Unethical company. They receive complaints and cancel them out without properly or fully addressing them. They haven't produced financial reports for our HOA for more than half of the year and won't respond to requests for them. They stonewall any other requests and then try to ignore legal document records requests or impose fee schedules that aren't published. You can't actually get your community manager on the phone. An answering service takes a message and a follow up return call never happens. Updated to include more in response to their reply. Their own reply was proveable dishonesty. They still haven't posted the most recent months Financials. Other months were posted only AFTER I posted a screenshot of their lack of compliance on the Google review. Despite multiple requests for other documents they're still NOT in compliance. They issue violations fines before the board even meets to approve them. Our Bylaws state that issuing violations and fines can't be delegated. Yet this year they've generated themselves another 20k+ in profit from doing exactly that. The board members Andy Van Dine and Bobbie Lopez do nothing substantive to supervise them or rein them in. And when I attended the board meeting I wasn't given any type of hearing as required by the bylaws. Instead, I was cut off by Carlos their manager before I was even finished talking and then muted and kicked from the meeting. Funny to note as well, their management did respond to me via email but only AFTER I posted here. read more

My small community is new to Houston Community Services. I received a letter to clean up my lawn around mid-to-late August of this year. It was a warranted letter, and although embarrassed, it was necessary. I live alone on a limited income and have nursed a broken back for quite some time. The issue was taken care of within two weeks, and has been kept up since then. However, I just received a second notice to clean up my yard. It has been done by a professional yard company at quite an expense. I find this second letter, received three months later to be a slap in the face. It shows that the management services does not check up on the issues monitored. Personally, I hate to see any money go towards a company that works in this manner. read more

Based on the reviews I am reading for this organization, the poor ratings come as no surprise to me. I own a number of homes in the area and have always had a great relationship with my homeowners associations. This specific group has proven to be highly incompetent to a level I've never experienced. I have one home under their HOA and it has been a complete nightmare. It is the highest form of harassment and unprofessionalism I've ever experienced. I own a beautiful home in one of their developments and it will become my sole purpose to try and educate the residents of the community that there are much better options available to them as it pertains to their community needs. This management group conducted a title search on my home after being well educated by the title company at close of my home confirming me as owner and my mailing address. After great discussion and banter, my file was updated And they conducted yet another title search. It is very apparent they only know how to push a button and operate on autopilot. She explained it is the process for delinquency (delinquent for the prior title search). Bear in mind all HOA fees are paid in full. Sadly this HOA lacks guidance for the residents (volunteers that seem to feel intimidation of their senior residents in the neighborhood is acceptable), and allows poor behavior and lack of professionalism overall. Prior to buying, I was warned the HOA and the board over the development where I purchased was very unprofessional, lack understanding and are harassing to many seniors in the neighborhood. For example- There is a red painted brick sidewalk in front of each home they wanted to see refreshed, which I had no problem with. Unfortunately, manufacture suggestions for the paint product specifies a specific temperature for painting outdoors. Nope, the board wanted it painted in the middle of winter despite manufacture recommendations. A board member said "well we have told everyone else in the neighborhood to paint their sidewalk and it's been done". I promptly explained it was sad others didn't read the manufacture guidelines for curing and acted on the direction and intimidation of the board versus working with them to correct when the weather is conducive to cure the product. This HOA gave the board no guidance. Pure ignorance. Very stern warning to beware and continue searching for a more competent group for your HOA needs. I reside in Friendswood, Texas at their Parkwood Village development. Joke that the management reached out on here as there was no effort to resolve via a call to me. Just more smoke and mirrors to attempt to avoid looking like the poor operator that they're proving to be. Will completely avoid the purchase of any home with this HOA as it can make for a pleasant or MISERABLE experience. read more

I paid Houston Community management (Associa) on 4/1/2022 a total of $560.00. This was for one year of service to manage my neighborhood and to provide me with all financial statements and minutes from their meetings in a reasonable amount of time. My complaint is in regards to bad management. -First the management company has not replaced dead plants this year at the entry way signs where I live and the ground keepers have not been blowing the grass properly out of the streets and sidewalks. -Second the management company has not been posting all of the documents that they are required to do. The (Financial statements and minutes) and the ones they have, took them an extremely long time. I have been requesting on their town square app and by email for all up to date financials and minutes that they are to provide. The manager Paul Wisdom replied to my email and was extremely rude. I find him very un professional. He told me "He's not my personal secretary" he also said "He works for the board and not me" That is incorrect. In my email I was seeking the information that he is suppose to be uploading. He accused me of requesting a "special report". That was also incorrect. The info I requested should all be in the financials and minutes but he has yet to do his job that he was paid to do and upload (all) of the (2022) Financials and minutes. -Today on 10/17/22 I asked the manager Paul Wisdom by email about a message he sent out and was trying to clarify it. By (email) He called me a stupid backstabber and said I was on a witch hunt. He also said that I'm wasting his time and threatened me with an attorney. It is October and we are still waiting on August (financials) to be posted. This guy is out of control and I can't believe a company would allow an employee to speak to a customer like that. I just want to make sure that everyone knows how this HOA took 15k from us, told us if we pay the 15k we would be able to remove some of the fees. This is over 2,500, used our retirement and now they are foreclosing if we do not come up with 7k, and we have no way to get it!!! So they got 15k and still taking out home away from us. Just cause they can!!!!! We owed 2,500, so the fees are 20,000 and they could not waive any of them. After posing original review they answered call us and let's work something out, that was a lie! We get constant threatening letters over minor things. I had to go to their offices to get a new pool key (they changed the locks), and when I got there, I was told it would be $15 and that they only take checks and money orders!? WTF!? Who uses either of those in this day and age!? I was going to go and pay now that I found the checkbook, but thought I would call first since it's Good Friday. I didn't want to waste gas on another trip down there with NO results. Their phone goes directly to a voicemail system that doesn't work, and that NO ONE EVER ANSWERS! They aren't competent, but it's impossible to fire them. I suppose that's one of the reasons they are so terrible. They aren't accountable to the homeowners at all. And instead of addressing my concerns I get a form message asking me to email. My concerns are in my post. The reply below is the email version of their useless phone tag system. For 4 years, residents have requested that Houston Community Management Services take care of a unsightly property/safety hazard. They just tell everyone that they are working on it. It is a breach of contract when they will not honor the terms of their contract and deal with issues. They take our payments annually and won't do anything to help residents. I requested a simple key from our point of contact to get into the gate of my building in September, and I did not receive it until November. If i happen to have my keys was because the only board member that lives in premises offered to pick it up from them. It has been 5 months and I have not yet met our person appointed to our community. Also, lights in our covered underground parking lot are burned out and the place is dark and unsafe. What do you mean by saying that we are running a business in this community ? What's the definition of a business that you are having in your mind ? Have we had any sign placed in front of our property saying that this is a business for people to come to purchase goods or services ? The answer is NO ! If a rental activity done at our property is considered as "home business" , how about other properties even with signs placed in the front of them advertising "for lease" or "for rent" in this community ? Aren't they considered as running a business in their houses ? Aren't they having any violations which must be corrected and you haven't contacted them yet for that ? If you have let them do rental activities in their properties, why you keep saying that we can't do rental business in our property ? Now, please honestly answer these following questions. Haven't those properties' owners made money using their houses in this Silver Oaks Trail community ? Haven't those homeowners collected money from their tenants living in their houses in this Silver Oaks Trail community ? Is there anything for sure 100% that those people renting/leasing at those properties in this Silver Oaks Trail community are people from a family, to be considered as a "single-family home" to satisfy the policy/rules ? If the answers are YES, YES, and NO to those questions above, why haven't they got any letters saying that they are doing business at their properties which is not allowed ? In general, we are NOT running any business in our property. All what we have been doing is just having a part of our property for rent nothing that much different than any other properties for lease or for rent in this community as well as many other communities out there. The previous community manager named Brittany Wright made a big mistake in placing the charge of $285 and other fees after that in our account. We have been living in this community for many years but had never had any ridiculous charges or fees like that placed in our account before. Because the previous community manager messed up our account so badly, the new community manager now has to fix it for us as soon as possible. We request removal of that $285 and other fees charged in our account. Our early 2019 HOAs fee payment is not for anyone to take advantage of. Our family still can't believe that our 2019 HOAs Fee early payment in October 28th, 2018 was used partly for that $285 charge in October 31st, 2018 like that. Importantly, we seriously request that any community managers from now on please stop bothering us with those letters about our property for rent. We aren't violating anything when having our property for rent at all. If you don't allow any rental activities in this community, please have it stated very clearly on those documents for any new homeowners to know before making the decision on buying any properties in this Silver Oaks Trail community. Nobody is that much interested in buying houses in a community in which rental activities is not allowed. We need peace to live our healthy lives, and we believe that it's the same for you. About 75% of homeowners in this community are Vietnamese. Our lifestyle and culture should be respected. If you want, you can have homeowners voted on allowing room rental in this community, and we are sure that most of us, Vietnamese people, as the majority of this community, are going to highly support it. Then, you can officially leave our home alone without bothering us anymore. We are so tired of dealing with the same old problem over and over again. We don't want to waste our time anymore, and you shouldn't waste your time anymore. Time is gold. All of us should find a good solution for everyone to be happy. Rooms for rent or houses for rent is not that much different. A single-family-house community doesn't mean that we can't have rooms in our houses for rent. They send a certified letter after 1 week and then they charge you for that too. So if you have housing dues of $250, get ready to pay more than $300! I live at Reseda Townhomes in the Clear Lake Area. Jennifer Baboolal is our association manager. Jennifer is an outstanding manager and very proactive in maintaining our property. Our property is 45 years old and needs more TLC than a newer property. She always makes sure we get a fair bid for work being performed and makes sure the work is done properly which in turns saves the association money. I made an appointment with one of their reps In Houston in an attempt to reconcile my bill. (The manager who assured me we could work something out left out of the blue.) This rep was rude, inflexible, uninformed, late for my appointment, and reeked of tobacco. My statement is barely comprehensible, and the Pineloch Comm. Assn. nickel and dime me by charging for title searches, liens, an ambiguous $20 handling charge in addition to late interest. I appreciate the response, however, I have gone over this time and time again with your company. The only consistency with the company is the turn over in employees. Which results in none of your staff being knowledgeable enough to assist our homeowners that call in. It was the best decision my community could have made is moving away from this crooked company. Firstly, why would you charge an HOA to file a lien on a property when the Associations attorney, which represents the Association, should do that. How is it possible that an attorney that doesn't represent the association file the lien on behalf of the management company? Why would it be necessary to file a lien when the Governing Documents for communities specifically state there is already a standing lien on any property within the neighborhood? All that does is cost the community more money and serves no purpose. Why do you charge to place the information on credit reports? Isn't that difficult given you don't have social security numbers for people? I have had many complaints in my neighborhood that even when an account was paid in full, again your company failed to report such update to the credit bureau. We pay you for a service and deserve to receive such service. Vendors having to pay $150 to your company to do work for OUR neighborhood? Very rarely are phone calls answered and voicemails never get returned. Our finances were always a mess. No one could explain numbers on the financial statements and they are never received timely. Based on these things alone, and trust me, the list could go on and on, it doesn't appear that anyone there is worried about anything but money. We are just another number. There is clearly something wrong with the management running that circus. It is unexceptionable for a company the size of this company to conduct business in this manner. And they continue to get away with it. This has to end. And I will take whatever action necessary to ensure that Board members know about the circus over there. read more

Our neighborhood finally fired this company after discovering they were allowing companies who handle our utilities to charge us tax they were not permitted to charge. Our community is north of Sugar Land and *outside* the Sugar Land city limit. This went on for years. Even after they were finally caught by one of our homeowners, they fought us tooth and nail over it. Finally my neighbor who caught the problem, had to threaten our HOA and HCMC with a lawsuit to get anywhere. Weeks later and many man hours later pouring over documentation (myself and three other women helped her), she was able to get at least sixty thousand dollars back to our community (we were owed much more but this was the best we could do). Shortly after, we were finally able to force our HOA to fire this company for serious mismanagement and incompetence. They aren't just rude to people, they are grossly incompetent and I would not have them in charge of any community. read more

This HOA management company is awful! Our landscaping has not been done in over two months. And it is really starting to look BAD. We pay a fair amount each year in dues, and this is simple unacceptable. They should really listen to the residents, as they claim they do on their website. And find a better response to comments instead of their generic "please email our customer service. A lot of people in our community have already emailed our "community manager" with HCMS, but that doesn't do anything. They should either LISTEN to their residents and these reviews or find a new line of business to work in. They have a contracted responsibility to maintain all amenities and it is a breach of contract otherwise. read more

This organization seems to be a den of thieves. I bought a rental house in one of the neighborhoods they manage two years ago. I never received a bill for their "services", but several months later they presented me with an outrageous bill for late fees and legal expenses. Somehow they managed to find my address when it came time to assess the maximum fees they could come up with, including fees to place a lien on my property, but seemingly could not find my address earlier. Last year I had two homes in this neighborhood. I received a bill for one of them but not for the other. Only when I called was I able to find out what the charge was for the other. I remitted both fees, but these mental midgets managed to credit both checks to the same residence. Subsequently I started receiving late notices on the other property. It is Dec. 1 and I have not yet received my bills this year. I called the office this morning at about 10 a.m. I got voice mail. Some service! I am convinced that this organization is run by the lawyers who charge the exorbitant fees, and that it exists only as a vehicle to generate those fees, not to provide any service to the neighborhoods it supposedly serves. read more
