I am a homeowner in Pinole. I am not connected with the contractor other than as a customer. I first became aware of Federal Paving Systems in 2005 when they replaced my next door neighbors concrete driveway, stairs, and small patio with pavers. They were very happy with their work and I thought it looked great. So when my driveway needed replacing in 2013, I called them first because I noticed how good the neighbors' pavers looked over time, and that the work had held up very well. Deivide quoted a fair price for the job and his crew completed the work on schedule. My wife and I were very happy with the results. In 2016 we dug out and renovated the basement of our house to create a guest unit. We needed to enlarge and completely replace the old concrete patio adjacent to it in our rear yard and build stairs from the patio down into the garden. We were going to use flagstone, however, all the quotes were very high so we decided to use Belgard patio pavers and called FPS again. The price was about a 1/3 of what we had been quoted for Flagstone. The entire job turned out beautifully and we have gotten many compliments since it has been installed. Deivide also stands by his work. Whenever there has been something that arose which needed correcting, he responded and took care of it. 8/31/2021 No change, no return, nothing fixed, they lied when they were working on my project about why they didn't have my materials pre covid, they lied when they didn't show up and said they would, and they have been lying about their return but initially used covid as their excuse and told me I would be at the top of the list but noting as of today, once again if they would just fix what needs to be working I would be completely happy and this could be removed but unfortunately it has come to this and I'm thinking reporting to cslb is my only other option, my project was completed about 2 years ago... read more

The actual workers did good work and were very polite. We were very happy with our pavers, the fixing of our newly done turf was not great. We hope that it holds up to the weather and being walked on etc after it was partially lifted and moved to do pavers. Mgmt lacks in communication big-time. Get everything you want done in writing to make sure it is clear. The biggest thing is you never know when they're coming. If you need to take off work to be there when they work, make sure to get confirmation in writing about working days and timelines. Deivide did show up to work himself one day and is a hard worker himself but generally mgmt was only around to pick up $. We had days where they just didn't show up, and no notification as to when they would be back or that they were not coming for a day or two etc. Customer service is important guys! We recently worked with FPS to design and build our awesome backyard. Deivide, the owner of the company, was very friendly, enthusiastic, creative, and ready to work with our vision and ideas. The overall process (cradle to grave) was very transparent. We were able to customize all the materials for the backyard including pavers, end-caps, lights, turf, in-fill, plants, mulch, fence stain, etc. FPS are also a one-stop shop for water, irrigation, electrical, sewage, and gas plumbing which made the process more convenient. Due to COVID, there were anticipated delays from materials manufacturers, but Deivide and his crew were able to make up lost time with a bigger crew. Pete did a great job planning and designing our back and front yard with pavers. The workmanship on the pavers and retaining wall turned out great, but when it came to the sprinklers and watering system, things started going downhill. Hoses were sloppily laid on top of our rock instead of being hidden under. Some water lines were untapped causing water to spray 7 feet in the air when the sprinkler system was turned on. A sprinkler head was left on underneath the pavers causing water to seep out from the concrete. To top things off, about a month later, we woke up to a huge leak in our backyard that resulted in a waterbill 4x what we normally pay. The cause? An improperly glued pvc pipe (see photo). David promised to pay the difference in our water bill due to the leak. Since 7/2/2020, I've been sold "the money will be sent next week.", "I already gave your check to my manager", or "i'll send it tomorrow". On 9/19, I still have not received a thing. Now I'm left trying to find another landscaper to double check all of the PVC piping and re-do the water lines to clean up the mess Federal Paving Systems made. read more

Go with someone else. Lots of other options. Put your money elsewhere. Spent a good amount of money with these guys. I was assured over and over that I would satisfied with their work because they're not like "other" companies and that if I wasn't, they'd fix it. We asked them to install artificial turf in a small area of the backyard (6' by 4') and they installed two different patches. There is a clear and distinct seam line that is visible. It looks hideous, especially on such a small footprint. I texted Pete multiple times across THREE months and each time he said someone would come out. They NEVER came out. Called and left voicemails. NEVER heard back from them. DON'T DO IT. read more

We contracted FPS to build 2 retaining walls and level out a part of our hillside backyard. Let me start with saying I am happy with the walls. It took a lot of work to get there though. 1st was the contract. I told Pete, the project manager my vision. He made recommendations and wrote up the bid. We agreed and went with it. At the start of the project, David the foreman cam and made recommendations to change the proposed stair plan. We liked it, there was a change in cost of over $2000. We did not haggle, just agreed. We noticed as they were putting the capstones on the bottom wall that it seemed short. It measured 2 1/2 feet, the top wall the same. Our contract specified 3 ft walls.I called Pete and shared concerns including with the first big rain mud and debris will flow over the wall. He requested more money, stating that when "we" changed the contract with the new stairs it required more materials and that was not accounted for in the contract. I pointed out that they made the recommendation for the stairs, we agreed and he priced it. He said "I'll take care of you." They then built the bottom wall to 3 feet and on the top wall they put the capstones on 2 1/2 feet. I then noticed that the workers did not come back for a few days. I called Pete for a status update. He said. "We're done." They neglected to build our second staircase and the top wall was too short!!! How do you forget a whole staircase??? They did come back and build the second staircase and remove the capstones on the top wall and add another row. Additionally, the top level was to be leveled out to about 10 feet beyond our weeping willows tree. They didn't even level to the willow tree. My husband and I were tired of haggling. We'll do that ourselves. Too bad. Their tractor would have made quick work of it. To note: we did not see the foreman once beyond the first visit. We saw Pete only to pick up his checks. Maybe that's why there were so many problems. Proper supervision usually leads to better outcomes. read more

Deivide's claim to fame is that he never loses a bid. He kept following up with lower prices until we accepted his offer. We accepted it because it was the cheapest option available to us for doing pavers for our driveway. They did the job quickly. There were some rough patches with communication and completing the job correctly. The people Deivide sends to your home definitely need some oversight when doing the job. However, they responded to our concerns and fixed most of the problems. An acceptable job for the price. read more

The hardscape, drainage, pool cope, and plaster turned out nice. The pricing was fair. The supervision was poor. This is nothing more than a small crew setting paves and all the rest were subcontracted under the table workers. OSAH regulations were ignored during the progress of the project. PPEs were never required and a proper sanitation and washing station was never supplied. I witnessed workers using my landscaping for a toilet. Trucks used for hauling and delivery leaked oil onto the street. Demo Bobcat and machinery leaked hydraulic fluid. The crew broke some of my lawn furniture, a shovel, littered my yard, split my garden hose, and let my dog out. Pete will overpromise and true to a used car salesman, nickel and dime the customers. David will do his best to cover up issues and indemnify Federal for cleaning up punch list issues. I would never indorse these knuckleheads or use them again. read more

Preliminary disclaimer - I do not work for the company, nor do I have any family members or friends that are in any way connected with Federal Paving Systems other than in a business transaction relationship. With that out of the way, our experience with Pete and Deivide and the rest of the crew at FPS was positive and rewarding. We had them back four times for various paving projects, starting with a complete rip and replace of a sad asphalt driveway that had long ceased to be functional. Next in line was our back yard where they dug a french drain before producing a very artistic framing for the garden. It is a constant source of pleasure for us to sit in our private rear garden and enjoy the clean look of Belgrade pavers. Returning several months later, FPS created a sitting area with a circular outdoor firepit based upon my wife's design. It came out better than expected. Finally, FPS went to do battle with the Contra Costa County office to replace our badly battered encroachment with a shiny new concrete slab. This has made a major improvement to the house curb appeal. Yes, there were delays due to weather and city inspector timetables, but that did not not detract from the quality of the craftsmanship nor my opinion of the company. Federal Paving Systems just finished our driveway and it looks fantastic!! We had them re-do our drive way with paving stones but first they had to take out our old driveway. We saved a little money by having them do it in between jobs so it took a couple of weeks, but once they got to work laying the pavers, they were done in two days, and they really worked hard!! We used Federal Paving 2 years ago. The few rains we had showed that the drainage worked for the first time in our houses 30 years. This last month has truly tested the drainage. Pete made sure we had no more flooding and stepped our job up to a commercial drainage job. The paving looks amazing and the function is better than expected. I had Belgard pavers installed. I love the product: it looks clean and natural and goes well with our 1920s home. The crews who did the installation were professional and thorough. I want to give this company a good review: they seem to try hard but they just don't get it right. However, if you want to work with a company with disconnect between sales & admin people and the crews actually doing the work you might tolerate these guys. Sales staff tried to put blame and responsibility on crew when they were the ones disregarding state law, safety and the written contract. They did not call 811 before digging, exposed my gas and water lines and still managed to rupture the main water line. It took several trips to complete small things that had been outlined in contract. I still haven't received my extra pavers even after being assured on 4 separate occasions. Product is great. Installers were great. Management, sales and admin need to get their acts together. read more

Oh, BTW, FPS team started out with pavers (beautiful job), next executed on a landscape architects design of the front yard and then David and his team, worked with specially contractors to re-plumb the pool, re-plaster the pool, while David and his team surprised me redesigning the hardscape about the pool, adding a sitting wall and gazebo which accented the yard nicely. Next, I had already signed an agreement with another fence company, but FPS, bid the same price, but built trellis fences and more. My point is, each step reconfirmed, the character of David and FPS. I could count on FPS to understand the job, execute without excuses or costly upgrades to each agreement. FPS just completed our patio paver project on 9/14 here in San Jose. Budget was our #1 concern for taking on such a big task for a home improvement project of demolition for an old wood deck & replacing 950+ sq ft with pavers- so we received 7 bids total. Most of our bids were from the South Bay from independent landscapers, well-known paver companies and even a few unlicensed contractors for comparison purposes. One of my concerns choosing FPS is that they are not in the South Bay (located in El Sobrante) and were not a personal referral from anyone I knew. I just happened to see their Craigslist posting, saw the 5 Yelp reviews and took a chance with an estimate. Pete was their sales rep and not only did he reassure us with the quality of their work, he provided a portfolio and explained the process start to finish. What we liked best about Pete & FPS, is that they actually cared to win our business! Even though they weren' the cheapest bid- they were the ONLY company (out of 7) to follow-up to see if they could work within our budget. Pete is persistent, but respectful and not pushy at all. We took a chance with FPS and they far-exceeded our expectations! Entire project took 3 days from start to finish including the demo of the existing wood deck when the projected timeframe was anticipated to last to 6-8 days. We were so impressed with the 2 crews that worked on the project. Flavio was the foreman on demolition & prep- he along with his crew were amazing! You wouldn't believe how much wood there was and they had everything cleaned up and swept on day 1- ready for paver installation on day 2. Sebastian was the foreman on paver installation for days 2 & 3. He is passionate about his craft and he made sure each and every angle cut was precise and to my liking. He noticed a few sections where an existing walkway would merry up to the paver patio and wasn't level. He fixed the issue along with some other hazardous joints between concrete slabs that were not even a part of the paver project. He asked if I had kids and expressed his concern with their safety so he fixed them free of charge! There are still honest/hard workers out there! The entire work area was cleaned completely and even hosed down. You would have never known that a dump truck, a bobcat, & 9 pallets of pavers had been brought to and from the front to the backyard since it was so clean. We are extremely satisfied with the quality of the installation and will certainly recommend FPS for all of your paving needs. This might be the longest YELP review I've ever done, but I felt compelled since there wasn't a lot out of reviews out there to make an informed decision and these projects are not cheap! We were introduced to Federal Paving systems through our landscape designer and hired them after meeting with Pete, one of their contractors. Pete has been in the business for 20 years and was always available to answer all our questions and educate us throughout the project. Federal Paving just completed most of the work on our backyard which was an empty canvas of dirt and mud when they first started work on it. The crew that came in throughout the week were fast, efficient, courteous and precise. They did a great job of cleaning up after each day's work and I was pleasantly surprised when they hosed down my driveway before leaving. They worked under minimum supervision and were thorough professionals throughout the process. Sebastian, the foreman who laid out our pavers was very accomodating when I told him that I wanted my pavers cut in a specific way. Pete would call me each day to update me on the day's progress and the agenda for the next day. This was such a pleasant change from other contractors I have worked with over the years. I did not have to track him and call him for an update. He would give me the schedule well in advance. I also got a lifetime warranty from them on my yard! Terrible! Absolutely terrible experience! We contracted with FPS to install paver walkways in our backyard and make a raised planter bed in the front yard. The experience got so bad that I had to fire them halfway through the job. All seemed well when first meeting with Pete and going over the project. He was very informative and promised the world regarding how they "treat people like family." Apparently that family is one of those disorganized messes that gets in fights at Thanksgiving. Things started going bad the very first day. The morning of day 1, Pete and a large crew showed up to start going over the project. It was at this time that Pete took advance payments of more than $30,000 before the commencement of any work. This is totally illegal in California but of course I didn't know that at the time. For some reason that first day the crew ripped out my front lawn and almost all the plantings where the new raised planter was supposed to go however they never touched that area again during the following two months they worked on the project. The demo crew was quick and efficient and really don't have anything bad to say about them. There were a bit messy and didn't clean up after themselves but that's more a management issue. Management issues... Pete told us that he would be our project manager and there every step of the way. I specifically employed a licensed company so I wouldn't have to worry about whether things were being done right. Pete rarely showed up to our house unless he was trying to get more money. There was no on-site project manager at all and after the demo crew left there were weeks that would go by where one or two guys would show up for a few hours, do relatively little and leave. Once the construction crew finally finished the base work, the masons came in to lay the actual pavers. They were fast but the quality and attention to detail left a lot to be desired. There were areas that didn't come close to what was on our plan. Downspouts were left unconnected to just pour onto the new pavers. Sections of walkways were graded towards the house rather than away and all of Pete's talk about how they go through all kinds of work to get the compaction right was just a load of BS. No one ever measured any type of compaction rate or even bothered to level certain low spots to prevent subsidence. Pete had promised a project time of 3-4 weeks. After almost 8 weeks without getting even half the project done I had to resolve myself to the fact that I made a big mistake in hiring FPS. Pete and Deivide met with me to go over what needed to be done for us to part ways. Unfortunately there was essentially no follow through. It was a meeting full of empty promises. I had stupidly given them way too much money up front and they essentially walked away laughing all the way to bank. From a distance the pavers in the backyard look decent. The workmanship is ok but far from great and now I have huge cracks in the walkways and an entire section of patio separating and falling into the lawn. I also found out that the construction crew broke a number of sprinkler lines and then buried them under the walkways. So of course I had to dig those out and repair them. I really don't understand how my project went so bad in comparison to the other experiences here. However, if you research a bit more closely, a lot of the 5 star reviews are employees or related parties to the company. If for some crazy reason you decide you still want to use these guys don't be an idiot like me and give them money up front. The law is crystal clear in California. The most they can take is $1000 deposit and then can only take payments for work when it's done or materials when they are delivered on site. read more

Federal Paving Systems just completed installing pavers in my backyard patio and front yard. They did an amazing job and Deivide was a pleasure to work with! Originally I was just looking to get estimates, but when I met Deivide and he explained the process in detail, I was sold. My plan was then to have the pavers installed within a 2wk time frame, but I wasn't sure if they would be able to fit it in their schedule is such short notice. To my surprise, they took on the project immediately and finished in record time. Deivide estimated 7 days to complete, but it only took 3 and 1/2 days. Here's the timeline: I met with Deivide on a Thurs, signed the contract the next day, they broke ground the following Mon, and completed everything by Thurs.....even after I added an additional task (turf in the front lawn). These guys worked fast and with great skill, and delivered on all levels (professionalism, knowledge, timeline, etc.). I would definitely hire them again for future projects! read more

Wow. We finished before anticipated. Pete and his crew were helpful and professional. I am your typical high-maintenance customer, and Pete did everything he could to reassure me through the whole process. We had a backyard retaining wall and sideyard retaining wall replaced, from rotten wood to beautiful keystone ashlar block and cap. This was complicated by a huge tree root in the way. The guys took care of it, no problems. And, we had FPS demo our existing deck and arbor. Our backyard is a clean slate to start fresh with awesome retaining walls to frame everything. Very puzzled by all the positive reviews. Worst experience I ever had with a contractor. Really subpar work that I had to end up bringing in another contractor to fix. When I called Pete and Deivide they didn't accept any responsibility, refused to fix the issue, and even made vague threats. These guys are scammers and thugs. Pete was very dishonest about the entire process and outright lied to me about how things would proceed. Had about 1600 sq feet of paving done in our backyard. Pete was very responsive to my questions and concerns. The crew worked extremely fast. Took about 4 days to dig up, haul, sand, pave the bricks down and build about a 12 foot seating area. One thing I would warn the neighbors about is that the trucks and machinery takes up alot of space, if you have neighbors as a courtesy should give them a heads up. This company is awesome! I was raised in the construction industry and what a joy to see such a hard working and conscientious crew! David, co-owner and his crew got more done in one day that would take others a week. Pete, project manager, was so helpful tweaking my design. I have 100' of retaining wall that winds around my vegetable garden to end in a half circle sitting wall around a 10' diameter cobble circle I also have 800' of paver patio and walk way, .David did so many extras for me and even added a step that I left off my design. My project was 95% on schedule, even through all the rain. Everything was fairly priced, even two major change orders. They always took time to answer all my questions and I was so happy they didn't use sub-contractors like a lot of other Paver companies. I was eager to tear out the old concrete from my patio which was very poorly graded and replace it with pavers. I got bids from 3 companies - all three of which specialize in pavers. While I was impressed by all three companies, I ultimately chose to work with Pete from Federal Paving systems. I chose Federal Paving Systems because Pete's depth of experience in the industry came across very clearly (he's seen his fair share of projects), he suggested some really great and creative ideas for my new patio, and more importantly I was impressed by his true passion for what he does and a clear and credible commitment from Pete to making sure the project turns out great. He gave me peace of mind and confidence from the start and since then has proven to live up to his commitment. It's been a refreshing experience compared to many of the other home improvement projects I've done. They were able to start rather quickly and finish the project on schedule despite unexpected delays due to unannounced PG&E work on my block. I wasn't able to be home during most of the project due to work travel, but I received daily updates from Pete and his opinion came in tremendously helpful along the way when we encountered curve balls due to grading and tree issues. I also was very impressed by Pete's flexibility and responsiveness... he recognized that I have a challenging work & travel schedule and he truly was flexible to talk and meet at all kinds of hours while always being very gracious and professional. So it took me a while to narrow down which paver guy to use when I finally decided to get rid of this ugly, muddy colored wooden deck left from the previous owner in my 30x50 ft back yard, and have a complete make-over for my back yard since it was neglected for almost a year. I did my research on Yelp and Craigslist, trying to "get a feel" of which paver guys are at least decent to call for a quote... so Yelp has a couple of paver/landscaping companies (the usual suspects such as system something, and something pro, and etc), with reviews ranging from excellent to mediocre to down-right nasty. And Craigslist was not that helpful either since there were no reviews to begin with, but I was manage to pick one company from Craigslist to call, yeah, Federal Paving (i think it is the only one company on Craigslist that provides a detailed description of how the company prepare and lay pavers, a good resource for landscape dummy like myself). Anyway, so I called system something, something pro, Federal, and one other company that my friend referred me to. And the quotes, oh boy, is ridiculously different! The something pro sales quote me almost 3x the amount that Jose from Federal Paving quoted me. I guess the something pro sales took me for some dumb f. Then the system something guy didn't even want to give me a quote, since he knew i was getting bids.. I supposed I needed to show him my hole cards before he showed me his... long story short, Jose' quote was competitive with the one my friend referred me to, but I decided to go with Federal Paving because Jose had been incredibly patient, polite and responsive with me. He showed up on time for an on-site estimate and worked with me on my limited budget. When the job begun, David (the owner!) showed up with his crew of 4 at 9 am SHARP on Monday. It took them almost a full day to demolish this muddy-colored, overdone, wooden deck left from the previous owner of the house, got rid of all the crap that was growing and also excavate all the dirt to prepare the base (and there was A LOT of dirt). The crew was very efficient, and polite. David even got rid of a bunch of gravel underneath deck for free! Now, that was a big plus since contractors almost always charge you on things that was a "surprise" to them. It took David and his crew roughly 2 and half day to complete my paver patio. When I got home from work on Wednesday, I was pleasantly surprised that my drive way and my back yard was clean and neat, with minimum amount of debris, if any. I am quite satisfied with the patio since I wanted a simple one to begin with. I will post some pictures when sod and wood chips and sprinkler system are installed (dont want to do Federal any injustic). All in all, my experience with Federal Paving was pleasant, up-front and professional, and it was one of the better ones that I have had dealing with contractors. Great Job!!! We wanted to pull up the old concrete on our driveway and path and replace it with brand new pavers. We shopped around a little for a few different quotes, and Deivide ended up being the most competitive--plus, we just really liked him when he came over to chat to us about what we needed. He was friendly, professional, punctual, and obviously very skilled. (Plus, his mom was in the van with him, which we thought was kind of adorable.) His guys did the job quickly and without much mess, but we must have had some miscommunication somewhere about the pattern in which we wanted the stones laid out. I was dreading calling Deivide back and having what I worried would be an unpleasant conversation about how the result wasn't what we'd agreed upon, but he was incredibly understanding and helpful and agreed to redo the job within the week, which I thought showed a wonderful respect for customer service. He really cared about us being happy with the work his team did, and once they rotated the stones to the way we'd wanted them, our driveway and path looked perfect. We were 100% thrilled with the result and love how the pavers are holding up--in terms of adding curb appeal to our house, I think it's probably the best money we've ever spent. In fact, we're getting ready to replace the concrete in our backyard now, and Federal Paving Systems will be the first place we call. read more
