He took the final payment and never did complete it. I had someone else hired to complete it and cover up an uneven wall only to find out the blocks were only laid on top of each other and not mortared together! It all had to be taken down, and since a lot of the blocks were only partial pieces, they couldn't be used again and they all had to be disposed. He only poured footings on one of the 3 walls and put mortar at the base to make it look like a footing had been poured. His job was nothing but deception! He deserves a zero instead of a 1. I've had to report this to the Consumer Complaint division of the Attorney General's office.
