LICENSE SUSPENDED: Avoid This Contractor: Failed to Comply with CSLB Arbitration Award…read more I am updating this review to warn other homeowners to check the California Contractors State License Board (CSLB) records before hiring LA Structural. As of March 2026, their license has been officially suspended due to their failure to comply with a legally binding arbitration award. On October 22, 2024, LA Structural requested and collected full payment for the second contract (permit acquisition for all work listed in the first contract) before any permit-related work began. Note: This is a violation. Despite full payment on November 26, 2024, none of the required permit finalizations occurred as promised, and the contractor stopped all permit-related work. Required tasks--such as coordinating inspections, correcting the soil compaction report rejected by LADBS, and managing final permit approvals--were not performed by LA Structural and were left entirely to me. I spent the following five months working directly with LADBS and city inspectors to complete these tasks. During those five months, I identified two defective areas of work. First, the soil compaction report was rejected due to LA Structural's circumvention of requirements. LA Structural hired a deputy instead of a third-party geotechnical engineer, bypassing the grading inspector's requirement and misleading me as the client after charging an additional fee for this engineer and report in November 2024. Consequently, in February 2025, Inspector Bonvouloir officially rejected the report. Later, Clark Inspections--the subcontractor hired by LA Structural--emailed me stating that LA Structural planned to use their in-house engineer to revise the soil compaction report, again attempting to bypass the requirement. I ultimately had to redo the soil compaction report through a licensed geotechnical engineer and resubmit it, after which it passed the city's review. The second defective work involved the drainage pipe and was documented in the CSLB investigation report. After 13 months of CSLB mediation, investigation, and site inspection, a mandatory arbitration hearing took place on January 22, 2026. The arbitrator ruled in my favor and ordered payment within 30 days. LA Structural failed to comply, resulting in their current license suspension. Notably, prior to the issuance of the stipulated arbitration award letter, the contractor repeatedly attempted to have me sign his own private settlement agreement--non-CSLB documents with terms that went beyond what had been agreed upon at the hearing. Don't sign it! I later learned that this is a common tactic contractors use to remove CSLB from the matter. Per CSLB instruction, I filed a claim with their bond company, Jet Insurance, to recover the awarded payment. Despite their written commitment on February 11, 2026, to issue payment if the contractor failed to meet the CSLB deadline, Jet Insurance instead extended the deadline to March 27, 2026, stating that "the contractor intends to make payment by this week." LA Structural failed to meet this extended deadline as well. On March 30, 2026, I received an email from Jet Insurance stating, "Attached is the Final Release and Assignment of Claim agreement, relating to the claim...In order to issue payment for this claim, Jet Insurance Company requires the attached agreement to be reviewed, physically signed and all pages returned." It has taken 16 months to recover my funds for their abandoned and defective work since their collection of full payment. Based on my understanding, when a bond company pays out a claim, the contractor's license remains suspended until specific legal and financial requirements are met for reinstatement.

So much so that we decided to hire him for the next project before the first had even finished. Armen was friendly, easy to communicate with, replied to messages in a timely manner, worked consistently, dedicated to the job, kept a very tidy and organized job site and I liked that he had so many great connections for other jobs that he doesn't do. For example we wanted new fencing and gates around our entire property and the company he recommended to us was great. The kitchen cabinet guy he recommended was great as well. Armen did a full remodel - new floors, baseboards, door casing, removed popcorn ceiling, new kitchens & bathrooms - tub, shower tile, floor tile, backsplash tile, sinks, faucets, countertops, new windows & doors, new lighting, paint and installed appliances. And their friendly work crew also worked very diligently and cleaned up the area very nicely. The repair work turned out pretty good. I can actually feel the increased structural rigidity on my 2nd floor walkway now when I walk on it. So, that's a relief to me. I know the required SB 721 EEE inspection can be a major hassle for many rental property owners, so I would definitely recommend One Structural to any landlord or property manager that is need of this inspection and/or is out of compliance with this safety regulation. That's right, 100+ gallons of feces (not even our own!) & debris dumped under our dream home. Apropos of the overall experience, but that's not even the start. (All caps for the TLDR crowd) If you're searching for a contractor, RUN AWAY from these clowns. If you've had recent work completed by NL Remodeling I am begging you to hire an independent inspection for your safety. They hire unlicensed workers to work on major systems, including plumbing & electrical, and are also unlicensed to do this work. They will not acknowledge the use of unlicensed workers because THEY STILL EMPLOY THESE GUYS! They are not victims, and this wasn't a one-off mistake. They know exactly what they're doing. We signed a contract with NL Development & Remodeling, Inc, LICENSE # 1109527, for whole-home remodeling services on 02/16/2025. We signed with OSHER ELUL, AKA MIKE, who is CEO / President of NL Development & Remodeling, Inc. His brother, GOVANNI ELUL, AKA BEN, acted as our project manager for the entirety of the job. They both presented themselves as licensed contractors. In fact, they are not. We've since learned the license holders associated with this company are ROMEO P LACUESTA - B (General Building), and PROSPER A KDOSHIM - C39 (Roofing). We never spoke with or saw either of them on our job at any time. We believe they're nothing more than an ostensible partnership. Our job site was never kept clean. There was never a dumpster, just a mountain of construction trash in our back yard blowing onto our neighbor's property. Communication was horrible, and we were constantly stood up for meetings. Their subcontractors never seemed to know what was going on or have clear direction. Mike and Ben were provided a set of detailed plans. After multiple small errors occurred that needed correction, Mike and Ben both separately admitted THEY DON'T KNOW HOW TO READ CONSTRUCTION DOCUMENTS! There was a total lack of oversight on our job. The UNLICENSED PLUMBER, VICTOR, that NL employed caused extensive damage we only discovered at the end of the project. He never completed the plumbing lines run under the house. Both showers, one sink, and the tub all drained straight to the ground below. One toilet and one sink were connected to the main line, but it terminated short also dumping to the ground under the house. This toilet was being used by the entire crew for 4 months, and all of that waste just piled under the house until it started to back up and compact into the pipe. The back up spilled out of the primary bathroom damaging our newly refinished hardwood floors. P-traps buried in the dirt, tub and washing machine drain lines were too small / not to code. We had to open the wall behind the washer to replace the drain line. We had unstrapped gas lines, and DOCUMENTED GAS LEAKS at appliance connections. Mike called us liars, refusing to even acknowledge these problems. We had to hire professional plumbers to repair and remediate. Check the pic of all the bags of feces & debris before they were hauled away! THE PLUMBERS WE HIRED SAID IN THEIR 20 YEARS OF EXPERIENCE THEY'D NEVER SEEN ANYTHING AS NEGLIGENT AS WHAT NL & VICTOR HAD DONE. The UNLICENSED ELECTRICIAN NL employed, MARCOS FELICE of GODFATHER ELECTRIC (check my other reviews), left wire and cable feeds laying directly on our roof causing a FIRE HAZARD, wires in attic missing junction covers, and left all wiring under the house loose and laying on the ground. We're missing GFCI outlets near sinks, we have loose and non-functioning outlets and overall shoddy workmanship. They DO NOT PAY THEIR SUBS & VENDORS even though NL was paid in full for the goods/services. I have multiple texts from various subcontractors stating they weren't paid. When confronted Mike would threaten to leave the job, call us liars, demand more money, promise to pay his subs, write checks to those subs then immediately withdraw funds so the checks would bounce (I have his admission in a text), and then tell the subcontractors to put liens on our property to collect. Hilariously, Marcos was one of those subs. Apparently, he's now been paid in full. Likely because Mike wants to use him on your job next! They LEFT OPEN HOLES IN OUR NEW ROOF. Our new gutters are angled improperly so they don't drain. Just great with the recent rains! Save yourselves the financial devastation and emotional stress. As of the date of this review, we are still remediating and repairing Mike & Ben's work.
