The common spaces are beautifully designed, super luxe, and feel more like a boutique hotel than an apartment community. Think: do you want everyone knowing the names of everyone and everything they're buying? Advertised amenities not really available. Residents are required to pay for services they don't use, upwards of $600 a month in extra fees. The best part: no options to end a lease. If you're relocated by an employer you still have to pay the entire lease.

The buildings have settled some. Noise insulation in any direction is almost non existent. Most of the greenery has disappeared. The grounds have been kept looking nice though. Half of decision to move to any complex is how good is the management staff. I would say that 80% of my stay here the management staff has been well above average. Right now we are only a few months in to a new ownership and the portal and the rent processing transition has not been smooth however having kept the existing really good manager has helped immensely. I would say 3-1/2 stars overall.

We had a zoom call last week and told it would only affect us 4 or 5 of the 10 days. Oops they meant 10. Today they turned of the water, again just for our stack, and we have had 110 degree water coming out of our cold water spickets for 8 hours after the issue was reported. I have had sewer water backup out of our kitchen twice since I have been here and the HOA still hasn't repaired damage from years ago. You can no longer pay the HOA fee (or new assessment - yup the 4th or 5th since I have lived here) at the office. You either have to mail it in or pay online, with and added fee, and then they don;t even post it in time, so a late fee applies. What was once the premier address in Phoenix isn't barely worth the comforts.

The people that work here are very helpful and nice, especially Joe, Diane & Sally. Residents skew middle-aged and older, but there are some younger people as well. The residents are very approachable and generally of great humor. The building is very clean considering it's age. This building has a bad reputation because of how it was before the major remodel & upgrades (and new management team). It's not warranted! ROC is a great value. The views, of course, are amazing. I've lived in there downtown high-rise buildings and this one has the best views so far.

I lived here 3 years before COVID and the new manager Jason moved onto the property. He harassed me…read morenon-stop. He filmed me through my windows, and when I was finally evicted during the moratorium -- he sent a letter to my new address with a $15,000 judgement for 4 months of $1,500 rent. The police were called, the constable personally sent an injunction against harassment on behalf, and Jason still continued his behavior. I sent emails in no uncertain terms, that he was to cease communicating with me because I considered his behavior harassment. It just seemed to inflame his egregious behavior. I sent a letter to other tenants describing my ordeal and he had a lawyer send me a letter threatening me with jail time (which he can't do). The kicker is, I lived at another complex managed by Jason Beckum, and he towed my child's father's vehicle from our assigned parking spot and constantly called my phone. While living here, at the Place on 51st, he sent me an email saying I could NOT have guests who did not first check in with him in the office. I also filmed him returning to the business office HOURS after closing, where he met up with a female tenant for over an hour. The video is taken at night, and she walks out first, turns out the lights, shuts the door behinds her, "locks it", and walks off. Then, Jason walks out not even two minutes later - from the darkness of his office. It was the most disgusting display of managerial misuse. I even reported him to his management company and lawyers office. His lawyers off responded by taking me to court 10 times in 8 weeks, evicting me during the height of the COVID moratorium, and sent me a $15,000 bill for 4 months of $1,500 rent.

I have been here now almost a year now and the manager does not bother us but my family also follows rules. It is funny how many people criticize on reviews when they were in the wrong. If you want a quite and great place to live you should really come see the property for yourself. Don't just take my word for it but I live in a 2 bedroom which has a double master and a 2 car garage which was hard to find when i was looking.

I've called it numerous times asking for help on a number of issues. Even hitting 5 for "security " who doesn't care!!! Now I have figured out a " New Glitch" in the "Matrix" system that they forced us to put into our apartments... It's THE NEW DOOR LOCKS AND AC SENSORS!!!! Well sometimes your doors WONT LOCK RIGHT OR UNLOCK if it happens to get twisted by itself... SO ALWYS HAVE YOUR KEYS ON YOU.... Now : if your internet goes out ; which it will non stop all week long, especially late nights......... Whatever your thermostat is at it will save that temp " even if it's on a timer" and automatically TURN YOUR FAN ON FOR THE REST OF THE NIGHT!!! Just spinning wheels and talking more money out of your pocket... We have the app and I try to turn it off but the fan just keeps running so I have to get up at all hours of the night to keep turning it off... Then around 6am I'm hot as H@!!... I've tried contacting the office a number of times..... If you guys actually want to talk then reach out to me... not the other way around.....

HE lied and said the plumbing and electrical was all new, but I have experience major issues with both since day one. He is like molasses with making repairs and doesnt know the laws or is just a slumlord who doesnt care about ppl. He wouldnt fix the broken tile in the shower until the baby cut his foot on it. HE doesnt take the advice of the service technicians, he would rather make temporary or partial repairs. I tried to serve him court papers and they were returned because his license has the wrong address listed. We have had german roaches and now mice. HE wont seal holes around the home to keep them out. I currently have been waiting over a week to have my kitchen sink unclogged and my bathroom sink fills to the top with each use and takes all day to drain. Do not rent from him. He also uses company documents for his own business.

I have moved from a studio to a one bedroom and now look forward to transitioning to a two bedroom. They have always made it very easy for me to transition. If you are in need and call the emergency line you will get a quick response regular maintenance is always done in a timely manner as well. The property is kept up and very secure. I feel safe here and would definitely recommend touring and checking it out. They are very welcoming and pet friendly. Holidays are always a huge hit as we have decorating contest! If you step into the office Margret will always have a holiday themed treat for you and some coffee on.

So, bare with me long enough to understand why. First- I won't lie in saying I could rent anywhere. Divorce can have a MAJOR impact on one's situation. Places I opted to rent prior to this one were hit or miss. Not at the year mark here, I will be in 6 months, & I'm happy about that- asked for LONGER terms. Jackie in the front office is a gem. The other two ladies who work along side her are also lovely & helpful. I've always felt comfortable & cared for in their presence- going over the lease, touring the unit, signing it all off & the entire procedure was flawless. I was even in a slight panic, out of town, thinking my lease renewal was sooner than anticipated- they were SO helpful & reassuring! I literally got peace of mind while being out of town & unable to personally come in to the office- much gratitude for their efforts in getting me taken care of from a distance! I love this is more of a "residential" street- the entirety is senior living & apartments. The Dollar Store is at one end, literally a 10 minute or less walk for utter convenience. It's pretty quiet, and lots of trees, which I personally enjoy. The grounds here are well kept. I haven't had an issue with anything annoying or alarming. And, pretty much everyone is kind & friendly wether they live next door, across or passing by. It's a pretty pleasant atmosphere. The pool is a plus, along with the small fitness facility & business center for computer access or printer/fax capabilities (I recently learned the hard way people STILL use fax machines!). Want a snack, drink or gallon of water? Right there for the convenience! BBQ is also possible, and there are some nice areas set up for gatherings, as well as the dog park & basketball court, if you don't want to utilize the pool or spa (both of which are nice to indulge in!). A studio is literally the size of a prior one-bedroom I rented in Tempe. The only difference is the "bedroom" isn't separated from the rest. Still plentiful in size- go to IKEA and get a divider! Some of the units offer washer/dryer, but the laundry facility isn't bad at all- totally operable off your smart phone! The appliances were nearly brand new, in mine. Or, just extremely well cleaned. I will say- the fridge is what I'd call the SMALL "standard". I stand 5'-3" tall & I can easily see the entire top of the appliance- that is a FIRST! (I've always been too short, so I realized it is smaller than the norm, but still spacious enough for one person who LOVES to cook!) There hasn't been any issues with anything. Aside from landscapers blowing debris onto my patio doing their rounds, because the patio fencing is kinda crappy- it's nice to have that small outside space to enjoy (in the winter) & the storage closet is great. Also- you can have lattice installed for a small fee, for more privacy, and it looks very nice/classy! Many opt for it, as well as the wrought iron security doors they also offer to install for a fee (but the doors you can legit take with you upon moving!). So they do diligent in offering privacy & security. They also take things more serious than some assume. Yes, there have been "issues" here- just like literally anywhere else! It isn't because of the complex or how it is run. You just literally have some bad apples. But, nothing has ever gone unattended to or ignored. Any complaints/concerns HAVE been taken seriously. And I'll note- one across from me has lived here 6+ years. The ones who just moved in told me they're back for the 2nd time. That's what you want to hear! I guess my only "complaint" is parking spaces are HARD to come across. I've been on the wait list since I moved in. BUT, upon renewing my lease, it seems I may have one now, hopefully? Because- since I'm street side, I actually find it more convenient to park curb & access my building... BUT, there are times I want to park for more than 24 hours and just have peace of mind my vehicle isn't sitting compromised on the street, but more secure in a designated space/lot. That is the day I will up this to a 5 star. Because I feel like there should be at least ONE designated spot reserved for EVERY unit. The fact the tenant prior to me did not drive or have a vehicle frustrated me that spot was given to another. I feel like I definitely pay enough in rent to be allotted a parking space. ...hopefully soon. But like I said- I've experienced what most DON'T want to in some prior rentals, and this is really quite a blessing, in my opinion. You'd be hard pressed to find anything as decent for less. I feel entirely welcome here, safe & it wasn't a headache to move in or renew. Granted- you can NOT control who your neighbors are! It isn't fair to blame the complex when some are unpleasant. You'll experience it anywhere. The overall positive here definitely outweighs the negative.
