something so outrageously scamming. If you're looking at living somewhere that uses Conservice, my best advice is to RUN. I lived in a unit where the landlord was using Conservice to bill for rent and utilities. As it turns out, Conservice was violating the requirements of Seattle's third-party utility billing ordnance through practices such as charging late fees before the required period had elapsed, and failing to clearly list the charges being billed to residents. I asked Conservice to fix these issues, but they insisted that they were following all billing requirements. Long story short, I filed a complaint with Seattle's Hearing Examiner's office and there was a hearing attended by Conservice's in-house council (via phone), my landlord, and myself. I presented my evidence (billing statements and correspondence with Conservice and the landlord) and Conservice (and my landlord) were found to have participated in deceptive and fraudulent billing practices. I was awarded a small penalty, the amounts that I was found to have overpaid, and the preparation costs. Conservice had to change their billing practices (at least where I was living) but I wonder if they fixed them anywhere else in Seattle? There was also an issue with Conservice's service fee for credit card payments. I argued that Conservice was not allowed to charge service fees to Visa users for telephone or online payments since they weren't the actual utility or service provider, nor did Conservice have an in-person payment option where I could pay my rent and utilities. I sent a letter to my card issuer citing Visa's requirements and my card issuer agreed, so I was refunded the fees... But instead of admitting that they were violating Visa's regulations after being charged back, Conservice simply disabled my capability to make credit or debit card payments on my account. I don't live at the same place anymore (it turns out that my landlord was using Conservice to bill for an illegal, uninhabitable unit), but the web is swimming with stories of renters with similar experiences. I hope renters will research before signing leases anywhere that uses Conservice or any other billing company that engages in these sorts of business practices. read more

I live in a 5 bedroom apartment 1000 sq ft apartment, where 1 tenant is barely ever there and somehow our electric bill is almost 500 every month?? Yet when I talk to other people that have 4 bedrooms here there's is only 80-100 a month. How does that make sense? This is the worst company and the main reason I am leaving my complex. This company is the worst. The actual utility charge is about 30% while the remaining 70% is nothing but service charges. Unbelievable, it's horrifying how much they can charge you and are able to get away with it, all to put money into their pockets. Than their is the utility base charge and then they charge you again for the utility itself, how does that make sense? That's double charging! That's a loop hole they are trying to get away with and no one does anything. I haven't lived in my unit for 2 full months and it seems like I've been on the phone with this company almost every week. Every time I call I get a different answer, and right when I think my issue got solved.... No one ever followed through! Be careful when you get your first bill, I was getting the prior owner's charges stacked onto mine. I had to send over my escrow documents to them to prove that I was not living in my unit the days they were charging me. After days of going back and forth I finally got a credit for the inaccurate charges! BUT NOW WE'RE HERE AGAIN A WEEK LATER WITH A LATE FEE! They added all these other charges after I paid my balance on 29th plus a $7 late fee to the additional charges they added because I should of known they were going to add these after I had already paid? The statements speak volume. Unfortunately, I can't post pictures. I have copies of my daughters bill and her room mates bill. My daughters is $143 and the room mates is $87. This is for the current months charges. Her room mate has been there for a couple months now and this is not the first bill. My daughter's bills over the past 2 years have been $33-68. I'm seeing this from the other side than most reviewers here. I work for a company that has chosen to use Conservice/Capturis to pay its utility bills. Every month, we get a disconnect notice or lien notice because of Capturis's incompentence. We don't learn about these from Conservice/Capturis but from a different party that happened to stumble upon the issue long after it was sent to Conservice/Capturis. Conservice/Capturis used Easter as an excuse for not paying or telling us about a disconnect notice they received two weeks earlier when we found out about it from someone else. If you have a new account you need to set up, they will take 6-8 weeks to pay it, which in some cases results in a disconnect. We were days away from having a lien placed on a building because Conservice/Capturis wasn't paying the bill even though the same amount was due every month. We heard about the lien notice from our property tax/real estate tax team since the lien was going to be tacked onto our taxes. After working with the utility provider to figure out how much we owed them and paid it, Conservice/Capturis had the gall to ask the utility provider to forgive the amount we paid them. I only found out about that from the utility provider. Conservice/Capturis always have an excuse and never take accountability for their actions. This is literally the worst company I've ever encountered, and I'm not a spring chicken. Also, they usually pay bills late on purpose. You can see that they look at the bill and do some primary processing and then set it so that they get notified to pay it a day or two after it is due. They are intentionally and systematically dysfunctional and problematic, but if your company chooses to use them because they are the lowest bidder, you are screwed.
