So depending on when you go, there may not necessarily be a person waiting for you at the photo station. It's the same employee staffing the check-out line and the photo station (and also potentially stocking the aisles). Even with the occasional staffing issue, the wait is usually not that long and back-up is usually called, leading to the opening of another register.
