Once we agreed to the price and were in the process of getting him a check he began changing his price (saying that additional work was needed according to the permit office) that happened to be incorrect, I believe he was just trying to get more money. In the end, after we provided him with a check and on the day he was slated to begin the demo, he sent an email and backed out of the project.
